(14) When I submitted our grant application to the InfoDev of the World
Bank to experimentally install broadband wireless Internet units (with the
same technology as Wi-Fi) in Florianopolis, Brazil in 1996, it was declined
saying that its use required license in Brazil. A few weeks later, I
visited a sales rep of the unit in Sao Paulo. He exclaimed =B3What?!, I have
already sold more than 100 units without any license!!=B2

ATTACHMENT I
Assaults On The Digital Divide - Developing A Sustainable Institutional ICT
Culture From Scratch.
Ten years ago the University of Jos had less that ten academic staff with
computer skills and less than ten computers! Only four departments had any
interest in computerization; we had no computer center, no network, and no
ICT staff! The nearest thing to computing was a course on Turing Machines.
Then came the dream to make the University embrace computers in a unique
way, bringing ICT to all staff and students in a functional manner. Despite
fierce competition for limited resources and without external funding the
University put in place a wide area network with internet connectivity and
is well on the way to establishing a sustainable institutional ICT culture.
Momentum for ICT has reached the stage when there is no turning back; staff
and students all yearn for more and the challenge today seems bigger than
the challenge ten years ago. With Nigerian initiatives and implementation,
and partnerships with Jos students and with an American university, we have
put in place what is arguably the best ICT environment in a West African
university.
Project Description
In the beginning there was a dream! It manifested itself in the creation of
ICT champions, then technical staffs of ICT units, and later student intern=
s
and apprentices. A computer center was built and equipped in two phases. A
network was put in place first in one laboratory, then spread to two
faculties, then the library and the administration building, and it has not
stopped growing yet. A model for maximal use of limited facilities through
faculty computer laboratories was set up. An MIS unit was established for
the integration of ICT into all aspects of the University's administrative
work. A maintenance workshop followed. ICT staffs were sent for training
and conferences abroad at a time when professors could not enjoy similar
entitlements because of scarce resources. We acquired experience with power
problems and power back up. We welcomed visitors with computer skills and
had a visiting Fulbright computer nerd in Jos, for a year. We developed
partnerships with international organizations to facilitate ICT training fo=
r
Nigerians in Jos. We established an intranet, gained Internet skills and
created Nigerian web content before we could afford Internet connectivity.
With a loan and a business plan we acquired a VSAT and Internet
connectivity.
We developed a virile internship program that annually draws dozens of
students from all faculties into the computer center and faculty computer
labs for training and service. We have involved students in all aspects of
network maintenance, software training, and systems design. Students relis=
h
the opportunity to work with the hardware and software and have proved to b=
e
eager learners and highly productive workers. The program, which is unique
to Jos, demonstrates the significant contribution that students can make to
any university's digital endeavors. They have the talent, the drive, and,
most importantly, the time to develop expertise in new areas. Both parties
benefit: the university receives the abundant fruits of interns' labors
while the interns gain valuable hands-on, real-world experience.

* Over 350 networked computers.
* Over 3000 email users.
* State of the art computer center with multimedia facilities.
* A library with a home page, services for Web browsing, literature searche=

