I. Havana Community Development Network (HCDN) Project:

to establish Havana Community Development Network (HCDN) with the use of
wireless broadband Internet, i.e., the so-called Wireless Flexibility
(Wi-Fi) Local Area Network (WLAN) with 802.11b protocol =E2=80=94 see ATTACHMENT =
I
and II below for reference.
(5) I was very delighted to learn from Jose that there is Cuban people who
are already using this technology without having license.
I was also very happy to hear from Roberto that there is a company in
eastern Cuban island which utilizes this technology for Internet telephony.
When we establish this HCDN and later CCNet which will be described below,
you may be able to make Internet telephony to New York from Havana free of
charge, compared with the present cost of almost US$3.50/minutes.

II. Cuba and Caribbean Network (CCNet):
(11) There are 42 universities in Cuban island which are now hooked to an
optical fiber network at 2 Mbps =E2=80=94 though there is a plan to upgrade it to
165 Mbps in the near future =E2=80=94 BTW, Canada has 70 Gbps trunk line and Taiw=
an
with 20 Gbps line which hook most of universities there.

The HIT=E2=80=99s trunk line is now 1.5 Mbps with a monthly payment of about
US$5,000 =E2=80=94 in NYC area, it is about 500/month.
When I tried to access our web site in the US, it took almost 3 to 5 minute=

to download one page which is mostly composed with only text =E2=80=94 though it =
was
around 11 am when it is busy time with many students=E2=80=99 accessing a campus
host. This is worse than my accessing a host at Columbia University in
Manhattan with a 56 Kbps dial-up modem.

This project may be called as the Cuba and Caribbean Network (CCNet).
(13) I was very delighted to hear from Jose that the HIT already has a
downlinking dish antenna for HISPASAT of Spain for analog video. Jose
suggested that its vertical blanking line frequency (which produces prompt
text at the bottom of TV screen) might be usable for asymmetric Internet
access (i.e., uplinking through currently available terrestrial Internet an=
d
broadband downlinking from HISPASAT). BTW, if you lease only its frequency
in the US, it would cost only US$500/month.
When Tapio, Marco, Paul and I visited Dr. Federico Mayor, former DG of
UNESCO and one of trustee members of our GUS, in June of last year, he told
us that 70% of the HISPASAT is not used. Subsequently, we may better
consider the use of HISPASAT for this CCNet project =E2=80=94 World Bank Institut=
e
is now using it for their Clean Air Initiative analog videoconferencing
e-learning free of charge.

(14) I was very glad to hear of your willingness to form the consortium of
the CCNet with many universities in Cuba and in the Caribbean islands. Pls

(15) Pls start contemplating to produce a similar cost estimate of
Multimedia Resource Centers (MRCs) at each CCNet affiliating universities a=

