Dear Mr. Mizutani:
(1) It was my great pleasure to have spoken with you yesterday over a phone=
.
(2) Pls visit;

I took the liberty of uploading the guideline and preliminary application
form of the Grass Root Fund for Nigerians. Charles Ugo received them from
your Embassy personnel when he visited Nigeria from June 13 to 23rd.
>> Dear Charles:
>>=20
>> Many thanks for your effort.
>>=20
>> Dear Nigerian E-Colleagues:
>>=20
>> Pls note this, if necessary for your project.
(3) Our Nigerian colleagues are now following the suit of our Amazon projec=
t
=E2=80=94 see below. They plan to establish our Global University System
(GUS)/Nigeria along with their huge national information and communications
technologies (ICT) project =E2=80=94 see the =E2=80=9CNigerian National Policy for
Information Technology (IT)=E2=80=9D of the Nigerian Federal Ministry of Science =
and
Technology in Abuja, Nigeria at
<http://www.nitda.gov.ng/nigeriaitpolicy.pdf>.
As mentioned over the phone, I am invited to attend a workshop in Abuja,
Nigeria in the week of September 23rd, by Prof. Ajayi, Director-General of
the National Information Technology Development Agency (NITDA) of the
Nigerian Federal Ministry of Science & Technology. This is to discuss how
to collaboratively work together.
> Incidentally, in the following week, I will deliver my keynote speech (by
> invitation) at the annual conference of the International Institute of
> Communications in Johannesburg, South Africa.

(4) Our Amazon Project consists of deploying;
1. CampusNet which will connect 6 federal universities in Amazon region by
broadband satellite Internet, and
2. Community Development Networks which will connect higher, secondary and
elementary schools, libraries, hospitals, local government offices and NGOs=
,
etc. in the cities of main campuses of the CampusNet affiliated universitie=
s
by broadband wireless Internet.
(5) About the CampusNet, pls visit the web of the draft of our grant
application to be submitted to Tinker Foundation (6/11/02) at;
> http://www.friends-partners.org/GLOSAS/Manaus%20Workshop/Tinker%20Foundat=
ion/A
> pplication%20Form/Tinker_Proposal_Web/Application_to_Tinker.html
(6) About Community Development Networks, pls also visit the web of our
=E2=80=9CApplication for Grass Root Fund for the Manaus Community Development
Network=E2=80=9D (submitted to Japan Consulate in Manaus, Amazon, Brazil) at;
> http://www.friends-partners.org/GLOSAS/Manaus%20Workshop/Grass_Root_Fund/=
Appli
> cation_Form/Appl_for_GRF_7-18-02.html
(7) Our Amazon project is a joint project of;
> 1. The University of Amazona in Manaus, Amazon, Brazil,

> 3. GLOSAS/USA with the 501 (c)(3) status =E2=80=94 see its tax exempt ID number=
in my
> e-signature below.
(8) Our project is to get the Japanese government=E2=80=99s ODA fund to deploy th=
e
CampusNet and the Community Development Networks. Incidentally, the
Brazilian government has already pledged US$2.8 million for the CampusNet.
In order to obtain this ODA fund, we will produce a comprehensive document
of system design, feasibility study, cost estimates of dish antennas and
tranceivers for satellite Internet, market survey, action plan, design of
organizational structures for technical support and administration, etc.,
during our proposed workshop in Manaus, Amazon next spring, when necessary
funds will be available from Tinker Foundation and others.
(9) Although not definite yet, our colleagues are now planning to visit you
in the afternoon of September 23rd to describe our project in detail. I
will then look forward to meeting with you at that time.
