herewith again) of the workshop to be held in Berlin, Germany on December
3rd, for which I was invited to deliver a keynote speech.  This workshop is
on =B3GRID Infrastructure to support future technology enhanced Learning.=B2
The University of Salerno in Italy (which is organizing this workshop) has
already received a fund for their project from the European Commission.

As this flyer states, the next phase development of the educational
technology through the GRID computing network is to emphasize on the
personalization and collaborative learning =8B shift from =B3content delivery=B2
with web to the =B3knowledge management system=B2 of your terminology.   This
technology is to utilize =B3online simulations and animations=B2 as you stated
in the second para of your Item (2).  My hope is to use this technology for
our peace gaming mentioned in the above paper =8B particularly with the use o=
f
System Dynamics methodology originated by Prof. Jay W. Forrester of MIT =8B
from who I learned it.

colleagues in Amazon, Cuba, Malawi and Uganda, etc. are to be submitted  to
the Japanese government=B9s funds.

(9) The items you listed in your Item (6) are, I think, sufficient enough t=

form committees on them at the workshop, i.e., Academic, Instruction,
Faculty, Fiscal, Students, Evaluation and Assessment, etc.

Next step may be to define the tasks of each of those committees, and the
expected outcomes by them at our workshop.

Some quick comments on your excellent paper in preparation for our phone
conversation tomorrow.

1) Curricula and content for GUS academic programs: I'm sure you are aware
there are dozens (perhaps hundreds) of "Peace Studies" programs already
developed and delivered at colleges and universities around the world. I'm
most familiar with the program at Penn State, where I spent 10 years of my
academic career. Perhaps, rather than "re-inventing the wheel," GUS should
consider partnering with appropriate and interested "Peace Studies"
programs that could be very quickly adapted as required to fulfill the GUS
mission in terms of curricula and content.

2) a mistake most of us make is to assume that the current state of
"e-learning" is the final stage of development. My opinion is that
"e-learning" (or, if you prefer, "educational technology") is quickly
evolving from "video talking heads" and "Power Point" slides to something
completely different. Here's a quote from a presentation I will make in two
weeks to a statewide meeting of Florida deans of engineering.

"..... as the trend toward more and more e-learning courses and degrees
both on-campus and at a distance continues, the learning process itself has
begun to evolve from the traditional emphasis on low-tech classroom
lectures to content delivery supplemented by computer-aided instruction,
the Internet, and other educational technologies. Where is e-learning and
technology in the classroom leading us? One possible future involves
=93knowledge management=94 systems, focused on customized learning outcomes for
students via learning objects, learning portals, intelligent searches, data
mining, online simulations and animations, as well as customized learning
modules and other high-tech instruction.

If this evolution continues over the next several years, students both on
and off campus will have greater expectations of higher education than they
have had in the past, forcing engineering schools and other academic units
to redefine key quality issues for their programs, as well as the measures
of success they have traditionally used. The evolution from e-learning to
knowledge management will offer several new global opportunities for
engineering schools in the 21st century, but many obstacles will have to be
overcome."

My point is this, Bill. Let's not design GUS according to TODAY's status of
e-learning, but let's design it to meet the demands of tomorrow. As Wayne
Gretsky said many times: "I score a lot of goals because I skate to where
the puck is going to be, not to where the puck is."

3) one e-learning consortium you didn't mention, but one I think bears
watching closely, is "Universitas 21." Here's a brief description (once
again from my Florida lecture notes):

"Universitas 21 and Thomson Open Online MBA Program
for Students in Developing Countries
August 28, 2003
Chronicle of Higher Ed

<http://www.u21global.com/>Universitas 21 Global, a consortium of 17
research universities in 10 countries and publishing giant Thomson
Learning, began offering its first online courses this month. The start of
classes followed years of effort by the global consortium to create an
online university from scratch =85=85.

The online institution's first degree program, an M.B.A., brings the
consortium a tiny step closer to its long-term goals of expanding distance
education around the world and also making a profit =85=85.

The University of Virginia has invested $1-million in the $50-million
venture, as have other international universities, including the National
University of Singapore, the University of Hong Kong, and the University of
New South Wales =85=85.

Degrees awarded by Universitas 21 Global will bear the names of the
universities that are shareholders in the holding company =85=85."

