I visited all of web sites you referred to, with great interest.

(2) I also greatly appreciate to hear of your strong interest in our
arrangement of collaborations between TOBB Economic and Technology
University (ETU) in Ankara, Turkey and the University of Tampere and
Helsinki University of Technology for their e-course offering to Turkish
learners.  Incidentally, this could be a part of Prof. Dogdu’s ERASMUS
program, which is, I believe, of the European Commission’s program.

The unique advantage of this arrangement would be that the learners in
Turkey would not have any trouble of time difference when they call their
instructors in Finland via Internet at almost free of charge.

The TOBB ETU already has a program in which students go out industry for a
semester or so, to gain practical experience so that they can readily go out
to industry upon their graduation.  In the sake token, those students who
would take courses available from Finish universities would be able to take
jobs in Finland.  We will devise face-to-face mtgs between instructors and
learns so that they would interact more easily via VOIP (voice over Internet
Protocol) and email, etc. even while they are apart thousands miles away.  I
think that this would prepare Turkish students for globalization.

I. Mini-workshop for GUS/Turkey:

Dear Prof. Dogdu, Prof. Saritas, Mr. Cakir and Tapio and Heikki:

(3) I hope to have a ceremony to sign the Memorandum of Understanding (MOU)
between the University of Tampere and TOBB ETU and between the Helsinki
University of Technology and TOBB ETU at the planned mini-workshop on
November 9th (or 10th) at the University of Tampere, after the Finish and
Japanese “Cultural Bridge” event;

(4) At our mtg at the TOBB last fall, Heikki indicated his possibility of
helping to submit a grant request for this project to the European
Commission, since Turkey is not the member of the European Union.

However, according to Bernhard’s msg, this would not be necessary, and TOBB
can do it by themselves.  So, let’s talk about how to construct such a grant
application to the EC at the mini-workshop.  This talk should include the
plan how to conduct the e-learning course offer to Turkish learners.

Dear Harold:

(5) Pls let me know soon when you decide to attend the mini-workshop, to
meet with the people from TOBB ETU for your possible affiliation with them
as similar to our Finish colleagues’ projects.  If such affiliation would be
possible, it would prepare Turkish learners taking jobs in the US, too.

Prof. Saritas at the TOBB ETU.

When I was at the TOBB ETU last fall, Ed Dodds suggested that I should
contact you, but, alas, I could not find enough time to do so.

I was quite impressed with your considerable expertise on e-healthcare info
system while I went through your web.  We would be very happy if you can
kindly play a major role in the e-healthcare/telemedicine of GUS/Turkey, if
that would be of any help to the people of Turkey.

mini-workshop at the University of Tampere on November 9th (or 10th).

According to Bernhard’s msg, I understand that you can submit your grant
proposal to the EC for your part of the GSEEED project, say, GSEEED/Turkey.
Let’s work on this as soon as we would meet on this project at the
Polytechnic University in the coming month.

II. Black Sea Ring:

Dear Mr. Cakir:

(8) Pls visit our list distribution mentioned in the Item (1) above.

Pls consult with the Rector, Prof. Dr. Kesici of the TOBB ETU if there may
be some Turkish industry which might be interested in initiating this Black
Sea Ring — I understand that the TOBB was established by a vast number of
consortium members of Turkish industry.  If you and he would come to the
mini-workshop at the University of Tampere on November 9th, we can discuss
this matter.

I think that this Black Sea Ring would enhance the services of GLORIAD and
GEANT2, and also open the connection possibilities to various Central Asian
countries.

III. GUS/Romania:

Yes, I agree with you that the outreach of Internet with narrow band has
accomplished so far to most of developing countries, and we are now faced
with the upgrading it to broadband Internet.  The former is mainly for
exchange and sharing of information, and the latter for collaboration.  Such
collaboration across boundaries of continent and ocean, and of nation and
culture would bring new age, as similar to the Golden Age of Spain when
Jews, Christian and Moslem co-mingled and co-existed to create Renaissance
out of the Dark Age.  Our new age would enable us to create a new
civilization, say, neo-Renaissance with the appropriate use of ICTs by all
the people of the world, not only those three religions, but also those of
orient in Asia and the Pacific, Africa, etc.

The essence of education is the inheritance of wisdom (i.e., know-how how to
live a life), more than mere transfer of knowledge.  We hope that, as an
extension of our GCEPG/GSEEED projects, learners will also form a global
knowledge forum for the exchange of ideas, information, knowledge and joint
research and development, which will foster creativity of youngsters around
the world.  Researchers in developing countries can co-work with colleagues
in advanced countries to perform joint collaborative research with use of
virtual laboratories for experiential/constructive learning and creation of
knowledge through the global GRID technology (which concept I initiated —
see McLeod (2000)), thus forming GCIN mentioned above.  Such interactions
among youngsters around the world through global broadband Internet would
certainly promote mutual understanding and hence global peace.

Dear Sir,

As I know many of the people and initiatives quoted in your emails, I
thought it is time that I provide you with some background information.

It is very good to hear about your initiatives with Turkey and South-Eastern
Europe. Please note that all these countries are fully eligible for funding
under the European Union's 7th Framework Programme for R&D (some 53 billion
Euro until 2013).
The collaborations that you describe between Turkish and Finish universities
are very interesting to us.

You might want to have a look at the EGEE project (www.eu-egee.org) where
the middleware to support such joint cooperation is developed.

You are certainly aware of the initiatives in the Balkans SEEREN and SEEGrid
(www.seeren.org and www.see-grid.eu).
There are quite advanced plans now for a Black Sea Interconnection
Initiative (building on the experience gained in SEEREN2). We think that
towards the end of the year we might be in a position to make some concrete
announcements. 

The same holds for a Central Asian initiative (to complement the very
successful TEIN2 project - www.tein2.net).
The attached picture puts it all nicely together.

Obviously these initiatives are more than happy to collaborate with you and
to support your activities.

In this context Global Virtual Research Communities might be of high
interest to you (see attached draft discussion paper).
