(4) Because of my backgrounds on analog/hybrid computers, systems dynamics
simulation and networking, etc., I got an idea of the Globally Collaborativ=
e
Environmental Peace Gaming and presented it at the first International
Conference on Computer Communication (ICCC) at Hilton Hotel in Washington,
D.C. in October, 1972, with the travel grant from the US National science
foundation =8B see Section 2 of Chapter 1.
Instead of using a single simulation model in a single computer, this idea
is to split and distribute each national or regional simulation sub-models
to their experts around the world and the sub-models are to be
interconnected via data-telecommunication networks so that all of them will
work as if in a single computer, in a sense, they are a globally distribute=
d
computer simulation system =8B see Section 1.13 of Chapter 1.
In 1981, I coined the phrase "Global Neural Computer Network" in which each
participating game player, with his/her own desktop computer, database and
sub-model, would correspond to a neuron, router to a synapses, and Internet
to nerves of global brain. Then Vice President Al Gore used this term in a
speech [Washington, D.C., 1994], as the result of one member of his staffs
receiving quite a good bit of materials from me!

(6) About Item (5)-1 above, after I saw the demonstration of ARPANET (the
first packet-switching data telecommunication network) at the ICCC mentione=
d
above, I helped to extend it from the US to many overseas countries,
particularly to Japan, which succeeded in early 1980s =8B see Sections 2 and =
3
of Chapter 1 of my book draft mentioned above.
However, these were the so-called narrow-band, and limited for the use of
only text-oriented email. Because of my engineering background and as a so=
n
of a medical doctor, I realized that we need to have diagrams and images.
This then prompted me to organize many =B3Global Lecture Hall (GLH)=B2 =81
multipoint-to-multipoint, multimedia, interactive videoconferences via
analog satellites spanning the globe =8B almost once or twice every year
starting from 1986 =8B see Chapter 2.
I then realized that this approach is too expensive for global e-learning
and also did not fit with the distributed computer simulation system.
Luckily, then, MPEG and other data compression technologies for Internet
Telephony and videoconferencing via Internet did appear with rapid
advancements. We then made successful demonstrations of Internet Telephony
and real-time videoconferencing via broadband Internet =8B from Montana State
University to the University of Tampere, Finland, and from Houston Communit=
y
College to Manaus, Amazon, Brazil, etc., etc. These demonstrations prompte=
d
me to realize the vital necessity of the broadband Internet in the coming

We are now then start working on the extension of the so-called broadband
Internet to various overseas countries, as our second round after the first
one mentioned above, -- particularly to rural/remote areas of developing
countries. This then requires digital satellite linkages which are very
expensive =8B see another reason mentioned in Item (6) of the above list
distribution, too.
Subsequently, I have made the Japanese government pledge US$15 billion to
close the digital divide in developing countries during the Okinawa Summit
in July of 2000. (Incidentally, Mr. Koizumi, Prime Minister of Japan, made
another pledge of US$2 billion to aid education in developing countries
during the G8 Summit in Canada last week.)

As mentioned there, I worked in early 1980s on the de-regulations of the
Japanese telecom policies for the use of email which resulted more than a
half billion email users around the world nowadays.
While I was in K-12 age, I was taught under strict and fanatic Japanese
militarism =8B very similar to Taliban in Afghanistan. They prohibited
learning English while I was working at a secret army airbase from where
suicide Zero fighters flew off.
This experiences convinced me to devote my life for the world peace. I the=

(8) War Game versus Peace Game:
When education seeds suspicion, it will promote fear. Those people who are
educated with such suspicion will need to prepare for a war with =B3War
Gaming.=B2 It would be a zero sum game as grabbing each other a piece of pie
which total size is limited. The sole purpose of the war gaming is to win =
a
war when it happens. However, because of devastating power of the nuclear
weapon nowadays, both sides will come to =B3Lose/Lose=B2 consequence.
On the other hand, if education promotes mutual understanding, it will
foster trust. Those people who are educated with this tenet will work on
=B3Peace Gaming=B2 which is a plus sum game as increasing the size of total pie
by the contributions of each participants. The purpose of Peace Gaming is
to make the nuclear war will never happen and lead to the =B3Win/Win=B2
consequence.
Peace is the thing to be built and be kept by people, hence
dialog/communication is a vital necessity =8B particularly in global scale.
This will then build mutual understanding and foster trust across national
boundaries, across oceans and across cultures.
The Knowledge age of the 21st century is to build a peaceful, borderless
global village, as eradicating poverty in remote/rural areas in developing
countries by global e-learning with advanced Information and Communication
Technologies (ICT).

