Dear Tak and others,

I received through our Rector an invitation signed by Sir John Daniel, The
Assistant Directoir general for Education, to participate in the World
Forum of UNESCO Chairs in Paris 13-15 November. The timing is perfect since
my final official appointment here will take place in the faculty on the
28th August (delay due to summer holidays here) and will be confirmed by
the Chancellor immediately after that. Our Rector forwarded the invitation
to me. I have the possibility of distributing a written contribution of no
more than 10 pages by the end of September.I thought of updating our
InterMedia article and write about the idea of Global University System
network - idea, financing and technology. It would be nice to have your
views on that.I have to respond to UNESCO invitation by the end of this
August and intend to confirm my paritipation immediately. I will also be in
Paris for the European Prometeus conference 28 September - 1 October (where
Marco Antonio will be one keynote spekaer, too) and may have another
opportunity to discuss UNESCI people about this Forum. Please let me know i=
f
you have any ideas on this. regards,

Tapio

Subject: In support of the NSF Travel Grant Application for an Amazon
workshop
Date: Friday, September 6, 2002 1:14 AM
From: Steve McCarty <steve@kagawa-jc.ac.jp>
To: <vbooker@nsf.gov>, <hstolber@nsf.gov>
Cc: <utsumi@columbia.edu>

Dear Dr. Booker and NSF Colleagues,

Greetings from Japan. Dr. Utsumi in New York has presented his
reasoning and documentation to dispel any possible misunderstanding
of his current application to NSF on behalf of the Global University
System (GUS), and his message to you is archived on the Web as follows:

[gu-l] (09/05/02) R&D of Peace Gaming and Global University System projects
http://www.friends-partners.org/pipermail/gu-l/2002q3/000148.html

GUS is a non-profit NGO recognized as equivalent to the
prestigious universities of the UNITWIN program by UNESCO.
>From my standpoint in the field of distance education as
President of the NPO World Association for Online Education,
GUS is a peerless meta-virtual university leading the world
toward the practicable potential of education for the future.

Dr. Utsumi has explained the over 30 years of research and
experimentation that have led to this workshop proposal.
The research is neither untested nor finished, but needs
further support. The proposal does not ask NSF to support
the deployment of an Amazon network, just travel to a
workshop there for a small number of selected specialists.
All are volunteers who are giving their time, and it would
be to the credit of NSF to support their collaboration.

One would hope that not pure research alone but research,
accumulated investigations, research-based associations,
applied research in engineering and other fields, could be
sustained to result in holistic solutions and educational
results from the interdisciplinary and international
collaborations. In this case it is not a matter of a certain
field such as medical research but the overall needs of a
developing region as served by interdisciplinary science.

With much larger funding anticipated from government
and philanthropic sources to implement the results of
such a workshop, NSF travel funds for the research aspect
would be particularly cost-effective and much appreciated
in the wider academic community.

Thank you for your consideration.

Dear Tak and others,<BR>
<BR>
I received through our Rector an invitation signed by Sir John Daniel, The =
<BR>
Assistant Directoir general for Education, to participate in the World <BR>
Forum of UNESCO Chairs in Paris 13-15 November. The timing is perfect since=
 <BR>
my final official appointment here will take place in the faculty on the <B=
R>
28th August (delay due to summer holidays here) and will be confirmed by <B=
R>
the Chancellor immediately after that. Our Rector forwarded the invitation =
<BR>
to me. I have the possibility of distributing a written contribution of no =
<BR>
more than 10 pages by the end of September.I thought of updating our <BR>
InterMedia article and write about the idea of Global University System <BR=
>
network - idea, financing and technology. It would be nice to have your <BR=
>
views on that.I have to respond to UNESCO invitation by the end of this <BR=
>
August and intend to confirm my paritipation immediately. I will also be in=
 <BR>
Paris for the European Prometeus conference 28 September - 1 October (where=
 Marco Antonio will be one keynote spekaer, too) and may have another opport=
unity to discuss UNESCI people about this Forum. Please let me know if you h=
ave any ideas on this. regards,<BR>

<BR>
Dear Dr. Booker and NSF Colleagues,<BR>
<BR>
Greetings from Japan. Dr. Utsumi in New York has presented his<BR>
reasoning and documentation to dispel any possible misunderstanding<BR>
of his current application to NSF on behalf of the Global University<BR>
System (GUS), and his message to you is archived on the Web as follows:<BR>
<BR>
[gu-l] (09/05/02) R&amp;D of Peace Gaming and Global University System proj=
ects<BR>
http://www.friends-partners.org/pipermail/gu-l/2002q3/000148.html<BR>
<BR>
GUS is a non-profit NGO recognized as equivalent to the<BR>
prestigious universities of the UNITWIN program by UNESCO.<BR>
>From my standpoint in the field of distance education as<BR>
President of the NPO World Association for Online Education,<BR>
GUS is a peerless meta-virtual university leading the world<BR>
toward the practicable potential of education for the future.<BR>
<BR>
Dr. Utsumi has explained the over 30 years of research and<BR>
experimentation that have led to this workshop proposal.<BR>
The research is neither untested nor finished, but needs<BR>
further support. The proposal does not ask NSF to support<BR>
the deployment of an Amazon network, just travel to a<BR>
workshop there for a small number of selected specialists.<BR>
All are volunteers who are giving their time, and it would<BR>
be to the credit of NSF to support their collaboration.<BR>
<BR>
One would hope that not pure research alone but research,<BR>
accumulated investigations, research-based associations,<BR>
applied research in engineering and other fields, could be<BR>
sustained to result in holistic solutions and educational<BR>
results from the interdisciplinary and international<BR>
collaborations. In this case it is not a matter of a certain<BR>
field such as medical research but the overall needs of a<BR>
developing region as served by interdisciplinary science.<BR>
<BR>
With much larger funding anticipated from government<BR>
and philanthropic sources to implement the results of<BR>
such a workshop, NSF travel funds for the research aspect<BR>
would be particularly cost-effective and much appreciated<BR>
in the wider academic community.<BR>
<BR>
Thank you for your consideration.<BR>
