Dear Mr. Kobayashi:
(1) Prof. Alex Rivas and I greatly thank you for your sending us an
application form of the Grass Root Fund last fall.
(2) Pls visit "Community Development with E-Learning and E-Healthcare in
Amazon, Brazil" -- Grant application submitted to the InfoDev of the World
Bank (1/25/02)" at
http://www.friends-partners.org/GLOSAS/Manaus%20Workshop/InfoDev_Applicatio=
n
/InfoDev_Prop_Final_Web/Main_Proposal.htm
Although we have not received their final evaluation result yet, you may be
able to check its current status at
http://www.infodev.org/projects/proposals.htm
(3) Pls also visit its APPENDIX IV for the Manaus Community Development
Network at
http://www.friends-partners.org/GLOSAS/Manaus%20Workshop/InfoDev_Applicatio=
n
/InfoDev_Prop_Final_Web/Appendices/IDP-Appendices.htm
In the first stage of our project, we plan to provide wireless broadband
Internet to several non-profit organizations in the City of Manaus,
including Natural Science Museum (created and run by the Japanese community
in Manaus), Josefina de Mello primary and secondary school (a Japanese
community school in Manaus).
> We hope that Japanese children at the Japanese school can communicate wit=
h
> their counterparts in Japan with email, videoconference and access webs i=
n
> Japan easily via the Internet.
In the second stage, we also plan to provide similar Internet to some of
Japanese firms in Manaus which are listed in the APPENDIX IV.
> Incidentally, Prof. Rivas received the list from the Japanese Consulate i=
n
> Manaus, and if the consulate wishes to have the broadband Internet, we ma=
y
> also connect it, too.
>=20
We hope that this procedure of our project will sufficiently distinguish th=
e
use of the Grass Root Fund, if granted, as Ms. Matsuda suggested (ATTACHMEN=
T
I).

(4) We are now start preparing the application.
The language capabilities of Prof. Rivas are Portuguese and English and of
mine are English and Japanese, hence, the common denominator language is
English.
Since our project is a joint one, we need to use the common language.
I would then like to inquire if our application can be submitted in English=
,
instead of Portuguese, from the University of Amazona of Prof. Rivas.
Looking forward to hearing from you soon on this matter,
Best, Tak

Dr. Utusmi,
The person who is handiling "grassroot fund" is Mr. Tomohiro KOBAYASHI in
Economic affairs section in the Embassy.
Tel: (55)61-242-6866
Fax: (55)61-443-9685
He has an e-mail address which I do not know. I would recommend to contact
him
first by telephone and ask him if he prefer to be contacted by e-mail or
fax.
When you apply to the fund, make sure that the part can be distinguished
from
the other part so that the people involved can recognize that part is
financed
by Japan.