(A) Global University System (GUS) (ATTACHMENT II):
We organized a highly successful workshop and conference on "Emerging Globa=
l
Electronic Distance Learning (EGEDL#99)" in August, 1999 at the University
of Tampere <http://www.uta.fi/EGEDL>, with funds from the InfoDev of the
World Bank, the United States National Science Foundation (NSF), the Britis=
h
Council, the Ministry of Education of Finland, and many others.
This event brought together about 60 decision-makers and leaders in
e-learning and telemedicine from 14 underserved countries who discussed
practical solutions for the implementation of affordable global e-learning
across national boundaries. They brainstormed and the workshop recommended
the formation of the Global University System (GUS) (Tm) with the use of
Global Broadband Internet (GBI).

The group also formulated specific pilot projects focused on major regions
of the world to reduce the growing digital divide between information-rich
and information-poor populations, as realizing =B3education and healthcare fo=
r
all," at anywhere, anytime and at any pace. The regional GUSs will be

Note:
Our projects will combine (1) the Japanese government=B9s ODA funds mentioned
in Item (6) above and (2) electronic equipment (computer, tranceiver, dish
antenna, etc.) of Japan with (a) the Internet technology and (b) content
development of the north America to help underserved people in rural and
remote areas of developing countries.
(10) Future Projections
The mission of our Global University System program is not the mere
enhancement of job skills with e-learning, but the creation of youngsters
for the world peace for the eradication of borderless terrorism by reductio=

of poverty through the use of advanced Information and Communication
Technologies (ICT) in remote/rural areas around the world.
When broadband Internet will be available and interconnect member schools o=
f
our GUS/UNESCO/UNITWIN Networking Program, we can expect followings;
* Coalition member universities will be able to build the network of
facilitators for support of e-learners,
* Learners may take one course from a university of different country, in
Japan, Canada, Brazil, Finland, etc., to get his/her degree from the GUS,
thus freeing them from being confined with one philosophy of a university,
* The broadband Internet will enable web-based teaching with more
interaction among/between learners and instructors compared with less
interaction in replicating class-room teaching via satellite, -- thus
stimulating global dialogues among them to attain world peace,
* Learners and faculties at the member universities can promote exchange of
ideas, information, knowledge and joint research and development of
web-based teaching materials, community development, and many others
locally, regionally and even in global scale,
* With supercomputer with globally distributed massive parallel processors
of interconnected desktop computers around the world through GBI of the
global neural computer network, researchers in even developing countries ca=
n
perform joint researches on various subjects, e.g., micro-biology,
meteorology, chemical molecular study, DNA analysis, etc.
As the name of the =B3Quantitative Gaming=B2 implies, we need to have its game
players the capabilities of critical analysis and rational thinking, and
they need to perceive the inter-relatedness of the world affairs. For this=

The global peace gaming system is a computerized gaming/simulation to help
decision makers construct a globally distributed decision-support system fo=
r
positive sum/win-win alternatives to conflict and war. The idea involves
interconnecting experts in many countries via global Internet to collaborat=
e
in the discovering of new solutions for world crises, such as the
deteriorating ecology of our globe, and to explore new alternatives for a
world order capable of addressing the problems and opportunities of an
interdependent globe. Gaming/simulation is the best tool we have for
understanding the world's problems and the solutions we propose for them.
The understanding, with scientific and rational analysis and critical
thinking, would be the basis of world peace, and hence ought to be the basi=

principle of global education for peace.

Global University System (GUS)
The Global University System (GUS) is a network of networks formed in
particular by higher education institutions, but also by other organization=
s
sharing the same objectives of developing a co-operation based on solidarit=

and partnership aiming to:
* improving the global learning and wellness environment for people in the
global knowledge society, where the global responsibility is shared by all;
* sharing and exchanging knowledge among the sectors of education-related
research, industry and trade;
* giving priority to actions improving learning and healthcare world-wide;
* harnessing the technologies of broadband Internet connectivity among
institutions of higher learning in the developing countries, in order to
provide learners of all ages access to global e-learning across national an=
d
cultural boundaries;
* fostering youngsters around the world in a creative competition for
relevance and excellence through affordable and accessible broadband
Internet;=20
* supporting systems which complement the traditional institutions of
learning and healthcare by using conventional methods together with advance=
d
electronic media;=20
* improving learning and health of the disadvantaged by increasing their
access through the utilization of new technologies, basing its long-term
orientations on societal aims and needs and reinforcing the role of service
to the whole society.
GUS has group activities in the major regions of the globe, i.e.,
Asia-Pacific, North, Central and South Americas, Europe, and Africa to
establish pilot projects. Each of these regional groups, with partnerships
of higher learning and healthcare institutions, will foster the
establishment of GUS in their respective regions, with the use of an
advanced global broadband Internet virtual private network. They will then
become the GUS counterparts of the UNESCO/UNITWIN Networking program.
The officers of the GUS are: P. Tapio Varis, Ph.D., Acting President,
(University of Tampere, and a former rector of the United Nations Universit=