4) while we're planning for GUS success, we should also bear in mind that
several similar e-learning consortia have failed miserably. Here is a list
of things I believe caused these failures. We should be aware of all these
potential pitfalls:

- Inadequate business plan (lack of innovative vision, clear goals and
objectives, precise strategies, concise plans and actions)
- Inadequate marketing plan (=93if we build it =85=85.=94)
- Insufficient capitalization
- Inability to design courses specifically for students, i.e., directly
related to their particular needs
- Inability to react quickly to changing demand and market conditions
- Insufficient use of content experts (faculty) in product development
- Inadequate infrastructure
- Lack of global partnerships with other high-quality providers
- Inability to integrate academic culture into corporate model
- Inadequate communications between production team & sales force
- Unrealistic expectations

5) perhaps another way of looking at this issue is to list some of the
challenges GUS will face:

Committing all stakeholders to the program goals and objectives
Developing common vision and purpose among all stakeholders
Providing sufficient resources and appropriate infrastructure
Preparing solid strategic and business plans
Putting quality maintenance procedures in place
Developing =93best practices=94
Developing a =93global partnership network=94 consisting of high-quality
engineering institutions around the world
Providing incentives for faculty participation

6) there are a large number of "quality maintenance issues" that GUS will
have to address. Here is just a partial list:

Academic
- curricula (content)
- accreditation
- copyright issues
- intellectual property rights

Instruction:
- instructional design
- instructional quality
- instructor training and support

Faculty:
- incentives, rewards, recognition

Technology:
- hardware/software standards
- reliability of delivery
- infrastructure

Fiscal:
- resources for: instructional development, faculty development and
training, facilities, equipment, staffing, infrastructure, etc.

Students:
- admission criteria
- advising; mentoring; guidance; tutoring
- interactions (with faculty and other students)
- remote services (24 x 7 help)

Evaluation and Assessment:
- impact on the university
- impact on students (and their jobs)

Other:
- program coordination and oversight
- database management

These are just a few things that came to mind while reading your
well-written and well-conceived paper, Bill. Perhaps we can discuss some of
these issues tomorrow during our phone conversation.

of things I believe caused these failures. We should be aware of all these =

- Inadequate business plan (lack of innovative vision, clear goals and <BR>
objectives, precise strategies, concise plans and actions)<BR>

- Insufficient capitalization<BR>
- Inability to design courses specifically for students, i.e., directly <BR=

related to their particular needs<BR>
- Inability to react quickly to changing demand and market conditions<BR>
- Insufficient use of content experts (faculty) in product development<BR>
- Inadequate infrastructure<BR>
- Lack of global partnerships with other high-quality providers<BR>
- Inability to integrate academic culture into corporate model<BR>
- Inadequate communications between production team &amp; sales force<BR>
- Unrealistic expectations<BR>

5) perhaps another way of looking at this issue is to list some of the <BR>
challenges GUS will face:<BR>

Committing all stakeholders to the program goals and objectives<BR>
Developing common vision and purpose among all stakeholders<BR>

Dr. Joseph DiGregorio recently retired from the Georgia Institute of
Technology, where he was Director, International Partnerships, Professional
Education. In this position Dr. DiGregorio arranged partnerships in
distance learning with academic institutions all over the world for Georgia
Tech=92s new Global Learning Center, scheduled to open September 2003 on the
Atlanta, GA, campus.

Prior to this assignment Dr. DiGregorio was Vice Provost for Distance
Learning, Continuing Education, and Outreach at Georgia Tech, where he
headed a central unit that delivers courses and degrees to engineers and
other technical professionals through traditional workshops, seminars, and
conferences, as well as via distance learning technologies

Dr. DiGregorio has twenty years experience in higher education and lifelong
learning for engineers and other technical professionals through his
service as a senior-level administrator at Georgia Tech, Penn State, and
Rice University. In addition Dr. DiGregorio spent fourteen years in the
corporate world, including eleven years as a Senior Staff Engineer at Shell
Oil Company in Houston, TX.

Dr. DiGregorio earned a B.S. in Chemistry from Notre Dame in 1965 and a
Ph.D. in Analytical Chemistry from Penn State in 1969.

Summary of knowledge and skills in international partnerships, technical
education, and lifelong learning:

- twenty years senior-level experience at three leading academic
institutions (Georgia Tech, Penn State, Rice University) designing,
planning, and implementing international partnerships, technical education,
and lifelong learning systems and programs.

partnerships in many countries, including the USA, Canada, Mexico,
Australia, Singapore, Morocco, Iran, England, France, Germany, Switzerland,

higher education, business, industry, and government.