with CD-ROMs, e-mail messaging, and other computer applications.
* Campus WAN with 12 LANS linked by fiber optics and Cisco switches.
* 2 campuses linked by high-speed modem.
* VSAT link to the Internet.
* A Cisco Regional Academy.
* An MIS unit on its own LAN.
* Increasing digitisation of the University's staff and student records,
procedures for registration and reporting of results, and Bursary functions=
.
* Convergence in the development of ICT.
* Organic development to facilitate healthy competition between units.
* Established tradition for ICT planning and training in the Nigerian
University System and the nation at large.
* A virile internship program that has generated apprentices and master
apprentices to sustain the work force in a profession where staff turnover
is very high.
* A structure of all ICT activities with a well defined line of reporting t=
o
the highest level.
* A network and Internet connectivity installed without external funding.
* National partnerships with universities and other institutions of higher
learning in Nigeria.
* International partnerships from 1999 to date, to host several annual
training workshops for the national ICT community.
Lessons learned
* Consistent institutional priorities and persistent commitment are musts
for development of ICT in a university.
* All ICT efforts, academic, administrative and networking, must be made
convergent!
* Decision Makers are indispensable allies
* and must be converted to champions at the earliest time!
* One must plan comprehensively even if there is no hope for funding, as a
plan can generate funding. If you fail to plan, you have planned to fail.
* The more commitment the more success. Work hard to get a committed team t=
o
lead - that is the role of champions.
* ICT development in a university is less about money and more about
commitment and teamwork!
* Capacity-building is more desirable, more important, and more costly than
the infrastructure. It should be in the frontline of all ICT efforts.
* Training, on site, with existing infrastructure makes efficient use of
limited resources.
* Partnership with students is the greatest underutilized resource in our
university system. It has to be exploited for mutual benefit.
* With ICT the library and librarians have the destiny of the university in
their hands. We have to empower them to guide us well.
* Together we stand divided we fall. We have a common destiny in this globa=
l
village.
* Jos has worked with the Nigerian University System, University of Iowa,
ICTP in Italy, IITAP in the United States, UNESCO and many others. We learn
from some while others learn from us.
* International partnerships are important but must be built on a home-bred
and home-brewed foundation, for maximum return.
* For other universities in the Third World, go from LAN to WAN to
Internet...don't go the other way round as you cannot afford it.
* ICT in the Nigerian University System is a challenging learning process.
We can each document our learning experience and use it for the benefit of
others. This is a technology in which we can catch up. We cannot afford to
miss this ICT revolution; we have to join the third wave!
Development Aspects
Training and retraining will be our main focus as we continue to expand our
network in modules. We have to decipher how to make maximal use of the
limited bandwidth our VSAT installation provides. We are motivating staff
and students to take independent directions in the development of ICT and
creating an atmosphere of competition between faculties and departments so
that they grow at the speed of their choice. They will then invest in ICT
according to their commitment. All ICT units will continue to collaborate
to avoid duplication of efforts, and resources will continue to be shared.
The library will have a major role to play in our future development of ICT=
.
The next stage in the modular development of our network is taking computer
laboratories to the student dormitories. We plan to do so, using radio link=
s
as a temporary measure, while we source for funding for a fiber connection.
Once the infrastructure is in place we plan to negotiate with students for
the installation of computer laboratories in the student hostels. The
university provides the infrastructure and the students provide the
computers. There is a choice to use either the student union or professiona=
l
student organizations or both, in this venture. Thereafter we can start
charging a flat rate for ICT, a small fee to be paid by all students as the=
y
pay for sports and other activities. The income from the fees will be share=
d
by the investors (university and students) using a formula to be mutually
agreed upon. The result is that the university provides ICT facilities at
minimal cost to students in their hostels. The students are given an
opportunity to join hands with the university so that income from the
project is ploughed back to increase the number of laboratories. Staff may
embark on a similar project to improve facilities in residential areas.
The University has committed itself to further substantial investment in MI=
S
with the aim of reforming, modernizing, and improving the efficiency of all
its administrative operations. One priority is the acquisition of
up-to-date enterprise management software adapted to the university's use.
Planning for the integration of MIS into our operations-planning which must
closely involve each of the administrative units involved-will be essential=
.
We recognise this aspect of our development as one of the most difficult,
involving as it does not only the mastery of new technologies but changes i=
n
our administrative culture as well.
Most Nigerian academics trained abroad before the seventies have few or no
PC skills. During the eighties and nineties opportunities for Nigerian
staff to train abroad were very limited. The effect has been, rather too
much inbreeding coupled with the production of younger colleagues without
computer skills. Therefore we must embark on an aggressive training program
for younger academics to facilitate the production of a critical mass of
versatile staff with first class computing skills who will use the ICT
infrastructure we have installed to improve the nation's contribution to
scholarship. They will do so through research and training of the next
generation, introducing needed computer skills to our students and using IC=
T
to do so.
How do we achieve all of this? An Information Technology Center, network
expansion, increased Internet access, training and re-Training, a
first-class maintenance service, acquisition of enterprise management
software implemented by our MIS unit, adds up to a big picture. To
"digitize" our curriculum, creating units to acquire, evaluate, and
disseminate multimedia and Web-based educational materials, for finding goo=
d
topical material and demonstrating its use to staff and students. We are
aware of the many dimensions to introduce digital tools into the classroom:
classrooms must be retro-fitted for multimedia presentations; instructors
need to be trained; curriculums need to be restructured; students need to b=
e
brought on board; etc.
UNIJOS wants to change the way students are taught. Distance education,
problem-based learning, computer-based training, and asynchronous education
are all going to be parts of the way the university delivers degrees. A
pedagogical revolution is afoot for Nigeria and partners may be able to hel=
p
UNIJOS revamp its curriculum so that it sets trends for other Nigerian
universities to emulate.
What are the deliverables? Every student and staff with an email
account-from 3000 email users to 15,000, a 5-fold increase! Millions of
documents available inside the university! Free and fast Internet access
for everyone on campus! Two thousand PCs for student use! A computer for
100% of the academic staff and 60% of the support staff! 30% of courses
having their materials available on the campus server! Four hundred
students a year taking distance education courses from UNIJOS! Two hundred
graduates a year from ICT support and MIS programs! A new strategy for
teaching students mixing asynchronous learning, hands-on practical
experience, and the mastery of an overabundance of Information (knowledge
navigation)!=20
So far, UNIJOS has proved innovative, flexible, and responsive in the area
of ICT -- something only a smaller, younger organization is capable of
doing. We want to continue to lead the way in establishing a sustainable
institutional ICT culture!

