Dear E-Colleagues:
(1) This distribution is a follow-up to my previous list distribution
=B3(07/16/02) Digital Bridge for Africa mtg at the UN on 7/12/02 (Part 1)=B2
which can now be retrieved at;
http://www.friends-partners.org/pipermail/gu-l/2002q3/000137.html
Pls also visit its web site <http://www.ddn-africa.org/>.
Dear Paul:
(2) It was my great pleasure to have met with you at this occasion.
Referring to our conversation at the Chemists=B9 Club in Manhattan a day
before the UN conference, I am very happy to hear of your willingness to
work with Tapio on a project of having a Global University System (GUS)
strategy meeting for 2-3 days immediately before the Unesco Conference on
Intercultural Education, 15-18 June 2003 in Jyvaskyla, Finland
<www.jyu.fi/ktl/unesco2003> which will be focused on Africa.
> Dear Tapio:

this

(3) As mentioned in your msg to Tapio, the main subject of such a meeting
could be incorporation of the GUS. This will mean close attention to
discussing the bye-laws, design of the organizational structure, assignment
of people to each functional committee, fund-raising and business model,
future direction of activities, etc.
Regarding future activities, we've discussed are:
> (a) Course-related arrangements, eg
> * course exchange,
> * credit transfer,
> * standardization of courses,
> * accreditation,
> * target audiences (eg, people in embassies, many of whom may not appreci=
ate
> the problems we are trying to solve, or how ICT can help),
> * financial support for the travel and subsistence needed to progress eac=
h of
> these.
> (b) Joint development work, eg
> * collaborative research,
> * collaborative curriculum design (eg, the role of ICT in development;
> intercultural issues; e-health; peace studies),
> * collaborative course development (in each of the above curriculum areas=
),
> * getting funding on a country-by-country basis,
> * development of a GUS version of a web-oriented teaching platform,
> * projects that make use of the Access Grid being developed by NSF (in US=
A)
> and funding agencies in other countries.
> Dear E-Colleagues:
> We would be very happy to have your ideas and comments to the above, and =
if
> possible, your voluntary contributions, too.
I think that this GUS strategy meeting will make a strong step forward alon=
g
with the vision of our GUS (ATTACHMENT I), which was developed by Marco
Antonio.
I am very happy to have your willingness to draft some funding applications
for the GUS meeting. Since I am working with funding sources in the US and
Japan for our Amazon project and others, I would like to have European
sources fund this mtg, and Tapio=B9s UNESCO chair would be a good base for
that.
(4) I am particularly interested in the Access Grid Project, in relation to
the Globally Collaborative Environmental Peace Gaming =8B see ATTACHMENT II.
Pls inform me the web site of the Access Grid Project at your earliest
convenience.
> Dear Bob Converse:
>=20

go.

>=20
> Dear E-Colleagues:
> When my wife, Hisae, and I were invited by Bob Converse in February of 19=
99,
> we saw his mini-supercomputer which was a cluster of several personal

