(1)  Pls visit "Community Development with E-Learning and E-Healthcare in
     Amazon, Brazil" -- Grant application submitted to the InfoDev of the
     World Bank (1/25/02)" at;

(2)  This grant, if approved, is to hold an international workshop to
     brainstorm on and to form a committee for the deployment of broadband
     Internet in Amazon, Brazil, with CampusNet via satellite and the
     community development networks with wireless units.  This is a
     community development approach with the involvements of all schools,
     libraries, hospitals, local governments, non- and profit-organizations
     to have global E-Rate.  Joint contents development, teacher and
     general-public training for digital literacy will also be discussed
     for poverty and isolation reductions. The resultant comprehensive
     documents will be submitted to the Japanese government's "non-tied
     cultural aid."  Global University System will emulate this project in
     other developing countries around the world in the future.

(3)  This application is a result of a long and hard effort to promote
     sustainable development in Amazonia.

     For the construction of this application, Alex diligently, faithfully
     and tenaciously performed his substantial effort as following my
     initial suggestion made at the closing remark of our workshop on
     "Emerging Global Electronic Distance Learning (EGEDL#99)" in August,
     1999 at the University of Tampere, Finland <http://www.uta.fi/EGEDL>,
     which was financially supported by the InfoDev, the US National
     Science Foundation and many others.

(4)  Alex and I also express our sincere gratitude to Jackson (particularly
     on the construction of APPENDIX I), Roberto and Steve (for the
     translations of APPENDICES I and II), and many other colleagues who
     contributed to this project proposal so far -- sorry I could not list
     them here, since this msg gets too long.

(5)  ATTACHMENT I below is the list of appendices and ATTACHMENT II the
     list of Prospective Joint Programs and Projects.

     As you see in Item #5 of the main application, the InfoDev recommend
     us to submit the letters of commitment by the participating
     organizations.  However, because of time constraints, we could not get
     them.

     Therefore, I would greatly appreciate it if you can kindly send your
     brief email msg (cc to me) indicating your commitments to participate
     in this project to;

                    List of APPENDICES

APPENDIX I          CampusNet Amazonia
     Approved by the Brazilian Government with a pledged US$2,800,000 fund
     and under Implementation (Total about US$10 million to be distributed
     among six federal Universities in the Brazilian Amazonia: Amazonas,
     Pará, Acre, Rondônia, Roraima and Amapá.)

APPENDIX II         Nucleus for Technology in Distance Education and Tele
                    -medicine (NATESD)
     Document presenting principles and guidelines for the use of Internet
     and other technological tools.

APPENDIX III        Protocol of CampusNet Amazonia Consortium
     A consortium formed by Federal Universities of Amazonas, Pará, Acre,
     Rondônia, Roraima and Amapá.  This document formalizes the creation of
     a virtual campus in order to promote development in Amazonia through
     e-learning and e-health.

APPENDIX IV         Manaus Community Development Network
     A star type network linking initially Federal University of Amazonas,
     Amazonia Network Foundation (the main regional TV network), two
     state's primary and secondary schools, two municipality's primary and
     secondary schools, Natural Science Museum (created and run by the
     Japanese community in Manaus), Josefina de Mello primary and secondary
     school (a Japanese community school in Manaus), and Getulio Vargas
     Foundation branch in Manaus (ISAE). (Hemocentro do Amazonas - HEMOAM
     [Amazonas State Blood Center] is to be added in the configuration
     diagram later.)
