This is the next-to-final version of the application which formal version
will be submitted to you in a few weeks by Prof. Alex Rivas.

(3) This project is to provide K-12 schools (including a Japanese school) i=

the City of Manaus, Amazon, Brazil with broadband wireless Internet free of
charge.
(4) This is also a kick-off project of our Amazon project which includes
CampusNet project which will connect 6 federal universities in the region o=
f
Amazon via digital satellite and the community development network projects
in the cities of main campuses of the CampusNet affiliated universities via
broadband wireless Internet.
We plan to conduct a workshop in Manaus in early next year to construct a
comprehensive document with feasibility study and market survey of this
project which will be submitted to the Japanese Ministry of Foreign Affairs
(MOFA) in Tokyo through appropriate Brazilian governmental agencies, for th=
e
Japanese ODA fund.
I briefed these projects to the Consulate Generals at your office when I
visited them with Prof. Rivas in the summer of 1996 and in October of 1998.
I have also briefed the people of the MOFA in Tokyo several times in the
past few years.
(5) Incidentally, today=B9s Japanese newspaper reported the criticism made by
Mr. Shiokawa, Minister of Finance, saying that many of Japanese ODA funded
projects were ill-conceived and ill-executed without appropriate back-up
people in recipient countries.
This is same what I have been telling echelons of Japanese parliament and
government in the past years. It is really difficult and takes time to lin=
e
up good people for a project. We are lucky so far on this regard with our
Amazon project. Our Amazon project is to be a model how to effectively
utilize the Japanese ODA fund, i.e, valuable Japanese taxpayers=B9 money.