My understanding of Thiero's objectives is to focus on basic
telecommunications, rather than bringing them fast into the modern broadban=

world. But, I should leave it for him to explain.

My personal view is that the now well-established Wi-Fi technology may be
attractive for Africa. From my experience at WorldSpace, I learnt that if
we try to solve all the macro problems of Africa, we very soon get
over-whelmed and discouraged. We have to improve one community at a time.

In this regard, Wi-Fi type technologies may be suitable. We start with the
more developed areas and spread outwards. In this regard, the recent work
by many corporations and universities in "repeatered" wireless has the
potential to extend services progressively. While satellites have the
advantage of reaching the interior most regions, the services they offer ar=
e
often mismatched to the economies in the deep interior.

Step 1: Fact-finding and assessment trip
* To meet a champion, who will pursue our joint project diligently and

mini-workshop, and what e-learning from the US and other countries can be

* To plan the organization of and fund raising for the mini-workshop, etc.
Step 2: Mini-workshop, say, three to six months after Step 1
* With people from locality and from the US and/or other countries who will
show what of their e-learning courses would be available through the
currently available Internet capability,
* To form a coalition of higher, secondary and elementary schools,
hospitals, libraries and local non-profit organizations and governmental
agencies,
* To plan outline of the subsequent large workshop and fund raising for it,
etc.
Step 3: Large-workshop, probably a half year after Step 2
* To brainstorm on the systems design, feasibility study and market survey
of broadband Internet,
* To plan the content development with the use of the envisioned broadband
Internet,
* To prepare submission of a comprehensive document to obtain the
non-cultural aid grant of the Japanese government, etc.