of Peace in Costa Rica); Marco Antonio Dias, T.C.D., Vice President for
Administration, (former director of Higher Education at UNESCO); Takeshi

GLOSAS/USA). The trustee members are: Dr. Pekka Tarjanne, (former
Director-General of the ITU) and Dr. Federico Mayor (President of the

ARPANET (the first packet-switching data telecommunication network) at the I=
CCC mentioned above, I helped to extend it from the US to many overseas coun=
tries, particularly to Japan, which succeeded in early 1980s — see Sec=
tions 2 and 3 of Chapter 1 of my book draft mentioned above.<BR>

However, these were the so-called <B><U>narrow-band</U></B>, and limited fo=
r the use of only text-oriented email. Because of my engineering backg=
round and as a son of a medical doctor, I realized that we need to have diag=
rams and images. This then prompted me to organize many “<U>Glob=
al Lecture Hall (GLH)</U>” ? multipoint-to-multipoint, multimedia, int=
eractive videoconferences via analog satellites spanning the globe — a=
lmost once or twice every year starting from 1986 — see Chapter 2.<BR>

I then realized that this approach is too expensive for global e-learning a=
nd also did not fit with the distributed computer simulation system. L=
uckily, then, MPEG and other data compression technologies for Internet Tele=
phony and videoconferencing via Internet did appear with rapid advancements.=
We then made successful demonstrations of Internet Telephony and real=
-time videoconferencing via broadband Internet — from Montana State Un=
iversity to the University of Tampere, Finland, and from Houston Community C=
ollege to Manaus, Amazon, Brazil, etc., etc. These demonstrations prom=
pted me to realize the vital necessity of the broadband Internet in the comi=

ing and telemedicine from 14 underserved countries who discussed practical s=

and Internet (GBI)</U>.<BR>

The group also formulated specific pilot projects focused on major regions =
of the world to reduce the growing digital divide between information-rich a=

The Global University System (GUS) is a network of networks formed in parti=
cular by higher education institutions, but also by other organizations shar=
ing the same objectives of developing a co-operation based on solidarity and=

ess environment for people in the global knowledge society, where the global=

ternet connectivity among institutions of higher learning in the developing =
countries, in order to provide learners of all ages access to global e-learn=
ing across national and cultural boundaries;=20

creative competition for relevance and excellence through affordable and acc=
essible broadband Internet;=20

ditional institutions of learning and healthcare by using conventional metho=
ds together with advanced electronic media;=20
</FONT><LI><FONT FACE=3D"Verdana">improving learning and health of the disadv=
antaged by increasing their access through the utilization of new technologi=
es, basing its long-term orientations on societal aims and needs and reinfor=
cing the role of service to the whole society. <BR>

GUS has group activities in the major regions of the globe, i.e., Asia-Paci=
fic, North, Central and South Americas, Europe, and Africa to establish pilo=
t projects. Each of these regional groups, with partnerships of higher learn=
ing and healthcare institutions, will foster the establishment of GUS in the=
ir respective regions, with the use of an advanced global broadband Internet=
virtual private network. They will then become the GUS counterparts of the =
UNESCO/UNITWIN Networking program.<BR>

The officers of the GUS are: P. Tapio Varis, Ph.D., Acting President, (Univ=
ersity of Tampere, and a former rector of the United Nations University of P=
eace in Costa Rica); Marco Antonio Dias, T.C.D., Vice President for Administ=
ration, (former director of Higher Education at UNESCO); Takeshi Utsumi, Ph.=
D., Vice President for Technology and Coordination (Chairman of GLOSAS/USA).=
The trustee members are: Dr. Pekka Tarjanne, (former Director-General of th=
e ITU) and Dr. Federico Mayor (President of the Foundation for Culture of Pe=
ace and a former Director-General of UNESCO). The special advisors are: Davi=
d A. Johnson, Ph.D. (Professor Emeritus, University of Tennessee) and Fredri=
c Michael Litto, Ph.D. (President of the Brazilian Association of Distance E=