APPENDIX I of the Item (12) above.
(16) I was very happy to hear of your willingness to organize a workshop in
the early next fall in Havana.
Its objectives is to brainstorm on and to form a committee for the planning
of necessary telecommunication configurations, their systems design,
feasibility study, market survey and action plan of implementing the
infrastructures of the CCNet, and the construction of their cost estimates
for dish antenna, transceivers and satellite segments, etc. They are for;
* CCNet which will interconnect Multimedia Resource Centers (MRCs) at the
main campuses of affiliating universities and at their branch campuses via
broadband satellite Internet, and
* Community Development Network (CDN), firstly in the City of Havana and
later in the cities of main campuses of the CCNet affiliated universities,
which will connect universities, elementary and secondary schools,
libraries, hospitals, state governmental agencies and NGOs, and even
profit-organizations in the later stage of our development, via
spread-spectrum broadband wireless Internet.
Possible joint projects with Americans, Canadians and Spanish will also be
discussed and planned on how to utilize the expected broadband Internet =E2=80=94
see APPENDIX VIII of the Item (12) above. They are contents development,
teacher and general-public training for digital literacy, English as a
Second Language (ESL), nurse training, etc., for poverty and isolation
reductions.
The resultant comprehensive documents will then be submitted to the Japanes=
e
government's "non-tied cultural aid" Official Development Assistant (ODA)
grant through appropriate Cuban governmental agencies. The total estimated
amount could be in the range of US$20 to 30 million.
(17) This approach is to follow the suit of the University of South Pacific
in Fiji which connected nearby islands with narrow-band Internet satellite
with US$13 million (and additional $3 million later) from the Japanese, $1
million each from the New Zealand and Australian governments, respectively.
As you may know, the Japanese government pledged US$15 billion to close the
digital divide in developing countries during the Okinawa Summit in July of
2000 =E2=80=94 for which I helped with Late Dr. Hiroshi Inose, then Director Gene=
ral
of the National Center for Science Information System (NACSIS), the highest
authority of Internet in Japan, and Dr. Taro Nakayama, former Minister of
Foreign Affairs, and others. Mr. Koizumi, Prime Minister of Japan, made
another pledge of US$2 billion to aid education and healthcare in developin=
g
countries during the G8 Summit in Canada in June of 2002, and at the
Environment Summit in Johannesburg, South Africa in September of 2002,
respectively, -- for which I also helped through Ms. Atsuko Toyama, the
Minister of Education and Science and my long-time acquaintance.
Our projects will combine (1) the Japanese government's ODA funds and (2)
Japanese electronic equipment (computers, tranceivers, dish antennas, etc.)
with (a) the Internet technology and (b) content development of North
America, to help underserved people in rural and remote areas of developing
countries by closing the digital divide.

GUS will emulate this approach in other developing countries around the
world in the future.
(18) Mr. Shinde of the Inter-American Development Bank recently informed me
that he provided US$750,000 to a similar preparation work in Uruguay for
Internet connectivity of educational institutions =E2=80=94 see ATTACHMENT III
below.
Unfortunately, Cuba is not a member of his IADB so that you cannot apply to
them.

appendix (including the group affiliated with Harvard University, your alma

This is to emulate the approaches made by the New Zealanders and Australian=

hardware, and north Americans the contents on software -- particularly of
educational and healthcare ones in English or Portuguese or Spanish.
(24) As you may know, many of large enterprises in telecom fields hurriedly
set up broadband with huge investments in the past few years, and are now i=
n
serious financial trouble because they could not find appropriate contents
to carry through the broadband lines. As mentioned above, I worked to have
the Japanese government pledge ODA funds for closing digital divide in
education and healthcare fields, but I believe that just providing broadban=
d
Internet with the ODA funds would not be enough =E2=80=94 if it is the case, it
would be a similar to plumber=E2=80=99s job.
Since the broadband Internet is expensive set-up, it has to be accompanied
with well planned provisions of contents, i.e., educational and healthcare
programs and projects through the broadband Internet =E2=80=94 telecom companies
look for the contents in entertainment field, but I think that the serious
contents ought to be found in educational and healthcare fields. And, for
this approach, we need to have counterparts in developing countries. This
is why of our effort of firstly setting up coalitions for CampusNet in
Amazon, Brazil and CCNet in Cuba and the Caribbean =E2=80=94 our MCDN and HCDN
projects with Grass Root Fund mentioned above are to have local people to
start recognizing the value of broadband Internet. Your Sapientis project
is similar to our approach =E2=80=94 particularly in training of elementary schoo=
l
teachers =E2=80=94 HIT already has a project of the similar one for several
thousands teachers of elementary schools in Cuba.

Wireless 'cloud' may offer silver lining
Or is it just 'pie-in-the-sky' technology?

