Dear Dave:
(1) Many thanks for your msg (ATTACHMENT I).
(2) Yes, I think it is a very good idea to apply for the FIPSE for our
Amazon Project.
> US-Brazil Higher Education Consortia Program:
> Fund for the Improvement of Postsecondary Education (FIPSE)
You and I visited Mike Nugent of the FIPSE in the fall of 2001. He then
sent me its brochure as encouraging us to apply for it.
Dear Alex:
(3) You are already working with Washington and Lee University and Fairfiel=
d
University on the =B3Environment, Economic Development and Quality of Life
Nexus: An Interdisciplinary Approach to Undergraduate and Graduate
Education=B2 with the FY 2001 Award of this FIPSE.
Pls let Dave and me know if you are willing to develop our US-Brazil joint
programs and projects as described below. This is because your side may
need to apply simultaneously to the Coordination of Improvement of Personne=
l
of Superior Level (CAPES), Brazilian Ministry of Education.
I, Joint Programs and Projects of Amazon Project
(1) Our Amazon project consists of;
1. CampusNet which will interconnect Multimedia Resource Centers (MRCs) at
the main campuses of affiliating six federal universities in the Amazon
region and at their branch campuses by broadband satellite Internet, and
2. Community Development Networks which will connect higher education,
secondary and elementary schools, libraries, hospitals, local government
offices and NGOs, etc. in the cities of main campuses of the
CampusNet-affiliated universities by broadband wireless Internet.
(2) ATTACHMENT II below is the list of our proposed US-Brazil joint program=
s
and projects (which were once listed for our Tinker application).
Item 1 has been taken care of by Alex with the FIPSE fund as mentioned
above, so that it will be out of our consideration here.
I will also leave out Item 7, since it is mostly for the infrastructure
setting =8B for which funding I will describe below.
(3) The purpose of our FIPSE application can be as follows;
> (a) To form US-Brazilian joint teams for each of the programs and project=
s
> listed in ATTACHMENT II.
>=20
> (b) To conduct their global e-learning and e-healthcare with the appropri=
ate
> members of the CampusNet affiliated universities with their existing tele=
com
> infrastructures.
>=20
> (c) To encourage each of the teams applying further FIPSE funding for the=
ir
> own continuing activities, if necessary.
>=20
> (d) To have each of the teams design content development and its associat=
ed
> budgets when broadband Internet will be available with the Japanese
> government=B9s Official Development Assistant (ODA) fund in the future. Th=
eir
> materials will then be accompanied with our application to the ODA fund =8B=
see
> below.
>=20
In a sense, this FIPSE application is to accelerate our Amazon project as
focusing on the realization of global e-learning and e-healthcare and their
content development.
(4) Procedures how to conduct this project (when funded with FIPSE) could
be;
> (a) Joint workshop at the beginning of this project period, and another o=
ne a
> year later,
>=20
> (b) Once or twice mtgs by each team in a year.
>=20
> (c) Total duration of this project could be two years.
>=20
(5) If the above schemes (with further improvements) are acceptable by the
parties listed in ATTACHMENT II, Dave and I will construct our FIPSE
application which may be submitted by Cornell University.
> Dear Dean Sutphin:
> Can you kindly submit our application to the FIPSE?
II. Broadband Internet of CampusNet and Community Development Network
Dear Dave:
(1) Pls retrieve =B3(12/20/02) Raising travel fund to visit Malawi and
applying USAID's GDA program for Malawi and Amazon projects=B2 at;
http://www.friends-partners.org/pipermail/gu-l/2002q4/000160.html
It accompanied with a proposal of the Global Development Alliance (GDA)
Program of the U.S. Agency for International Development (USAID), AFR/SD.
Its deadline is February 3, 2003.
As mentioned in the list distribution, I would greatly appreciate it if you
can kindly prepare the case statement (about 15 pages) of this application.
(2) The purpose of this application is to conduct a preparatory work for th=
e
deployment of broadband Internet of CampusNet and Community Development
Network.
> As mentioned in the list distribution, this is to follow the models made =
by
> Uruguay people and our colleague in Ukraine who have already received abo=
ut
> US$750,000 each from the Japanese government=B9s fund for their preparatory
> works to subsequently receive multimillion dollars for the implementation=
s of
> their broadband Internet. The former received through the IADB and the l=
atter
> the World Bank.
(3) Once this is done, we may also be ready to apply for the followings,
too;
> (a) Japan Trust Fund for Consultancy Services (JCF) of the Inter-American
> Development Bank (IADB);
> http://www.iadb.org/jsfund/
>=20
> (b) =B3Non-tied cultural aid grant=B2 out of the ODA fund of Japanese Minist=
ry of
> Foreign Affairs (MOFA)
> http://www.mofa.go.jp/policy/oda/category/cultural/request.html
These does not have any deadline, but they have to go through governmental
channels.
III. Priority schedules of our fund raising preparation:
(1) I would suggest that we take the following priority steps in order;
> (a) USAID=B9s GDA
>=20
> (b) FIPSE
>=20
> (c) IADB and MOFA.
(2) Once we prepare our applications to them, they may be applicable to our
Cuba/Caribbean and Malawi projects, too.
Pls feel free to inform me of any other thoughts.
Dear E-Colleagues:
Have a very pleasant and wonderful holiday season and healthy and prosperou=
s
New Year!!=20
