Dr. Stewart will describe his experiences in Georgia during the years 1995-98 in helping launch GIPA in 1995 and then teaching there during 1996-98. The Institute provides its students with the opportunity to receive the degree of Masters in Public Administration. Dr. Stewart has taught "Modern Management of Human Resources" that introduces a range of concepts largely unheard of during Georgia's Soviet years. The need to build and use human capabilities in an environment largely free of corruption is a political and management challenge that could well be decisive in the on-going struggle to develop and maintain a representative democracy and an appropriate form of a market economy.