Dear Ambassador Koomson:
(5) Many thanks for your msg (ATTACHMENT III). It was certainly my great
pleasure to have met with you at the Digital Bridge for Africa mtg at the U=
N
on 7/12/02.
Yes, pls feel free to introduce our project to your colleagues in
Washington, DC area. Thanks.
Dear Dr Ssemakula:
(6) Many thanks for your msg (ATTACHMENT IV).
As you see above, we are working to interconnect people around the world
with global broadband Internet (GBI).
This is to share experience (wisdom), knowledge, information, data, and
valuable (expensive) telecom media =8B the last of which is thanks to the
basic principle of packet-switching technology, i.e., the backbone of the
Internet which was invented by Dr. Paul Baran in early 1960s (who is one of
our list members for many years and one of strong supporters of our
project.) As mentioned in my previous lists many times, this is to create
an egalitarian global society =8B in a sense, a quiet social revolution which
was mentioned by one of keynote speakers at the UN conference.
Dear Ishwari:
(7) Many thanks for your msg ((ATTACHMENT V).
Pls keep in touch so that when our project extends to India, we may call
your help.
Dear Deborah:=20
(8) Many thanks for your msg ((ATTACHMENT VI) with a kind word.
Yes, I shall wait when you will be ready to join in our GUS project from th=
e
South Caucasus.
I would greatly appreciate it if you can kindly introduce our project to
your friend, Dr. Vartan Gregorian, President of the Carnegie Corporation of
New York, -- through Mr. Edward Sermier, its Vice President.
Best, Tak
ATTACHMENT I
Global University System (GUS)
The Global University System (GUS) is a network of networks formed in
particular by higher education institutions, but also by other organization=
s
sharing the same objectives of developing a co-operation based on solidarit=
y
and partnership aiming to:
* improving the global learning and wellness environment for people in the
global knowledge society, where the global responsibility is shared by all;
* sharing and exchanging knowledge among the sectors of education-related
research, industry and trade;
* giving priority to actions improving learning and healthcare world-wide;
* harnessing the technologies of broadband Internet connectivity among
institutions of higher learning in the developing countries, in order to
provide learners of all ages access to global e-learning across national an=
d
cultural boundaries;
* fostering youngsters around the world in a creative competition for
relevance and excellence through affordable and accessible broadband
Internet;=20
* supporting systems which complement the traditional institutions of
learning and healthcare by using conventional methods together with advance=
d
electronic media;=20
* improving learning and health of the disadvantaged by increasing their
access through the utilization of new technologies, basing its long-term
orientations on societal aims and needs and reinforcing the role of service
to the whole society.
GUS has group activities in the major regions of the globe, i.e.,
Asia-Pacific, North, Central and South Americas, Europe, and Africa to
establish pilot projects. Each of these regional groups, with partnerships
of higher learning and healthcare institutions, will foster the
establishment of GUS in their respective regions, with the use of an
advanced global broadband Internet virtual private network. They will then
become the GUS counterparts of the UNESCO/UNITWIN Networking program.
The officers of the GUS are: P. Tapio Varis, Ph.D., Acting President,
(University of Tampere, and a former rector of the United Nations Universit=
y
of Peace in Costa Rica); Marco Antonio Dias, T.C.D., Vice President for
Administration, (former director of Higher Education at UNESCO); Takeshi
Utsumi, Ph.D., Vice President for Technology and Coordination (Chairman of
GLOSAS/USA). The trustee members are: Dr. Pekka Tarjanne, (former
Director-General of the ITU) and Dr. Federico Mayor (President of the
Foundation for Culture of Peace and a former Director-General of UNESCO).
The special advisors are: David A. Johnson, Ph.D. (Professor Emeritus,
University of Tennessee) and Fredric Michael Litto, Ph.D. (President of the
Brazilian Association of Distance Education at the University of Sao
Paulo.).

