The strategy here is to make broadband Internet available to many
communities and the broadband trunk line connection among the local

Japanese ODA fund. =A0In a sense, this is a bottom-up approach since the
process of getting the Japanese ODA fund takes a long time.

eligible for the JSDF which your previous msgs asked.
(10) As for Turkey, you may contact Yilmaz =8B you may recall him since he wa=

at the European Commission=B9s conference in January of 2001 when we attended
it with Tapio.
According to his recent msg, he received a fund from OECD and is organizing
a coalition of e-learning, and is interested in starting GUS/Turkey.
