Nigerian nation building with global e-learning and e-healthcare.

(2) Referring to your Point 1, GLOSAS/USA, a non-profit organization, was
the founder of the Global University System (GUS) which headquarters is

(4) Referring to your Point 1, we are building global e-learning and
e-healthcare centers around the world, starting in Amazon, Japan, Spain,
Cuba, etc., etc., along with this GUS/UNESCO/UNITWIN Networking Program.

They are to be interconnected with Global Broadband Internet for course
exchange, joint development of web-oriented teaching platform, and any join=
t
research and development (e.g., on global environment issues), etc.

(5) Referring to your Point 2, I made my effort several years ago so that
the Japanese government pledged the $15 Billion for closing the digital
divide, especially in developing countries.

I have then been working on the recipient side, starting from Amazon and
then Cuba, Venezuela, etc.

This is a part of the Official Development Assistant (ODA) fund of the
Japanese government which annual amount is about $10 Billion.  This fund
usually goes through the so-called government channels, e.g., your proposal
with endorsements of high officials of your government will be sent through
appropriate governmental agency of your Nigeria to the Japan Embassy which
will then send it to the Japanese Ministry of Foreign Affairs in Tokyo for
their final decision.

The Japanese government bureaucrats are very smart and scrutinize your
proposal very meticulously.  You have to submit them very comprehensive
proposal, i.e., you have to do a very good home work to get their good
grade.  This is why I proposed three steps which I showed in the last
slides.

Since the ODA fund is Japanese tax payers=B9 money, this rigorous procedure i=
s
understandable.  Many Japanese ODA projects were, however, ill-reputed, so
that I would like to be very careful.

(6) Referring to your Point 4, we believe that e-learning alone nor
e-healthcare alone cannot be sustainable =8B both have to work together.
Packet-switching technology (invented by Dr. Paul Baran, one of our list
members) of Internet enables us to SHARE valuable telecom media.  Our GUS i=
s
expanding this sharing concept to share information and knowledge, -- and
ultimately even sharing wisdom and joy for the world peace keeping.

(7) Many thanks for the copy of your msg to Prof. Aniebonam (ATTACHMENT II
and VII).

I am very delighted to hear that you are making substantial progress in the
same direction and vision of our GUS. i.e., =B3e-learning and e-healthcare fo=

all=B2 at anywhere, anytime, and at any pace.  I think we are making
revolutions not only in educational field but also in every aspects of
society in global scale through the use of advanced Internet.

(8) In due course of conducting a series of workshops (mentioned in the
above slide show at the conference), we would like to reciprocate your offe=

(8) It was my great pleasure to have met with you at the NIDO/Professional
Summit.

Our telemedicine demonstration in May of 2000 sent echocardiogram of a real
patient from Manaus, Amazon to the University of Michigan to have a
real-time diagnosis by an expert doctor.  The doctor happened to receive tw=
o
large grants from the National Institute of Health, and was happy to meet
with the patient he wanted for his research.

During our proposed workshops in Nigeria, we may conduct similar
telemedicine demo and may ask your liaison with the University of Michigan
and help of the Association of Nigerian Physicians in America (ANPA).

in Item (5) above.  In its first page, you can download the entire
PowerPoint slide file.

(11) Pls click =B3Dr. Takeshi Utsumi's Overall Activities=B2 at the top left
corner of the home page of our web which URL is listed at the end of my
e-signature below.  You can then find our application (Draft #4) for the
Grass Root Fund of the Japanese Government in the sub-section of
GUS/Brazil/Amazon.  This is to create a community development network in th=
e
City of Manaus in the middle of rain forest jungle =8B with the use of
broadband wireless Internet units.

Our InfoDev grant application in the same sub-section proposes to conduct a
large workshop in Manaus for our Amazon project =8B we are now seeking the
fund from other sources to have the workshop in early next year.  (This is
the Step 3 which I mentioned in my slide show at the NIDO conference).

Our GUS/UNESCO/UNITWIN Networking Chair Program (mentioned above) would be
very happy to be of any help for the nation building of Nigeria with the

(13) My first step (as mentioned in my slide show at the conference) would
then be to visit Nigeria to meet with a champion who has tenacious zeal to
move forward our project in earnest.

(14) We greatly appreciate to hear of your offer of help to our project
(ATTACHMENT VIII).

Yes, we will need your people=B9s assistance, for example, to submit our
travel grant application to the US National Science Foundation for American=

attending our mini-workshop (Step #2 mentioned in my slide show at the NIDO
conference =8B see also the slide at the URL mentioned in Item (5) above).
The application has to be submitted from a university in the US, as Montana
State University did for our workshop at the University of Tampere in Augus=

"neighboring" parts of Africa and beyond.

been preaching since getting to Nigeria on this special assignment. We
neither need the duplication of effort nor reinventing any wheel if

as things had degenerated so markedly during the past 20 years of bad and
autocratic governance.

