Stanford University on a National Science Foundation Fellowship. His
professional background includes service at Motorola, McKinsey & Company,
and at Lucent Technologies where he served as a business development manage=

for domestic and global telecommunications customers. dream is to
'wire' Africa and serve as the Nigerian Minister for Telecommunications. Ms=

Akinsanya-Rose obtained a BA in Economics from Northwestern University on a
full academic scholarship. She is also a Certified Six Sigma Blackbelt and
Certified Cash Manager. Her business background includes successful stints
at Bank One and American Express. Most recently, she led American Express'
domestic payment operations with revenue streams in excess of $200M. In
Africa, Kemi hopes to start or acquire her own business or develop an
international division of an American corporation.
Their project focuses on the "digital divide": a term used to denote th=
e
inequity in the opportunities presented by information and communication
technologies whether for economical, social, or political uses. The impact
of this gap has placed the digital divide atop the international developmen=
t
agenda in the last few years. Over the course of the next several months,
Kemi and will be conducting independent research and interviewing
numerous political, business, non-profit, and financial leaders. This will
enable them to uncover the critical differentiators between successful and
unsuccessful digital divide initiatives and how to expand on key success
factors. Mr. Utsumi, you are of specific interest to them due to your
extensive experience in this area of technological development. The
commitment from you would encompass a short interview session since I

Dear Professor Utsumi
We briefly met in New York last year and had a quick overview of how
e-learning and the concept of the Global University System could enjoin
current initiatives of using information and communication technologies to
promote development, alleviate poverty and create wealth within the
preserves of cultural diversity and contribute to endeavors of conflict
management among the rural agricultural, nomadic and pastoral communities,
especially in Africa.
Coincidentally, Professor Dan W. Nabudere, a contemporary colleague and
fellow academician, introduced me to colossal reference material about
Global E-Learning and the Outlines of GLOSAS projects. He also passed on to
me information regarding the pursuits of the Amazon project and the African
Component of the Global University System. I was left with no doubt that
Uganda should explore ways of being part of this novel initiative. I was
convinced that we should seek ways of engaging our rural agricultural
communities to become more enlightened and productive through the fast
expanding doors of the digital revolution and new knowledge economy. We
have discussed this matter extensively with Professor Nabudere. We have
reached the conclusion that Uganda should take advantage of the Global
University System to improve the welfare of our people. More especially for
sharing and exchange of knowledge and information, and to harness the
emerging technologies of broadband internet connectivity to achieve
improved learning and health care, and for productive engagement for the
purpose of wealth creation and enhanced income generation.
The purpose of this letter is to sound interest in participating in the
Global University System. If this sounds as an acceptable proposition, our
institutions, and for that matter, Professor Nabudere and I, could develop
some concept notes that would guide the form and mode of partnership in
implementing activities of mutual interest relevant to the areas of our
cooperation. Specifically, we would develop proposals that would foster the
establishment of Global University System in Uganda, and also the East
African region (within the context of the East African Community). We see
this as an entry point to fostering the use of the global broadband
internet virtual network that would advance such aspects as the application
of indigenous knowledge in health care and community conflict resolution.
I have proposed. Your ideas on these proposals will be of great
encouragement and will suggest the way forward. In this regard, I will wait
for your response.
