(6) GCEPG project will be a demonstration of ELeGI project which has already
been funded by the European Commission (about US$5 million).  The ELeGI
project is to bring benefits of emerging GRID technology to
learning/education field ‹ hopefully including K-12.

Our GCEPG with a globally distributed computer simulation system, focusing
on the issue of environment and sustainable development in developing
countries, is to train would-be decision-makers in crisis management,
conflict resolution, and negotiation techniques.  We hope to promote the
understanding of youngsters around the world on the interwoven
interdependencies of the world phenomena ‹ particularly with the use of
cause-and-effect diagram of System Dynamics ‹ with their rational thinking
and critical analysis capabilities basing on ³Facts and Figures,² by the use
of socio-economic-environmental simulation models.

The Global University System will supply game players and technical support
from around the world.  With global GRID computer networking technology and
Beowulf mini-super computers of cluster computing technology, we plan to
develop globally distributed decision support system with a globally
distributed socio-economic-environmental simulation system and a globally
distributed climate simulation system in parallel fashion, both of which are
to be interconnected in global scale ‹ see Figure 8 of the above CGEPG paper
in the Item (3)-(b).

Because of the nature of our project, we can take a poor-ma¹s
(cost-effective) approach with ³asynchronous² GRID technology compared with
the NSF¹s rich-man¹s ³synchronous² GRID project with US$1 billion, and
Japan¹s Earth Simulation with US$350 million and 4 tennis courts size.

The infrastructure for this GCEPG can be applied to many other fields of
joint research and development by the people around the world (including
those in developing countries) with the use of virtual reality and virtual
laboratories for globally collaborative constructive, hands-on experiences,
learning and creation of new knowledge and wisdom by them ‹ which is a
profound paradigm shift from the so-called conventional academic
³Ivory-Tower² approach.
