(2) I was very sorry I could not attend your ³International Congress on ICT:
Global Challenge in Education² on November 16 to 18th of the last year,
which was initiated by the Commission on Higher Education, Department of

I visited its very impressive web site with great interest.

(4) At your conference web site, I learned that your people have
accomplished a great deal on e-learning after completing connectivity with
narrowband Internet. My wholehearted congratulation to this
accomplishment!!
However, I think that your next step is to have broadband Internet;

(5) When you will have GUS/Cebu/Pilippines, you may consider to have a link
to WINDS, a broadband Internet satellite at 2.5 Gbps I understand that
this satellite will be launched in the coming April -- see;

As you see the footprint of this satellite in the attached file <WINDS.pdf>
<http://tinyurl.com/2u2hbq>, it covers the Philippines well incidentally,
it seems that someone in Manila seems to have an earth-station for this
satellite so that you in Cebu should also be able to access to it, too.
However, you should note the drawback of satellite with its latency (time
delay of 0.5 second for round trip to the satellite), and hence its use
should be interim until there would be a terrestrial optical fiber landline
to be set up.
(6) On the other hand, since the cost of both gigabit satellite and optical
fiber line are very expensive, you have to have a group of organizations or
institutions to share the cost, -- hence the need to form a consortium

Once you have broadband Internet linkage to the outside world with WINDS
gigabit satellite, you may also have the so-called Wireless Cloud with WiFi
(Wireless Fidelity) (at 10 Mbps or so) or WiMax (Worldwide Interoperability
for Microwave Access) (at 45 to 75 Mbps or so) as installing relay antennas
at every street blocks as Philadelphia, San Francisco, Chicago,
Taipei/Taiwan, etc., etc. <WiFi Cloud copy.pdf> <http://tinyurl.com/2wm2qk>.
I have already experienced Internet access with my laptop by such feature in
Ankara, Turkey, New Jersey, at Columbia University campus, etc., etc.,
without paying any fees!! With these features in your Cebu, your students
would be able to access your web teaching materials through wireless
broadband Internet even at bus stops, etc.
(7) Should you still wish to pursue on the creation of GUS/Cebu/Philippines,
pls talk with appropriate persons at the Cebu Normal University, South
Western University, etc. to form the consortium of the GUS/Cebu, and locate
its secretariat university. I would suggest that it would be better at the
federal university, since we plan to get the Japanese Official Development
Assistance (ODA) fund which comes only through the government channels.
Pls follow my suggestions how to proceed on it, which was made for our

I would strongly suggest that you contact Pureza. I admire her that she is
a very unique champion on e-learning and has achieved a strong foothold on
it as starting with a small high school level e-learning and upgraded it to
a college status in a very short period.
You may join in her project of creating GUS/Cebu.
You may also try to explore to get the Grass Root Fund of the Japanese
government which provides about US$100,000 for K-12 education and NGO
activities see
