facts-finding and assessment trip to Caracas next month or so, and to hold =
a
mini-workshop in Caracas in the coming June to form a coalition/team of you=
r
project (as similar to the CampusNet Amazonia of Alex Rivas in Manaus,
Brazil).

As you are a former minister of health of Venezuela, you have a very good
asset of knowing how to go-by with the various governmental channels in
Caracas to pass the project proposal (with feasibility study and market
survey, etc., which will be constructed as holding a large workshop with th=
e
coalition members, probably a half year later of the mini-workshop) to the
Japan Embassy in Caracas in order to obtain the non-tied cultural aid of th=
e
Japanese government.  Your previous experience of receiving $500,000 from
the Japanese government would also be very helpful.

Also, as you are the current Executive Director of the Panamerican
Federation of Associations of Medical Schools (which has almost 304 medical
school members), your project in Venezuela may well be modeled to other
parts of South America, once it will succeed.
