(2) The successful publication of this book in 2003 was the accomplishment
of the first year of Tapio¹s UNESCO Chair program, thanks to many
contributors¹ effort.

This success brought enthusiastic expectation for the subsequent tangible
development of the GUS project from high echelons of UNESCO, ILO, The
European Commission, and many others.

Tapio, Bill, Joe, Dave, and other leaders of this GUS project are now
working to organize a workshop to initiate GUS services with
institutionalized framework for the past six months.

(3) The first step for this is, obviously, to raise funds for the workshop.

Tapio and other European colleagues are working to raise the funds from
European sources, and I, Bill and other American colleagues from the US
sources.

> We have so far received positive responses to review our request from a couple
> of prominent philanthropic foundations ‹ pls cross all of your fingers!!  Pls
> let me know any possible funding sources which you will suggest us to
> approach.

(4) As you see in the ³Synopsis of workshop² mentioned above, the final
deliverable out of the workshop will be the white paper which will serve as
a working document for the next steps in major fund raising, creation and
operation of GUS.

This white paper will be the compilation of the implementation plan of the
following tasks;

> 1. Academic programs (accreditation, curricula, and course content),
> 2. Educational technology and infrastructure,
> 3. Finance organization,
> 4. Partnership liaison,
> 5. Quality maintenance (academic programs, admissions, registration and
> records),
> 6. Administration; student admissions, recruiting and services and business
> affairs,
> 7. Graduate studies and research,
> 8. Incorporation of GUS.

>> Task force teams will pay their full attention to the crucial importance of
>> student services which will be the key to the success of this venture.

For this, pls refer to the following point paper in Part III of the
aforementioned book, as a frame of reference for debate and development
planning, since it identifies the key issues associated with the effort to
create the GUS;

(5) As was the case when we had our first workshop at Tapio¹s University of
Tampere in August of 1999, the successful conduct of this implementation
planning workshop will depend on our well preparation of it.

I would like to solicit volunteers for this endeavor.  Should you be able to
undertake this task, pls send me the followings;

> (a) your interested task(s) among mentioned above;
> (b) your full address, photo, and brief bio ‹ see examples at the end of our
> paper (1)-(b) above.

I will then create listserve forum for each task so that the members of each
task force can formulate, at least, an outline of the discussions to be made
at the workshop.  This will then ensure the success of the workshop.

(6) Tapio has recently received a fund from the European Commission for his
European Media Literacy Center project, which will be announced at a press
conference at the national conference on interactive technology in education
(some 1,300 participants expected), on 4/23rd (Friday).

For this project, he is now planning to have an European media literacy
conference at his university in early next year which has already been
approved by the EC.  He then wants to have our workshop along with this
conference.

(7) This workshop will be the crucial first step that will allow GUS to
create a comprehensive and holistic approach for an educational system to
promote mutual understanding and peace across national boundaries.