ATHENS, Georgia (CNN) --Wireless technology is a little bit like wind power=
,
electric cars and voice recognition -- for several years, it's been "just
about" to be huge.
While Athens, Georgia, may not be mentioned in the same breath as tech hubs
like San Francisco, Seattle or Hong Kong, this fall, its residents and
tourists can be part of a wireless experiment that is wide open for
innovation.
"A lot of people think that technology is holding back wireless
communication, but it's not," said Scott Shamp, director of the University
of Georgia's New Media Institute. "It's compelling uses that are holding
back wireless. Nobody knows what it's good for because they haven't had an
opportunity to experiment. And so what we're about is experimenting with
new types of communication."
The university has joined with local government to create WAG, the Wireless
Athens Group.
They're building a "cloud" over several blocks of the downtown area where
anyone with the right equipment can have free Internet access.
The cloud now covers about three blocks, and it will soon expand to 24.
Wireless hub
The right equipment is what's known as an 802.11b card. (That catchy name
comes from an engineering standards group.) 802.11b, also known as Wi-Fi, o=
r
Wireless Fidelity, is a current wireless-networking standard, transmitting
data at 11 Mbps.
The cards are available for about $100 from most electronics stores, and ca=
n
be used in a laptop, PDA (personal digital assistant) or Pocket PC. The
system also works with Bluetooth technology.
>From a park bench or an outdoor cafe, a student, office worker, or tourist
can access the Internet if they're in range of the WAG boxes that are
mounted on light poles around the city. The signals won't penetrate most
walls or buildings, so the cloud will be primarily an outdoor experience.
Signals are sent back to servers at the New Media Institute, the hub of thi=
s
wireless experiment.
"We're essentially giving the Wireless Athens Group ten poles in the
downtown area and power for them," said Sandi Turner, Athens/Clark County
Public Information Officer.
"We feel like this cloud will be just one more service we can offer to high
tech industries that may want to relocate to Athens," said Turner.
What's in it for me?
In an informal survey of some of the businesses under the Athens cloud,
reactions varied.
"I don't even know how to turn a computer on," said Marvin Eberhart, who's
been repairing shoes for more than 60 years. "I just don't think I need it,=
"
said Eberhart, considered an Athens institution.
Others thought the cloud had possibilities.
"If it brings more business down here I think it would be great," said Jimm=
y
Johnson, manager of Blue Sky Coffeehouse.
Scott Shamp says the practical applications are as crucial as the technolog=
y
itself.
"First you have to ask, what can wireless do, then you have to ask, what ca=
n
it do to make money," he said.
Finding those answers will be one assignment that Shamp's students at
Georgia's School of Journalism and Mass Communication will take on this
fall. They'll be assigned to work with local merchants to come up with idea=
s
that use wireless capabilities to bring in business.
Shamp says the wireless world right now is where the Internet was in about
1994, wide open for innovation and ideas.
"It's not controlled by big corporations yet, and you've got people
experimenting and building things that have the potential to change our
lives," he said.=20