Ten years ago the University of Jos had less that ten academic staff with c=
omputer skills and less than ten computers! Only four departments had any in=
terest in computerization; we had no computer center, no network, and no ICT=
staff! The nearest thing to computing was a course on Turing Machines. Then=
came the dream to make the University embrace computers in a unique way, br=
inging ICT to all staff and students in a functional manner. Despite fierce =
competition for limited resources and without external funding the Universit=
y put in place a wide area network with internet connectivity and is well on=
the way to establishing a sustainable institutional ICT culture. Mome=
ntum for ICT has reached the stage when there is no turning back; staff and =
students all yearn for more and the challenge today seems bigger than the ch=
allenge ten years ago. With Nigerian initiatives and implementation, and par=
tnerships with Jos students and with an American university, we have put in =
place what is arguably the best ICT environment in a West African university=
.<BR>
<BR>
<B>Project Description<BR>
</B><FONT COLOR=3D"#FF0000">In the beginning there was a dream!</FONT> It man=
ifested itself in the <FONT COLOR=3D"#008000">creation of ICT champions</FONT>=
, then technical staffs of ICT units, and later student interns and apprenti=
ces. A computer center was built and equipped in two phases. A network was p=
ut in place first in one laboratory, then spread to two faculties, then the =
library and the administration building, and it has not stopped growing yet.=
A model for maximal use of limited facilities through faculty computer labo=
ratories was set up. An MIS unit was established for the integration o=
f ICT into all aspects of the University's administrative work. A main=
tenance workshop followed. ICT staffs were sent for training and conferences=
abroad at a time when professors could not enjoy similar entitlements becau=
se of scarce resources. We acquired experience with power problems and power=
back up. We welcomed visitors with computer skills and had a visiting Fulbr=
ight computer nerd in Jos, for a year. We developed partnerships with intern=
ational organizations to facilitate ICT training for Nigerians in Jos. We es=
tablished an intranet, gained Internet skills and <FONT COLOR=3D"#008000">crea=
ted Nigerian web content before we could afford Internet connectivity</FONT>=
. With a loan and a business plan we acquired a VSAT and Internet connectivi=
ty.<BR>
<BR>
We developed a virile internship program that annually draws dozens of stud=
ents from all faculties into the computer center and faculty computer labs f=
or training and service. <FONT COLOR=3D"#FF0000">We have involved studen=
ts in all aspects of network maintenance, software training, and systems des=
ign.</FONT> <FONT COLOR=3D"#008000">Students relish the opportunity to w=
ork with the hardware and software and have proved to be eager learners and =
highly productive workers. The program, which is unique to Jos, demonstrates=
the significant contribution that students can make to any university's dig=
ital endeavors</FONT>. <FONT COLOR=3D"#FF0000">They have the talent, the=
drive, and, most importantly, the time to develop expertise in new areas. &=
nbsp;Both parties benefit: the university receives the abundant fruits of in=
terns' labors while the interns gain valuable hands-on, real-world experienc=
e.<BR>

* A structure of all ICT activities with a well defined line of reporting t=
o the highest level.<BR>

ent commitment</FONT> are musts for development of ICT in a university.<BR>
* All ICT efforts, academic, administrative and networking, must be made co=

* Decision Makers are indispensable allies <BR>

* One must plan comprehensively even if there is no hope for funding, as a =

and more about commitment and teamwork! <BR>
</FONT>* Capacity-building is more desirable, more important, and more cost=
ly than the infrastructure. It should be in the frontline of all ICT efforts=

