have been a very useful text for your city planning teaching.

(3) My interest in the SD is for its use by youngsters around the world for
promoting their mutual understanding of inter-relatedness and
inter-dependency of world phenomena across various barriers and boundaries
of nations, continents and oceans, cultures for their constructing and
keeping the world peace.  This is why I have been advocating the Globally
Collaborative Environmental Peace Gaming with globally distributed computer
simulation through global neural computer network in the past three decades=
,
as mentioned in the above Item (1)-(a).

Our Amazon project (see below) is to establish a major global e-learning
center in the middle of Amazon rain forest which produces 20% of oxygen =8B
without which none of us and any animal can live.  This center will be a
counterpart of our GUS/UNESCO/UNITWIN Networking Chair Program which
headquarters is at the University of Tampere in Finland =8B see the following=

(5) I am very glad to hear that you are successfully concluding your long
trips in different continents (e.g., South America, South Africa, India,
etc., etc.) in the past few months.  Pls have a very safe and pleasant trip
back.

(6) Incidentally, I visited Ms. Rennie at Tinker Foundation on 4/18th =8B
which is the well known funding source for projects in Latin America, the
Caribbean, Spain and even Antarctica =8B see their web listed in her address
below.

She indicated her strong interest in our Amazon project and encouraged us t=
o
submit our grant application =8B deadline on 9/1st and its decision in
December.  She even predicted that, if everything goes well, we may be able
to conduct our planned workshop in early month of the next year.  She also
kindly indicated her willingness to introduce our project to other funding
sources which may be interested in global e-learning and e-healthcare.

Dear Alex:

(7) Pls inform me which early month of 2003 would be convenient for your
people to have the workshop in Manaus.

(8) Pls visit Tinker=B9s web site to learn about the grant application
procedures.

I gave Ms. Rennie a complete set of our InfoDev application in hard copy an=

CD forms.

She suggested that we may extract most of the materials from the InfoDev
application.  I will do this in the coming month and will send you its draf=

for your approval.

(9) I will also work on the NSF travel grant application for Americans
attending the workshop =8B which is to be submitted by Dean Sutphin of Cornel=
l
University =8B we visited the NSF last fall to discuss this matter and they
are waiting our application.

(10) You may recall that Ellie Alavi of the InfoDev suggested us to submit
our travel grant application to the InfoDev=B9s Conference Scholarship Fund
<http://www.infodev.org/icsf/index.html> during our visit last fall.

I talked with her later over phone and she told me that the grant is up to
US$50,000 (but usually around US$20,000 to 25,000) for those attendees from
developing countries.  Pls send me names and full addresses of your selecte=

seminar on the Impact of Internet and Information Technology in Latin
America which was sponsored by Tinker Foundation, on 4/12th.

(12) Many thanks for your recent msgs with kind suggestions.  I also thank
you for your introduction of our Amazon project to your colleagues.

I will follow your suggestions and wait for Ms. Cutler=B9s response.

(13) Our Amazon project is a part of our Global University System program
and both are long-range.  Therefore, the former may need to submit a grant
application to the Inter-American Agency for Cooperation and Development
(IACD) in the near future.  This is why I would like to know from Ms. Cutle=
r
the next cycle of the IACD grant program.  Since our Amazon project will
also be soon related with UNAMAZ (a consortium of 77 universities in 8
Amazonian countries), we may need to know how to submit our application fro=
m
which of your agencies in which countries, etc.

This was written with Arturo Garzon of your organization =8B I also arranged
his travel fund to attend the conference.

(15) Around that time, Canadian International Development Agency (CIDA) gav=
e
$250,000 (3 years) to your OAS for the CREAD (distance education) project o=
f
the Open University in Caracas, Venezuela, which later moved to Pennsylvani=
a
State University =8B CREAD is now becoming a major international e-learning
program of Penn State and Sloan Foundation is providing them with
multi-million dollar funds.

At that time, thanks to my previous effort of deregulating the Japanese
telecom policies for the use of email in early 1980s, I had a privilege of
distributing free email accounts of Telenet (a predecessor of Internet) to
many colleagues in Latin America =8B including CREAD colleagues and Arturo,
etc.  Their total usage in a 18 month or so period amounted almost
$1,000,000 commercial value!!  This was because Telenet could mix fax
address with email address (see Arturo=B9s address with fax number below whic=
h
is the same as I used with Telenet), and many of Latin American countries
did not have proper data telecom, not to mention of Internet, at that time
yet =8B BTW, even the current Internet cannot do the same either.  Our Latin
American colleagues therefore loved this special feature very much.

e $250,000 (3 years) to your OAS for the CREAD (distance education) project =
of the Open University in Caracas, Venezuela, which later moved to Pennsylva=
nia State University &#8212; CREAD is now becoming a major international e-l=
earning program of Penn State and Sloan Foundation is providing them with mu=
lti-million dollar funds.<BR>
<BR>
At that time, thanks to my previous effort of deregulating the Japanese tel=
ecom policies for the use of email in early 1980s, I had a privilege of dist=
ributing free email accounts of Telenet (a predecessor of Internet) to many =
colleagues in Latin America &#8212; including CREAD colleagues and Arturo, e=
tc. &nbsp;Their total usage in a 18 month or so period amounted almost $1,00=
0,000 commercial value!! &nbsp;This was because Telenet could mix fax addres=
s with email address (see Arturo&#8217;s address with fax number below which=
 is the same as I used with Telenet), and many of Latin American countries d=
id not have proper data telecom, not to mention of Internet, at that time ye=
t &#8212; BTW, even the current Internet cannot do the same either. &nbsp;Ou=
r Latin American colleagues therefore loved this special feature very much.<=

Martha Bograd, then the Director of Education Program of the Americas Socie=
ty, gave me a travel fund with her friend in Santiago, Chile for my attendin=
g the mtg of International Council for Distance Education (ICDE) in Cordova,=
 Argentina in late 1980s. &nbsp;I met many of Latin American colleagues to w=
hom later I gave the free accounts of Telenet, and also conducted many works=
hops on how to use it in various locations in Latin American and the Caribbe=
an &#8212; subsequently I had a wonderful experience of VIP treatment in Mon=
terrey, Mexico &#8212; see Item (7) of my previous list distribution &#8220;=