WiFi activists on free Web crusade

LONDON, England (CNN) --Thousands of tech enthusiasts across Europe are
setting up wireless communities to get free Internet access.
Groups -- from one family to several hundred people -- share a wireless
network connection which they say is as free as air.
The ideology behind the movement is to free people from their monthly
Internet access charges.
One free Internet movement is a UK-based collective called Consume, led by
James Stevens, who says anyone can set up their own open access point and
help build wireless communities.
"Anyone with a little techie knowledge can buy a simple base station for
just few hundred pounds which acts as the co-coordinator for a wireless
network.
"Then any user wanting to access this needs a card that links your laptop t=
o
the network which can be bought for as little as 100 euros."
Wireless networks use microwave radio adapters, known as WiFis, which can b=
e
arranged to form a continuous "cloud" of connectivity. This loop goes by th=
e
pan-European name "elektrosmog."
Any laptop fitted with a special wireless network card will automatically
search and connect to this "cloud" within hundreds of metres.
Enthusiasts who run the communities often use chalk symbols on the streets
to mark the location of the nearest access point so anyone can join in. Thi=
s
is often called "warchalking."
Groups are also keen to show others how to share Net connections, software
and experiences of wireless networks.
Stevens adds: "Free networks are owned and constructed by their users where
no vested interests of commercial models can survive. This is not to say
they will be free of costs but the profiteering motive will not be present.=
"
The WiFi community says the practice is legal because it uses free airwaves=
.
In San Francisco, WiFi groups are using coffee shops to offer wireless
access alongside the tall skinny lattes. You can surf the Net without havin=
g
to plug into a phone point or negotiating a maze of cables connected to a
PC.
Stevens says WiFi in Europe has more local flavour. "The U.S. models are
focussed on the redistribution of commercial Internet services with access
points attached to broadband provisions into public parks, squares and
campuses.
"In Europe the model of network access has been used between local people,
organisations and institutions where Internet access is just one of the
services on offer. Many European communities offer local file sharing,
streaming media, mail and Web sites to their wireless users."
Some enthusiasts predict that if enough WiFi clouds join together, they
could replace the much hyped third generation (3G) network, the expensive
mobile frequencies bought by many European telcos.
These 3G networks promise fast Internet access anywhere, anytime. Sceptics
say existing WiFi technology can provide most of the functionality of the 3=
G
at a fraction of the cost.
American professor Nicholas Negroponte, founder of MIT media lab, is one of
the most eager proponents of WiFi, recently condemning the technology behin=
d
3G mobile phones as "just not good enough."
"There are not enough features to make the change from GSM (the current
mobile network) worthwhile for consumers," he said in an interview with U.S=
.
magazine Wired.
He says he wishes the industry "could just skip 3G. I wish we could just
give the money back, but given the amounts involved it's just not possible
to persuade governments to do that."
Stevens says 3G is yet to prove itself: "A huge amount of marketing and cas=
h
speculation rides on the success of 3G and relies on increasing customer
spending and a fresh round of overcharging for questionable quality and
unknown demand for service."
But WiFi also has its problems. It is not designed for voice communication
and coverage is patchy, according to Richard Dineen, senior analyst at
UK-based consultancy Ovum.
"I think WiFi will act as a compliment to 3G. Its success is heavily
dependent on people setting up good business models as it is more expensive
than most people think."
The frequency is already overloaded with cordless phones, microwave ovens
and streetlights, adds Dineen. And he says WiFi enthusiasts forget that
running a public network is difficult.
"Setting up a network at home is very different from setting up a public
one. You need a good network management layer, billing service and user
software so they don't hog all the available bandwidth."

Education Connectivity Pilot Project (Uruguay)
US$748,200 from Japanese Trust Fund for Consultancy Services
The purpose of this Technical Cooperation (TC) is to prepare the design and
implementation of a pilot project to introduce new information technologies
to support initiatives that contribute towards enhancing the teaching and
learning process. In addition, the program will facilitate access to new
information technologies by students and teachers of all educational levels
(primary, secondary and technical). The Government of Japan (GoJ) approved
the TC during the Uruguayan=E2=80=99s president visit to Japan in 2001. Japanese
technology and experience will be used throughout the project.

(4) It was my great pleasure to have your peoples’ enthusiastic willi=
ngness to establish Havana Community Development Network (HCDN) with the use=
of wireless broadband Internet, i.e., the so-called Wireless Flexibility (W=
i-Fi) Local Area Network (WLAN) with 802.11b protocol — see <B><U>ATTA=
CHMENT I</U></B> and <B><U>II</U></B> below for reference.<BR>
<BR>
(5) I was very delighted to learn from Jose that there is Cuban people who =
are already using this technology without having license.<BR>
<BR>
I was also very happy to hear from Roberto that there is a company in easte=
rn Cuban island which utilizes this technology for Internet telephony.<BR>

When we establish this HCDN and later CCNet which will be described below, =
you may be able to make Internet telephony to New York from Havana free of c=
harge, compared with the present cost of almost US$3.50/minutes.<BR>

ct is to make a social revolution in global scale — as having initiate=
d with my effort on the de-regulation of the Japanese telecom policies on th=
e use of email almost two decade ago — now over 550 million people use=

to 165 Mbps in the near future — BTW, Canada has 70 Gbps trunk line an=
d Taiwan with 20 Gbps line which hook most of universities there.<BR>

The HIT’s trunk line is now 1.5 Mbps with a monthly payment of about =
US$5,000 — in NYC area, it is about 500/month.<BR>

When I tried to access our web site in the US, it took almost 3 to 5 minute=
s to download one page which is mostly composed with only text — thoug=
h it was around 11 am when it is busy time with many students’ accessi=
ng a campus host. This is worse than my accessing a host at Columbia U=
niversity in Manhattan with a 56 Kbps dial-up modem.<BR>
<BR>
</FONT><BLOCKQUOTE><FONT FACE=3D"Verdana">Because of this situation, several =
professors downloaded their desired pages and stored into a CD for their use=
in their classroom.<BR>
<BR>
Obviously, audio and videoconferencings through Internet free of charge are=
also not possible at HIT yet.<BR>

