(6) As indicated in the last slides, I suggested our Nigerian colleagues
three steps how to realize this project (ATTACHMENT V).

The Step 1 is my fact-finding and assessment trip to Nigeria.  This trip is
very important since I need to know the people, needs, current status of
infrastructure, etc., in Nigeria by myself in order for me to work jointly
on the conduct of subsequent workshops.

The Step 2 is to conduct a mini-workshop at which time we form a coalition
of higher education, secondary and primary schools and hospitals, etc., as
similar to CampusNet of our Amazon Project so that we can identify their

The Step 3 is to conduct a large workshop at which time we will form a
committee which will conduct system analysis, feasibility study, market

specifications of necessary equipment (dish antenna, tranceiver, etc.).
This document will then be submitted to the Japan Embassy with endorsement
letters of the ministers of education, health and telecom, etc. which will
then be forwarded to the Japan Ministry of Foreign Affairs in Tokyo for
their =B3non-tied cultural aid=B2 grant out of the Official Development
Assistant (ODA) fund.

      Our department of Electronic and Electrical Engineering has a well
established Communication Engineering Division which has been actively
involved in teaching and research in telecommunications for about 25 years.
Our department served as training center for candidates from other African
countries under the AINSTI (UNESCO) programme.
      We also have close research links with reputable international
telecommunication establishments such as INTELSAT, COMSAC in the USA,
Communications Research Centre, Canada, the International Centre for
Theoretical Physics (ICTP), Trieste, Italy, etc. Our University was the
location of the joint Radiometric Measurement of Rain Attenuation on
Earth-space link. The radiometric project was carried out in collaboration
with INTELSAT, COMSAC and our University together with the Nigerian
Telecommunication Plc, as part of the ITU radiopropagation measurement
campaign in Africa. I served as the Project Coordinator.
      In view of the above, I shall be interested in participating in futur=
e
deliberations on the Global Telecommunication University. In addition, the
Obafemi Awolowo University will also be interested in taking part in the
Global Telecommunication University.

Step 1: Fact-finding and assessment trip

* To meet a champion, who will pursue our joint project diligently and
tenaciously,
* To find out current Internet capability for a demonstration during the
mini-workshop, and what e-learning from the US and other countries can be
extended,
* To plan the organization of and fund raising for the mini-workshop, etc.

Step 2: Mini-workshop, say, three to six months after Step 1

* With people from locality and from the US and/or other countries who will
show what of their e-learning courses would be available through the
currently available Internet capability,
* To form a coalition of higher, secondary and elementary schools,
hospitals, libraries and local non-profit organizations and governmental
agencies,
* To plan outline of the subsequent large workshop and fund raising for it,
etc.

Step 3: Large-workshop, probably a half year after Step 2

* To brainstorm on the systems design, feasibility study and market survey
of broadband Internet,
* To plan the content development with the use of the envisioned broadband
Internet,
* To prepare submission of a comprehensive document to obtain the
non-cultural aid grant of the Japanese government, etc.

Let's not rush any aspect without thorough planning.  I'd, therefore, like

suggest that we focus on comprehensively planning the trip to Nigeria and

the date only when we are done.  In this respect, let me suggest the
following:

The Step 3 is to conduct a large workshop at which time we will form a comm=
ittee which will conduct system analysis, feasibility study, market survey, =
etc., and construct a comprehensive document with detailed technical specifi=
cations of necessary equipment (dish antenna, tranceiver, etc.). &nbsp;This =
document will then be submitted to the Japan Embassy with endorsement letter=
s of the ministers of education, health and telecom, etc. which will then be=
 forwarded to the Japan Ministry of Foreign Affairs in Tokyo for their &#822=
0;non-tied cultural aid&#8221; grant out of the Official Development Assista=
nt (ODA) fund.<BR>

 to have the Japanese government pledge US$15 billion to close the digital d=
ivide in developing countries, during the Okinawa Summit in July, 2000. &nbs=
p;Incidentally, a Japanese newspaper reported recently that the Japanese gov=
ernment will pledge several hundreds million dollars to assist African count=
ries during the G8 Summit in Canada next month.<BR>

As said in Item (4)-1 above, the University of South Pacific in Fiji receiv=
ed US$15 million to connect a dozen nearby islands. &nbsp;Our approach is to=
 follow this precedence.<BR>

(3) If this is my fact-finding and assessment trip (as described in my Powe=
rPoint presentation at the NIDO conference), it would be a short trip.<BR>

In such a case, I would be available in early part of July or after the sec=
ond week of September &#8212; this is because I have to prepare a grant appl=
ication for our Amazon project which deadline is September 1st.<BR>

(4) However, if you wish to make this seminar more than that as combining w=
ith the mini-workshop (Step 2 of the PowerPoint slide show), we may need som=
e preparation time and fund. &nbsp;For example,<BR>

(a) if you wish to have about a dozen Americans attending the seminar to pr=
esent their possible e-learning courses through your currently available Int=
ernet, you may ask our colleagues (say, at George Washington Univ. or Howard=
 University) to submit a travel grant application to the US National Science=
 Foundation.<BR>

hs for their approval.<BR>

(b) the mini-workshop may have demonstrations of videoconferencing and tele=
medicine connecting with US counterparts, if there is enough Internet and IS=
DN lines. &nbsp;In such a case, you may invite attendees from nearby African=
 countries. &nbsp;For this, we may need enough time for their preparations.<=

able to ask their travel funds from the InfoDev&#8217;s Conference Scholarsh=

suggest that we focus on comprehensively planning the trip to Nigeria and s=

 is a different animal as I have come o learn in the past few months and we =
