(1) It was certainly my great pleasure to have spoken with you over a phone
a few weeks ago.
I was very delighted to hear of your plan to hold a workshop on global
e-learning and e-healthcare in the fall of 2003.
Dear Tapio:
(2) You met Prof. Yamasawa during our =B3Emerging Global Electronic Distance
Learning (EGEDL)=B2 held at your University of Tampere in August, 1999.
(3) Your previous msg asked me when the workshop would be held at Prof.
Yamasawa=B9s Shinshu University, in relation with the scheduling and reportin=
g
of your GUS/UNESCO/UNITWIN Networking Chair Program to UNESCO in Paris.
Prof. Yamasawa=B9s workshop was postponed one year. This is because all
public universities in Japan are currently in the process of major
reformation. They will no longer be national universities, but will become
independent educational organizations as similar to the public universities
in the US from April of 2004. Therefore, Prof. Yamasawa and his colleagues
are now very busy for preparing this reformation. This means that those
universities have to compete each other with unique excellencies to have
enrolling students whose numbers are dwindling year after year in the past
decades in Japan due to her population shift =8B thus forcing some of them
even to bankrupt.
For this uniqueness, I proposed Prof. Yamasawa to make his Shinshu
University a global e-learning and e-healthcare center for Asia and the
Pacific, in cooperation with the same under your GUS/UNESCO/UNITWIN
Networking Chair Program -- with the following three major schemes;
> (a) To make Shushu University as a hub of broadband Internet, in addition=
to
> community development networks with broadband wireless Internet (as simil=

Prof. Yamasawa thought that the public announcement of such a future vision
of his new Shinshu University, if accepted and approved, might be more
effective to be done at the workshop in the fall of 2003, instead of the
fall of this year.
You are now incubating GUS at your university which eventually is to become
an independent incorporated organization. In the same way, this center may
be incubated by Prof. Yamasawa=B9s engineering department starting with the
workshop, before its becoming an independent entity.

your workshop as soon as possible, since its success solely depends on good
and long range preparations =8B luckily, the officers of the Japan
International Cooperation Agency (JICA) already indicated their willingness
to contribute Y10,000,000 (about US$75,000) for the traveling costs of
inviting attendees from developing countries, when you and I visited them
last August.
(9) I look forward to receiving your invitation for my talk and mtg with th=