(12) In order to improve this situation, you may need to establish direct b=
roadband satellite linkage — as similar to our Amazon project with Cam=
pusNet which will connect six federal universities in Amazon region — =

This project may be called as the Cuba and Caribbean Network (CCNet).<BR>

(13) I was very delighted to hear from Jose that the HIT already has a down=
linking dish antenna for HISPASAT of Spain for analog video. Jose sugg=
ested that its vertical blanking line frequency (which produces prompt text =
at the bottom of TV screen) might be usable for asymmetric Internet access (=
i.e., uplinking through currently available terrestrial Internet and broadba=
nd downlinking from HISPASAT). BTW, if you lease only its frequency in=
the US, it would cost only US$500/month.<BR>
<BR>
When Tapio, Marco, Paul and I visited Dr. Federico Mayor, former DG of UNES=
CO and one of trustee members of our GUS, in June of last year, he told us t=
hat 70% of the HISPASAT is not used. Subsequently, we may better consi=
der the use of HISPASAT for this CCNet project — World Bank Institute =
is now using it for their Clean Air Initiative analog videoconferencing e-le=
arning free of charge.<BR>

a Second Language (ESL), nurse training, etc., for poverty and isolation red=

The resultant comprehensive documents will then be submitted to the Japanes=
e government's "non-tied cultural aid" Official Development Assist=
ant (ODA) grant through appropriate Cuban governmental agencies. The t=
otal estimated amount could be in the range of US$20 to 30 million.<BR>

(17) This approach is to follow the suit of the University of South Pacific=
in Fiji which connected nearby islands with narrow-band Internet satellite =
with US$13 million (and additional $3 million later) from the Japanese, $1 m=
illion each from the New Zealand and Australian governments, respectively.<B=

As you may know, the Japanese government pledged US$15 billion to close the=
digital divide in developing countries during the Okinawa Summit in July of=
2000 — for which I helped with Late Dr. Hiroshi Inose, then Director =
General of the National Center for Science Information System (NACSIS), the =
highest authority of Internet in Japan, and Dr. Taro Nakayama, former Minist=
er of Foreign Affairs, and others. Mr. Koizumi, Prime Minister of Japa=
n, made another pledge of US$2 billion to aid education and healthcare in de=
veloping countries during the G8 Summit in Canada in June of 2002, and at th=
e Environment Summit in Johannesburg, South Africa in September of 2002, res=
pectively, -- for which I also helped through Ms. Atsuko Toyama, the Ministe=
r of Education and Science and my long-time acquaintance.<BR>

Our projects will combine (1) the Japanese government's ODA funds and (2) J=
apanese electronic equipment (computers, tranceivers, dish antennas, etc.) w=
ith (a) the Internet technology and (b) content development of North America=
, to help underserved people in rural and remote areas of developing countri=
es by closing the digital divide.<BR>

GUS will emulate this approach in other developing countries around the wor=
ld in the future.<BR>

set up broadband with huge investments in the past few years, and are now i=
n serious financial trouble because they could not find appropriate contents=
to carry through the broadband lines. As mentioned above, I worked to=
have the Japanese government pledge ODA funds for closing digital divide in=
education and healthcare fields, but I believe that just providing broadban=
d Internet with the ODA funds would not be enough — if it is the case,=
it would be a similar to plumber’s job.<BR>

Since the broadband Internet is expensive set-up, it has to be accompanied =
with well planned provisions of contents, i.e., educational and healthcare p=
rograms and projects through the broadband Internet — telecom companie=
s look for the contents in entertainment field, but I think that the serious=
contents ought to be found in educational and healthcare fields. And,=
for this approach, we need to have counterparts in developing countries. &n=
bsp;This is why of our effort of firstly setting up coalitions for CampusNet=
in Amazon, Brazil and CCNet in Cuba and the Caribbean — our MCDN and =
HCDN projects with Grass Root Fund mentioned above are to have local people =
to start recognizing the value of broadband Internet. Your Sapientis p=
roject is similar to our approach — particularly in training of elemen=
tary school teachers — HIT already has a project of the similar one fo=
r several thousands teachers of elementary schools in Cuba.<BR>