I do hope that Charles Eke will include a visit to the NOUN to discuss

and distance learning environment and a specialist in Computer engineering
technology or Information & Communication Technology with the following

a good knowledge of Web technology, in particular, Web-based Instruction an=

on-line learning environment, digital broadcasting
analog and digital electronics circuit design, microprocessor-based
programming, communications network design, electronic materials and
devices;=20
LAN, WAN, wireless technology, satellite technology, and
excellent computer skills (e.g.  HTML, XML, database management) and
especially networking, database design and management, call centre

The person is required to assist us to evaluate the various proposals for
the use of and setting up the ICT/Satellite/Broadcasting-based delivery

They are to be interconnected with Global Broadband Internet for course exc=
hange, joint development of web-oriented teaching platform, and any joint re=
search and development (e.g., on global environment issues), etc.<BR>

(5) Referring to <B>your Point 2,</B> I made my effort several years ago so=
 that the Japanese government pledged the $15 Billion for closing the digita=
l divide, especially in developing countries.<BR>
<BR>
I have then been working on the recipient side, starting from Amazon and th=
en Cuba, Venezuela, etc.<BR>
<BR>
This is a part of the Official Development Assistant (ODA) fund of the Japa=
nese government which annual amount is about $10 Billion. &nbsp;This fund us=
ually goes through the so-called government channels, e.g., your proposal wi=
th endorsements of high officials of your government will be sent through ap=
propriate governmental agency of your Nigeria to the Japan Embassy which wil=
l then send it to the Japanese Ministry of Foreign Affairs in Tokyo for thei=
r final decision.<BR>

</FONT><BLOCKQUOTE><FONT FACE=3D"Courier">According to the info I received fr=
om the Japanese Ministry of Foreign Affairs, they provided Nigeria in 2000 w=
ith Y1,200,000,000 (about US$9.5 million) for a electric power project in ru=
ral area and Y530,000,000 (about US$4.1 million) for polio eradication as no=
n-tied aid.<BR>
</FONT></BLOCKQUOTE><FONT FACE=3D"Courier"><BR>
</FONT><BLOCKQUOTE><FONT FACE=3D"Courier">The University of South Pacific (US=
P) in Fiji received about $13 to 15 million from the Japanese government to =
establish their satellite Internet to connect a dozen nearby islands &#8212;=

igerian project, too) are to follow the precedence of the USP.<BR>

The Japanese government bureaucrats are very smart and scrutinize your prop=
osal very meticulously. &nbsp;You have to submit them very comprehensive pro=
posal, i.e., you have to do a very good home work to get their good grade. &=
nbsp;This is why I proposed three steps which I showed in the last slides.<B=
R>
<BR>
Since the ODA fund is Japanese tax payers&#8217; money, this rigorous proce=
dure is understandable. &nbsp;Many Japanese ODA projects were, however, ill-=
reputed, so that I would like to be very careful.<BR>

(6) Referring to <B>your Point 4,</B> we believe that e-learning alone nor =
e-healthcare alone cannot be sustainable &#8212; both have to work together.=
 &nbsp;Packet-switching technology (invented by Dr. Paul Baran, one of our l=
ist members) of Internet enables us to SHARE valuable telecom media. &nbsp;O=
ur GUS is expanding this sharing concept to share information and knowledge,=
 -- and ultimately even sharing wisdom and joy for the world peace keeping.<=

Our telemedicine demonstration in May of 2000 sent echocardiogram of a real=

arge grants from the National Institute of Health, and was happy to meet wit=
h the patient he wanted for his research. <BR>

s you must know, our telephone system are not very reliable and therefore ma=
kes internet access a problem. We think wireless is the way to go, with poss=

I appreciate your response and comments about collaboration which I have be=
en preaching since getting to Nigeria on this special assignment. We neither=
 need the duplication of effort nor reinventing any wheel if available elsew=
here. Besides, time is of essence in moving ahead in Nigeria as things had d=
egenerated so markedly during the past 20 years of bad and autocratic govern=
ance.<BR>

I do hope that Charles Eke will include a visit to the NOUN to discuss furt=
her the proposed project when he comes to Nigeria next week.<BR>

By the way, is there any NIPTA member with considerable experience in open =
and distance learning environment and a specialist in Computer engineering t=
echnology or Information &amp; Communication Technology with the following e=
xpertise: <BR>
a good knowledge of Web technology, in particular, Web-based Instruction an=
d on-line learning environment, digital broadcasting <BR>
analog and digital electronics circuit design, microprocessor-based program=
ming, communications network design, electronic materials and devices; <BR>
LAN, WAN, wireless technology, satellite technology, and <BR>
excellent computer skills (e.g. &nbsp;HTML, XML, database management) and e=
specially networking, database design and management, call centre technology=
. <BR>
The person is required to assist us to evaluate the various proposals for t=
he use of and setting up the ICT/Satellite/Broadcasting-based delivery platf=
orms for the delivery instruction to NOUN students at the various study cent=

If there is such a person who plans to come to Nigeria for summer holidays,=
 we will be pleased to have him/her advice us for whatever period that can b=