* Training, on site, with existing infrastructure makes efficient use of li=
mited resources.<BR>
* <FONT COLOR=3D"#FF0000">Partnership with students is the greatest underutil=
ized resource in our university system. It has to be exploited for mutual be=
nefit.<BR>
</FONT>* With ICT the library and librarians have the destiny of the univer=
sity in their hands. We have to empower them to guide us well. <BR>
* Together we stand divided we fall. We have a common destiny in this globa=
l village.<BR>
* Jos has worked with the Nigerian University System, University of Iowa, I=
CTP in Italy, IITAP in the United States, UNESCO and many others. We learn f=
rom some while others learn from us. <BR>
* International partnerships are important but must be built on a home-bred=
and home-brewed foundation, for maximum return. <BR>
* For other universities in the Third World, <FONT COLOR=3D"#FF0000">go from =
LAN to WAN to Internet...don't go the other way round as you cannot afford i=
t. <BR>
</FONT>* ICT in the Nigerian University System is a challenging learning pr=
ocess. We can each document our learning experience and use it for the benef=
it of others. This is a technology in which we can catch up. We cannot affor=
d to miss this ICT revolution; we have to join the third wave!<BR>
<BR>
<B>Development Aspects<BR>
</B>Training and retraining will be our main focus as we continue to expand=
our network in modules. We have to decipher how to make maximal use of the =
limited bandwidth our VSAT installation provides. We are motivating staff an=
d students to take independent directions in the development of ICT and crea=
ting an atmosphere of competition between faculties and departments so that =
they grow at the speed of their choice. They will then invest in ICT accordi=
ng to their commitment. All ICT units will continue to collaborate to =
avoid duplication of efforts, and resources will continue to be shared. The =
library will have a major role to play in our future development of ICT.<BR>
<BR>
The next stage in the modular development of our network is taking computer=
laboratories to the student dormitories. We plan to do so, using radio link=
s as a temporary measure, while we source for funding for a fiber connection=
. Once the infrastructure is in place we plan to negotiate with students for=
the installation of computer laboratories in the student hostels. The unive=
rsity provides the infrastructure and the students provide the computers. Th=
ere is a choice to use either the student union or professional student orga=
nizations or both, in this venture. Thereafter we can start charging a flat =
rate for ICT, a small fee to be paid by all students as they pay for sports =
and other activities. The income from the fees will be shared by the investo=
rs (university and students) using a formula to be mutually agreed upon. The=
result is that the university provides ICT facilities at minimal cost to st=
udents in their hostels. The students are given an opportunity to join hands=
with the university so that <FONT COLOR=3D"#FF0000">income from the project i=
s ploughed back to increase the number of laboratories.</FONT> Staff may emb=
ark on a similar project to improve facilities in residential areas.<BR>
<BR>
The University has committed itself to further substantial investment in MI=
S with the aim of reforming, modernizing, and improving the efficiency of al=
l its administrative operations. One priority is the acquisition of up=
-to-date enterprise management software adapted to the university's use. &nb=
sp;<FONT COLOR=3D"#008000">Planning for the integration of MIS into our operat=
ions-planning which must closely involve each of the administrative units in=
volved-will be essential. We recognise this aspect of our development =
as one of the most difficult, involving as it does not only the mastery of n=
ew technologies but changes in our administrative culture as well.<BR>
</FONT><BR>
Most Nigerian academics trained abroad before the seventies have few or no =
PC skills. During the eighties and nineties opportunities for Nigerian=
staff to train abroad were very limited. The effect has been, rather too mu=
ch inbreeding coupled with the production of younger colleagues without comp=
uter skills. Therefore we must embark on an aggressive training program for =
younger academics to facilitate the production of a critical mass of versati=
le staff with first class computing skills who will use the ICT infrastructu=
re we have installed to improve the nation's contribution to scholarship. Th=
ey will do so through research and training of the next generation, introduc=
ing needed computer skills to our students and using ICT to do so.<BR>
<BR>
How do we achieve all of this? An Information Technology Center, network ex=
pansion, increased Internet access, training and re-Training, a first-class =
maintenance service, acquisition of enterprise management software implement=
ed by our MIS unit, adds up to a big picture. To "digitize" our cu=
rriculum, creating units to acquire, evaluate, and disseminate multimedia an=
d Web-based educational materials, for finding good topical material and dem=
onstrating its use to staff and students. We are aware of the many dimension=
s to introduce digital tools into the classroom: classrooms must be retro-fi=
tted for multimedia presentations; instructors need to be trained; curriculu=
ms need to be restructured; students need to be brought on board; etc.  =
; <BR>
<BR>
<FONT COLOR=3D"#008000">UNIJOS wants to change the way students are taught. &=
nbsp;Distance education, problem-based learning, computer-based training, an=
d asynchronous education are all going to be parts of the way the university=
delivers degrees. A pedagogical revolution is afoot for Nigeria and p=
artners may be able to help UNIJOS revamp its curriculum so that it sets tre=
nds for other Nigerian universities to emulate. <BR>
</FONT><BR>
What are the deliverables? Every student and staff with an email acco=
unt-from 3000 email users to 15,000, a 5-fold increase! Millions of do=
cuments available inside the university! <FONT COLOR=3D"#FF0000">Free an=
d fast Internet access for everyone on campus!</FONT> Two thousand PCs=
for student use! A computer for 100% of the academic staff and 60% of=
the support staff! 30% of courses having their materials available on=
the campus server! <FONT COLOR=3D"#FF0000">Four hundred students a year=
taking distance education courses from UNIJOS!</FONT> Two hundred gra=
duates a year from ICT support and MIS programs! A new strategy for te=
aching students mixing asynchronous learning, hands-on practical experience,=
and the mastery of an overabundance of Information (knowledge navigation)! =

My understanding of Thiero's objectives is to focus on basic telecommunicat=

My personal view is that the now well-established Wi-Fi technology may be a=
ttractive for Africa. From my experience at WorldSpace, I learnt that =
if we try to solve all the macro problems of Africa, we very soon get over-w=
helmed and discouraged. We have to improve one community at a time.<BR=

In this regard, Wi-Fi type technologies may be suitable. We start wit=
h the more developed areas and spread outwards. In this regard, the re=
cent work by many corporations and universities in "repeatered" wi=
reless has the potential to extend services progressively. While satel=
lites have the advantage of reaching the interior most regions, the services=
they offer are often mismatched to the economies in the deep interior. <BR>
