Your telemedicine and e-healthcare information system projects are well

During my stay in Japan (on my way back from Dhaka), I visited President
Komiyama of Shinshu University in my home prefecture (see its photo at the
above web), and inquired him to help your project =8B incidentally, he is a
pediatrician and his university has one of the leading school of medicine o=
n
telemedicine =8B even with the diagnosis of X-ray photos of children who were
victim of Chornobyl accident in Ukraine many years ago, which were sent via
INMARSAT.

I hope you had a very fruitful mtg with Prof. Choudhury of Brac University.
When I met him, he told me that two Japanese officers of the Embassy of
Japan visited him to learn about the Information and Communication
Technologies (ICT) situations in Bangladesh. Pls visit the officers to get
the grant application of the =B3Grass Root Fund=B2 (or =B3Community Project
Assistance Fund [CPAF]) which can provide you with about US$100,000. When
you fill it up and bring to me when you will be in NYC around the end of
this month, we can discuss further.
(4) BTW, I was very surprised to learn that your major Internet Service
Provider (ISP) (Bangladesh Computer Council?) has to pay almost
US$8,000/month for 2 Mbps satellite linkage to outside world.
I am paying only $40/month for 2 Mbps download and 384 Kbps upload through =
a
cable line, our colleague in Havana/Cuba pays $1,500/month for 1.5 Mbps
line, and many universities in Nigeria have the same speed satellite
linkages to the US.
I was once told by an officer of the Japan International Cooperation Agency
(JICA) that they were providing Asian countries with 1.5 Mbps satellite
linkages free of charge. They call this J-Net. You may explore this route=
.

European Commission for his establishing the European Center for Media
Literacy. He hopes to connect it with our GUS soon.
On the other hand, Joe DiGregorio and Bill Klemm worked on a grant
application in the past months which I made my inputs during my trips and
sent back to them recently. This is for our having a workshop at Tapio=B9s
University of Tampere =8B especially on the institutionalization of our GUS
activities basing on Bill=B9s proposed administrative scheme depicted in his
paper in our book =8B see

During this workshop, we will discuss fully on the incorporation of our GUS
headquarters in Finland =8B we have already worked on it, and the Finnish
regulatory agency requested us to clarify its membership in our Bylaws.
The GUS at the University of Tampere will act as the headquarters of the
coalition of local GUS in various countries. Each local GUS (such as
GUS/Bangladesh, etc.) will be the consortium of educational and healthcare
institutions, and NGOs, etc. in their locality.
Although we need to discuss further at the workshop, I hope that those loca=
l
GUS may need to be incorporated as a non-profit organization in their local
countries so that they can also be autonomous to raise their fund
individually for their specific local projects =8B of course, in relation wit=
h
the GUS at the University of Tampere which is also related with the
UNESCO/UNITWIN NETWORKING PROGRAM.
(11) As you say, it is a good idea to have the cooperation of the Banglades=
h
Computer Council (BCC).
Also, as I mentioned elsewhere, each GUS may need to raise, in the near
future, a large fund from the Official Development Assistance (ODA) fund of
the Japanese government as following the model of the University of South
Pacific which received US$16 million. Since those fund would come through
government channel, as Prof. Choudhury of BRAC University told me, it might
be wise to have a major federal university (say, Bangladesh Open University=
)
act as the secretariat of the GUS/Bangladesh from which most of fund raisin=
g
will be made.
(12) I look forward to meeting with you in NYC around the end of this month
so that we can discuss about those issues further.

ty Project Assistance Fund [CPAF]) which can provide you with about US$100,0=
00. When you fill it up and bring to me when you will be in NYC around=
the end of this month, we can discuss further.<BR>

(4) BTW, I was very surprised to learn that your major Internet Service Pro=
vider (ISP) (Bangladesh Computer Council?) has to pay almost US$8,000/month =
for 2 Mbps satellite linkage to outside world.<BR>

I am paying only $40/month for 2 Mbps download and 384 Kbps upload through =
a cable line, our colleague in Havana/Cuba pays $1,500/month for 1.5 Mbps li=
ne, and many universities in Nigeria have the same speed satellite linkages =
to the US.<BR>

I was once told by an officer of the Japan International Cooperation Agency=
(JICA) that they were providing Asian countries with 1.5 Mbps satellite lin=
kages free of charge. They call this J-Net. You may explore this=

GUS headquarters in Finland — we have already worked on it, and the F=
innish regulatory agency requested us to clarify its membership in our Bylaw=

The GUS at the University of Tampere will act as the headquarters of the co=
alition of local GUS in various countries. Each local GUS (such as GUS=
/Bangladesh, etc.) will be the consortium of educational and healthcare inst=
itutions, and NGOs, etc. in their locality.<BR>

Although we need to discuss further at the workshop, I hope that those loca=
l GUS may need to be incorporated as a non-profit organization in their loca=
l countries so that they can also be autonomous to raise their fund individu=
ally for their specific local projects — of course, in relation with t=
he GUS at the University of Tampere which is also related with the UNESCO/UN=
ITWIN NETWORKING PROGRAM.<BR>
<BR>
(11) As you say, it is a good idea to have the cooperation of the Banglades=
h Computer Council (BCC).<BR>
<BR>
Also, as I mentioned elsewhere, each GUS may need to raise, in the near fut=
ure, a large fund from the Official Development Assistance (ODA) fund of the=
Japanese government as following the model of the University of South Pacif=
ic which received US$16 million. Since those fund would come through g=
overnment channel, as Prof. Choudhury of BRAC University told me, it might b=
e wise to have a major federal university (say, Bangladesh Open University) =
act as the secretariat of the GUS/Bangladesh from which most of fund raising=
will be made.<BR>