ATHENS, Georgia (CNN) --Wireless technology is a little bit like wind power=
, electric cars and voice recognition -- for several years, it's been "=
just about" to be huge.<BR>
<BR>
While Athens, Georgia, may not be mentioned in the same breath as tech hubs=
like San Francisco, Seattle or Hong Kong, this fall, its residents and tour=
ists can be part of a wireless experiment that is wide open for innovation.<=
BR>
<BR>
"A lot of people think that technology is holding back wireless commun=
ication, but it's not," said Scott Shamp, director of the University of=
Georgia's New Media Institute. "It's compelling uses that are holding =
back wireless. Nobody knows what it's good for because they haven't had an o=
pportunity to experiment. And so what we're about is experimenting wit=
h new types of communication."<BR>
<BR>
The university has joined with local government to create WAG, the Wireless=
Athens Group.<BR>
<BR>
They're building a "cloud" over several blocks of the downtown ar=
ea where anyone with the right equipment can have free Internet access.<BR>
<BR>
The cloud now covers about three blocks, and it will soon expand to 24.<BR>
<BR>
Wireless hub<BR>
<BR>
The right equipment is what's known as an 802.11b card. (That catchy name c=
omes from an engineering standards group.) 802.11b, also known as Wi-Fi, or =
Wireless Fidelity, is a current wireless-networking standard, transmitting d=
ata at 11 Mbps.<BR>
<BR>
The cards are available for about $100 from most electronics stores, and ca=
n be used in a laptop, PDA (personal digital assistant) or Pocket PC. The sy=
stem also works with Bluetooth technology.<BR>
<BR>
>From a park bench or an outdoor cafe, a student, office worker, or tourist =
can access the Internet if they're in range of the WAG boxes that are mounte=
d on light poles around the city. The signals won't penetrate most walls or =
buildings, so the cloud will be primarily an outdoor experience. Signals are=
sent back to servers at the New Media Institute, the hub of this wireless e=
xperiment.<BR>
<BR>
"We're essentially giving the Wireless Athens Group ten poles in the d=
owntown area and power for them," said Sandi Turner, Athens/Clark Count=
y Public Information Officer.<BR>
<BR>
"We feel like this cloud will be just one more service we can offer to=
high tech industries that may want to relocate to Athens," said Turner=

What's in it for me?<BR>
<BR>
In an informal survey of some of the businesses under the Athens cloud, rea=
ctions varied.<BR>
<BR>
"I don't even know how to turn a computer on," said Marvin Eberha=
rt, who's been repairing shoes for more than 60 years. "I just don't th=
ink I need it," said Eberhart, considered an Athens institution.<BR>
<BR>
Others thought the cloud had possibilities.<BR>
<BR>
"If it brings more business down here I think it would be great,"=
said Jimmy Johnson, manager of Blue Sky Coffeehouse.<BR>
<BR>
Scott Shamp says the practical applications are as crucial as the technolog=
y itself.<BR>
<BR>
"First you have to ask, what can wireless do, then you have to ask, wh=
at can it do to make money," he said.<BR>
<BR>
Finding those answers will be one assignment that Shamp's students at Georg=
ia's School of Journalism and Mass Communication will take on this fall. The=
y'll be assigned to work with local merchants to come up with ideas that use=
wireless capabilities to bring in business.<BR>

Shamp says the wireless world right now is where the Internet was in about =
1994, wide open for innovation and ideas.<BR>

"It's not controlled by big corporations yet, and you've got people ex=
perimenting and building things that have the potential to change our lives,=

