HIGHER EDUCATION
Dear Dr. Utsumi,
I am writing to invite you to join a group of energetic and enthusiastic
scholars, educators, and policy makers who will spend four interesting days
discussing, debating, and studying innovation in higher education. We will
meet at a conference sponsored by the U. S. Department of State.
The International Conference on Innovation in Higher Education will be held
on May 16-19 in the historic city of Kiev, Ukraine.
Because of your expertise and experience I am, as Conference Chair, invitin=

you to make a presentation at the conference. Your paper, once it has been
edited and revised as needed, will also be published in a new, refereed
journal, the International Journal of Innovation in Higher Education.
The conference will include a wide range of presentations - from paper
sessions to institutional sessions, workshops, and hands-on activities.
However, it will also include plenty of time for informal interaction with
dynamic participants from all over the world.
It will be held in the historic Teachers House in central Kiev, Ukraine.
This site, which is a national center honoring the ancient profession of
teaching, is close to many historic sites including St. Sophia=92s cathedral
which was built in 1037, and Independence Square where in the 1990s Lenin=92s
statue was replaced by a giant TV screen broadcasting ads and soccer
matches. More recently the TV, which faced the MacDonald=92s restaurant
decorated in a Gustav Klimt theme, was in turn replaced by a magnificent
monument celebrating Ukrainian independence.

Because Kiev is an interesting destination for families we will also offer
tours and activities for family members during the conference. With a
focused topic and a setting that offers everything from the active nightlif=

invasions, and intrigue for over a thousand years, Kiev is a buffet of
outstanding cultural and historic possibilities.
We have selected a great site for the conference and the topic is a timely
one. However, the success of a conference depends on the quality of those
who attend and present. To identify people who can make a quality
contribution to the conference we have asked for nominations from
colleagues, searched through conference presentations, read journal
articles, and asked for recommendations from leaders in many fields.

If you decide to present at the conference please submit a 1-2 page proposa=

At some institutions, a printed letter of invitation on the letterhead of
the conference or sponsoring organization is needed when requesting funds t=

attend an international conference. To save money on postage we are sendin=

invitations via email. However, if you need a letter we will be happy to
sent one to you. Please send an email to conference@icihe.org. In the
email be sure to include your name, title, and complete address as well as
the title of the presentation you wish to make at the conference. We will
then mail a formal invitation to you and confirm mailing with an email
message that includes an electronic copy of the invitation (on letterhead)
as an attachment in Microsoft Word format.

YOUR PRESENTATION
While you are a specialist in a particular area of higher education this
conference will include participants from many fields of higher education -
professional schools, basic sciences, humanities, the arts, and social
sciences. Therefore, your presentation should be organized and structured
to inform faculty and leaders in other disciplines as well as your own
field. For example, an approach to teaching a complex issue in molecular
chemistry may also be applicable in other fields as well. Your presentatio=
n
should make the broader application of the innovation clear to participants=
.
COSTS AND SERVICES
In closing, I want to deal with the question of costs. We have a small
amount of funding from the Bureau of Educational and Cultural Affairs in th=
e
U. S. Department of State to put on the conference. State is also funding
the International Journal of Innovation in Higher Education. While it woul=
d
be a pleasure to cover the costs of each invited presenter, there is simply
not sufficient funding for that. More information about costs is on the we=
b
site but here is a summary: The conference fee is $185; a nice apartment
near the conference is about $65 a day, taxi service will be about $10 a
day, and the cost of meals depends on your tastes - you can find American
style restaurants for foreign visitors that charge as much as $35 for a ful=
l
meal, and you can find many excellent Ukrainian restaurants that serve a
three course meal for as little as $6 per person including an outstanding
Crimean or Moldavian wine. Most participants will also need a Ukrainian

Kiev is, by Western standards, a relatively inexpensive place. Our grant
does allow us to provide some conference fee scholarships to participants
but they are reserved primarily for participants from countries where the
economic situation makes it virtually impossible for universities, or
individuals, to fund trips to conferences. Although the conference cannot
cover the costs for invited participants, we would like to acknowledge the
important role invited participants will play. Two services offered for a
fee to conference participants will be provided free of charge to you. The=
y
are:
Apartment rental arrangements. If you want the conference staff to find an=
d
make reservations for an apartment or hotel, they will be happy to do so.
For all other participants there is a $50 fee for this service. Pick up at
the airport. All invited participants will be picked up at the airport by
conference staff and transported to their hotel or apartment. The staff
will help you get settled into your accommodation. The fee for other
participants is $45.

Japanese Government provides a grant ($768.000) for preparing a project
=93Equal Access to High-Quality Education in Ukraine=94 through Worldbank. I
have successful experience of collaborating with the World Bank on
development of education program in the field of Social Partnerships (all
UDL staff received Appreciation Certificates from World Bank signed by Luca
Barbone, Director for Ukraine, Moldova, Beloruse).

1999 in partnership with 27 leading educational institutions from all over
Ukraine. With the help of e-learning technologies the universities get new
opportunities for their development and improvement, viz., students network
expansion, faculty and courses exchange, creation of joint programs between
different institutions.
Full range of services UDL, from educational web-course design to
implementation and management of distance learning programs, including:
-Academic portals for distance MBA and other university programs.
-A Web-based courses incubator
-Corporate training portals and on-line courses in business management.
-Open portal for a Corporate Governance and Social Partnership courses and
Internet-conferences.
The UDL System has started its own modular program "Professional Developmen=

in Distance Education", which covers the following aspects (Pedagogy and

Japanese Government provides a grant ($768.000) for preparing a project &nb=
sp;=93Equal Access to High-Quality Education in Ukraine=94 through Worldbank. I =
have successful experience of collaborating with the World Bank on developme=
nt of education program in the field of Social Partnerships (all UDL staff r=
eceived Appreciation Certificates from World Bank signed by Luca Barbone, Di=
rector for Ukraine, Moldova, Beloruse). <BR>

Ukrainian Distance Learning System (UDL) <FONT COLOR=3D"#0000FE"><U>http://ww=
w.udl.org.ua/ <http://www.udl.org.ua/en/> en/ <http://www.udl.org.u=
a/en/> </U></FONT>was founded in 1999 in partnership with 27 leading educ=
ational institutions from all over Ukraine. With the help of e-learning tech=
nologies the universities get new opportunities for their development and im=
provement, viz., students network expansion, faculty and courses exchange, c=
reation of joint programs between different institutions.<BR>
<BR>
Full range of services UDL, from educational web-course design to implement=
ation and management of distance learning programs, including: <BR>
-Academic portals for distance MBA and other university programs. <BR>
-A Web-based courses incubator <BR>
-Corporate training portals and on-line courses in business management. <BR=
>
-Open portal for a Corporate Governance and Social Partnership courses and =
Internet-conferences.<BR>
<BR>
The UDL System has started its own modular program "Professional Devel=
opment in Distance Education", which covers the following aspects (Peda=
gogy and methodology in distance learning; virtual learning environment; on-=
line course design and management). <BR>
<BR>
UDL System being a national player in the market of distance education in i=
ts e-business strategy focuses on benchmarking and successful collaboration =
with well-known global universities and companies, international organizatio=
ns like GUS involved in e-learning.<BR>
<BR>
I hope GUS could be involve in design development and implementation of thi=
s project and we have good chance for it. <BR>
<BR>
