Setting the 21st Century Security Agenda

The Center for Security Studies and Conflict Research at the Swiss Federal
Institute of Technology in Zurich hosts the 5th International Security Forum
(ISF) from 14-16 October 2002 at the Congress Palace in Zurich. The ISF is
sponsored and co-organized by the Swiss Federal Department of Defence, Civil
Protection, and Sports and the Swiss Federal Department of Foreign Affairs
as an official Swiss government contribution to the Partnership for Peace.
Major conference partners and co-organizers include but are not limited to
the Geneva Centre for Security Policy, the Geneva Centre for the Democratic
Control of Armed Forces, and the Graduate Institute of International Studies
(Geneva). We are delighted to invite you and your institution to contribute
and participate actively in this important forum.
The 5th ISF will bring together about 500 high-level civil servants,
diplomats, military officers, academics, and representatives of
non-governmental organisations from the Euro-Atlantic area. The objective is
to create a platform for discussion and exchange on current security issues.
This year's conference will run under the theme Setting the 21st-Century
Agenda. It seeks to promote practical cooperation between the EAPC member
states (NB: Russia is a member state of EAPC) and to identify future key
issues and trends in international security. Given the knowledge and
resources available at the Swiss Federal Institute of Technology (ETH)
Zurich, this year's program will also address the challenges presented by
new information and communications technologies.
The conference will consist of three plenary sessions and six tracks of
parallel workshops. The first and second tracks will deal with knowledge
management and e-learning in security policy. The third track will examine
various aspects of human security. The fourth and fifth tracks will focus on
security sector reforms. The sixth track will deal with topics in
contemporary security policy, including terrorism.
DEADLINE: Please note that the closing date for registration is the end of
May 2002. The closing date for applications for financial support is the
end of April 2002. If you register late, your chances of being offered a
place at the conference will be greatly reduced.
Eligibility for Financial Support
The Center for Security Studies and Conflict Research can provide financial
support to cover travel (economy class via the most direct route) and
accommodation costs to a limited number of participants from Central and
Eastern European countries.
For participants to whom financial support is granted, the Center for
Security Studies and Conflict Research will purchase flight tickets and make
hotel reservations in coordination with the participant.Please note that
hotel bookings for Central and Eastern European participants who are be
granted financial support will be made in accordance with the most
reasonably priced flight reservations. Please download and complete the