LONDON, England (CNN) --Thousands of tech enthusiasts across Europe are set=
ting up wireless communities to get free Internet access.<BR>
<BR>
Groups -- from one family to several hundred people -- share a wireless net=
work connection which they say is as free as air.<BR>
<BR>
The ideology behind the movement is to free people from their monthly Inter=
net access charges.<BR>
<BR>
One free Internet movement is a UK-based collective called Consume, led by =
James Stevens, who says anyone can set up their own open access point and he=
lp build wireless communities.<BR>
<BR>
"Anyone with a little techie knowledge can buy a simple base station f=
or just few hundred pounds which acts as the co-coordinator for a wireless n=
etwork.<BR>
<BR>
"Then any user wanting to access this needs a card that links your lap=
top to the network which can be bought for as little as 100 euros."<BR>
<BR>
Wireless networks use microwave radio adapters, known as WiFis, which can b=
e arranged to form a continuous "cloud" of connectivity. This loop=
goes by the pan-European name "elektrosmog."<BR>
<BR>
Any laptop fitted with a special wireless network card will automatically s=
earch and connect to this "cloud" within hundreds of metres.<BR>
<BR>
Enthusiasts who run the communities often use chalk symbols on the streets =
to mark the location of the nearest access point so anyone can join in. This=
is often called "warchalking."<BR>
<BR>
Groups are also keen to show others how to share Net connections, software =
and experiences of wireless networks.<BR>
<BR>
Stevens adds: "Free networks are owned and constructed by their users =
where no vested interests of commercial models can survive. This is not to s=
ay they will be free of costs but the profiteering motive will not be presen=
t."<BR>
<BR>
The WiFi community says the practice is legal because it uses free airwaves=
.<BR>
<BR>
In San Francisco, WiFi groups are using coffee shops to offer wireless acce=
ss alongside the tall skinny lattes. You can surf the Net without having to =
plug into a phone point or negotiating a maze of cables connected to a PC.<B=
R>
<BR>
Stevens says WiFi in Europe has more local flavour. "The U.S. models a=
re focussed on the redistribution of commercial Internet services with acces=
s points attached to broadband provisions into public parks, squares and cam=
puses.<BR>
<BR>
"In Europe the model of network access has been used between local peo=
ple, organisations and institutions where Internet access is just one of the=
services on offer. Many European communities offer local file sharing, stre=
aming media, mail and Web sites to their wireless users."<BR>
<BR>
Some enthusiasts predict that if enough WiFi clouds join together, they cou=
ld replace the much hyped third generation (3G) network, the expensive mobil=
e frequencies bought by many European telcos.<BR>
<BR>
These 3G networks promise fast Internet access anywhere, anytime. Sceptics =
say existing WiFi technology can provide most of the functionality of the 3G=
at a fraction of the cost.<BR>
<BR>
American professor Nicholas Negroponte, founder of MIT media lab, is one of=
the most eager proponents of WiFi, recently condemning the technology behin=
d 3G mobile phones as "just not good enough."<BR>
<BR>
"There are not enough features to make the change from GSM (the curren=
t mobile network) worthwhile for consumers," he said in an interview wi=
th U.S. magazine Wired.<BR>
<BR>
He says he wishes the industry "could just skip 3G. I wish we could ju=
st give the money back, but given the amounts involved it's just not possibl=
e to persuade governments to do that."<BR>
<BR>
Stevens says 3G is yet to prove itself: "A huge amount of marketing an=
d cash speculation rides on the success of 3G and relies on increasing custo=
mer spending and a fresh round of overcharging for questionable quality and =
unknown demand for service."<BR>
<BR>
But WiFi also has its problems. It is not designed for voice communication =
and coverage is patchy, according to Richard Dineen, senior analyst at UK-ba=
sed consultancy Ovum.<BR>
<BR>
"I think WiFi will act as a compliment to 3G. Its success is heavily d=
ependent on people setting up good business models as it is more expensive t=
han most people think."<BR>
<BR>
The frequency is already overloaded with cordless phones, microwave ovens a=
nd streetlights, adds Dineen. And he says WiFi enthusiasts forget that runni=
ng a public network is difficult.<BR>
<BR>
"Setting up a network at home is very different from setting up a publ=
ic one. You need a good network management layer, billing service and user s=
oftware so they don't hog all the available bandwidth."<BR>