(10) Future Projections
The mission of our Global University System program is not the mere
enhancement of job skills with e-learning, but the creation of youngsters
for the world peace for the eradication of borderless terrorism by reductio=
n
of poverty through the use of advanced Information and Communication
Technologies (ICT) in remote/rural areas around the world.
When broadband Internet will be available and interconnects member schools
of our GUS/UNESCO/UNITWIN Networking Program, we can expect followings;
* Coalition member universities will be able to build the network of
facilitators for support of e-learners,
* Learners may take one course from a university of different country, in
Japan, Canada, Brazil, Finland, etc., to get his/her degree from the GUS,
thus freeing them from being confined with one philosophy of a university,
* The broadband Internet will enable web-based teaching with more
interaction among/between learners and instructors compared with less
interaction in replicating class-room teaching via satellite, -- thus
stimulating global dialogues among them to attain world peace,
* Learners and faculties at the member universities can promote exchange of
ideas, information, knowledge and joint research and development of
web-based teaching materials, community development, and many others
locally, regionally and even in global scale,
* With supercomputer with globally distributed massive parallel processors
of interconnected desktop computers around the world through Global
Broadband Internet (GBI) of the global neural computer network, researchers
in even developing countries can perform joint researches on various
subjects, e.g., micro-biology, meteorology, chemical molecular study, DNA
analysis, etc.=20
As the name of the =B3Quantitative Gaming=B2 implies, we need to have its game
players the capabilities of critical analysis and rational thinking, and
they need to perceive the inter-relatedness of the world affairs. =A0For this=
,
I would like to plan to proliferate the use of System Dynamics, particularl=
y
among secondary schools around the world. =A0Pls see my previous list
distribution at;
http://www.friends-partners.org/pipermail/gu-l/
* (03/27/02) System Dynamics simulation and its K-12 education
* (04/16/02) Attachments of my last list distribution on System Dynamics an=
d
its K-12 education (Revised)
* (04/20/02) System Dynamics and Amazon Project
The global peace gaming system is a computerized gaming/simulation to help
decision makers construct a globally distributed decision-support system fo=
r
positive sum/win-win alternatives to conflict and war. =A0The idea involves
interconnecting experts in many countries via global Internet to collaborat=
e
in the discovering of new solutions for world crises, such as the
deteriorating ecology of our globe, and to explore new alternatives for a
world order capable of addressing the problems and opportunities of an
interdependent globe. =A0Gaming/simulation is the best tool we have for
understanding the world's problems and the solutions we propose for them.
=A0The understanding, with scientific and rational analysis and critical
thinking, would be the basis of world peace, and hence ought to be the basi=
c
principle of global education for peace.
Along with the establishment of Global University System (under the
UNESCO/UNITWIN Networking Program) with the GBI and E-Rate for K-12 schools
(as proposed in our Amazon Project), we will forge ahead to spread and
proliferate the System Dynamics in order to realize the Globally
Collaborative Environmental Peace Gaming through Global Neural Computer
Network =8B particularly and hopefully, with the participation of K-12
youngsters around the world. =A0They can exercise collaboratively on system
analysis, policy makings, crisis management and negotiation skills for
global socio-economic and environmental issues via global Internet.
The above is a brief summary of my endeavor in the past three decades towar=
d
creating a Globally Collaborative Environmental Peace Gaming.

Dear Colleagues:
I wish to thank and congratulate the organizers and all the participants of
the Digital Bridge for Africa meeting at the UN on July 12th 2002 for makin=
g
the meeting such a success.
I was extremely impressed by the diverse number of talented people from suc=
h
varying backgrounds who attended the Digital Bridge for Africa meeting.
I also feel privileged to have had the opportunity of meeting, and
interacting with so many enterprising Africans and people interested in
Africa who have been using and adapting Information Communication Technolog=
y
(ICT) to address some of the many problems of Africa.
The purpose of the meeting was to create not only a bridge among cultures
and minds, but a network of knowledge and skills that we can build upon, an=
d
use to extract lessons for the future. The range of talent, skills and
experiences on display are a sign that with the right efforts we can get
Africa moving forward.
Once again let me say how privileged I am to have the opportunity to be
making a contribution to the Digital Bridge for Africa. I look forward to
working with all of you in the future.
With warm regards
Dr John Kiwanuka Ssemakula

GUS has group activities in the major regions of the globe, i.e., Asia-Paci=

Dear Colleagues:

I wish to thank and congratulate the organizers and all the participants of=
the Digital Bridge for Africa meeting at the UN on July 12th 2002 for makin=
g the meeting such a success.

I was extremely impressed by the diverse number of talented people from suc=
h varying backgrounds who attended the Digital Bridge for Africa meeting.

I also feel privileged to have had the opportunity of meeting, and interact=
ing with so many enterprising Africans and people interested in Africa who h=
ave been using and adapting Information Communication Technology (ICT) to ad=
dress some of the many problems of Africa.

The purpose of the meeting was to create not only a bridge among cultures a=
nd minds, but a network of knowledge and skills that we can build upon, and =
use to extract lessons for the future. The range of talent, skills and exper=
iences on display are a sign that with the right efforts we can get Africa m=
oving forward.

Once again let me say how privileged I am to have the opportunity to be mak=
ing a contribution to the Digital Bridge for Africa. I look forward to worki=
ng with all of you in the future.
