(4) Another major contribution of GLOSAS towards fostering global dialogue
and creating learning environments has been the innovative distance teachin=

trials conducted in our Global Lecture Hall (GLH)TM -
multipoint-to-multipoint multimedia interactive videoconferencing, using
hybrid delivery technologies. Thanks to these efforts, I received the
prestigious Lord Perry Award for the Excellence in Distance Education in th=
e
fall of 1994 from Lord Perry, the founder of the U.K. Open University. The
two-year senior recipient of the same award was Sir Arthur C. Clark, the
inventor of satellite. It is the highest honor in the emerging distance
education field which is not covered in Nobel Prize.

The CampusNet/Amazonia is to connect 6 universities via broadband digital
satellite -- see ANNEX I of Item (5)-(a) above. Its ANNEX IV also shows
Manaus Community Development Network which will connect about a dozen
non-profit organizations in the City of Manaus at the middle of rain forest=
.
This includes medical facilities and blood centers.
This workshop is to brainstorm for the construction of comprehensive
documents on the feasibility study and market survey of those two projects.
The comprehensive documents (probably about US$10 million for telecom
facilities of the CampusNet) will be submitted to the Japanese government
later for their =B3non-tied cultural aid.=B2
The main objective of this workshop is then to form a committee which will
construct the feasibility study and market survey of the telecom connection
part of the CampusNet in the few months after the workshop is over.

International Alert Perspectives on the Current Global Conflict
The staff of International Alert and its Board of Trustees have been deeply
affected by the recent events in the United States, and the resulting war i=
n
Afghanistan. We feel sadness for all victims of violence, and commit
ourselves afresh to exploring ways in which these destructive conflict
cycles can be replaced by more positive processes.
International Alert is committed to the peaceful transformation of violent
conflict. We believe that there are many methods for resolving conflict wit=
h
justice, and that it is always worth trying to imagine processes that do no=
t
rely on the use of violence or force. While we recognise the rights of
peoples and groups to defend themselves, and to protest or struggle against
social injustice and political violence in ways which make sense to
themselves, we want to believe that fundamental structural change is most
effectively and efficiently pursued through peaceful means.
In the current situation, as of mid-November 2001, the US and its allies ar=
e
engaged in military and humanitarian crisis response. Some of their
objectives will be met, but new problems are emerging. There are definite
limitations to military solutions. It is not too late, in fact it is
imperative, that we begin thinking about ways in which the international
community can develop more integrated and holistic responses which combine
humanitarian, political, and long term peacebuilding approaches. Short and
medium term strategies should be conflict sensitive and aimed at long term
structural change and positive peace.
Long term solutions will require that many actors be incorporated in their
design and implementation. To this end International Alert promotes
dialogue, including sometimes difficult conversations within and between
diverse communities and societies. These are critical to the construction o=
f
long term coalitions for sustainable peace. This peace rests on the pillars
of security and justice. It is not dependent on coercion or the threat of
violence but rather the transformation of dysfunctional social
relationships. These dialogues often require expert facilitation and take
place at many different social levels. They should usually be conducted in
metaphorical 'safe spaces' where people can take risks to understand and
respect one another. In thinking about the future of Afghanistan, for
example, NGOs and others can design conversational processes which will
supplement official level discussions about ways of building trust and
working relationships between the diverse ethnic, political and military
factions.=20
An assumption central to all of our work is that parties to conflicts must
always be central to their resolution. It is necessary, therefore, to find
representatives of all parties, factions, constituencies, peoples,
communities, cultures, political groups, states, and recognise and promote
their participation in dialogue, analysis, problem solving, confidence
building, and all other forms of peacebuilding. Sometimes, the use of
violence, or a disinclination to participate in dialogue is another way of
signalling need. It is imperative, therefore, that those who participate in
dialogue processes take the time to understand the deeper motivations of
those who choose to communicate through violence.
International Alert is committed to analysis which examines the root causes
of conflicts, and to structural changes which address both the symptoms and
origins of violence. This approach is fundamental to understanding and
addressing the manifestations of the current global crisis. In this vein,
issues of identity, security, recognition, religion, and socio-economic,
psycho-social, and historical frameworks all need to be examined, analysed,
and employed. It is not enough to do independent conflict analysis. It is
critical for the parties to conflict to engage in their own analysis at
every level of community and society. This is one of the aims of our
dialogue processes.
The calamitous events of 2001 have been humbling for all of us. They
illustrate how much we have to learn about solving problems and building
peace. At International Alert, we remain committed to a deepening of our ow=
n
learning, in collaboration with those in conflict. Through this
collaboration with others we work to achieve human security where there is
insecurity; peace with justice, and the inclusion of all peoples in those
social processes which affect their lives and well being.

International Alert Perspectives on the Current Global Conflict <BR>

The staff of International Alert and its Board of Trustees have been deeply=
affected by the recent events in the United States, and the resulting war i=
n Afghanistan. We feel sadness for all victims of violence, and commit ourse=
lves afresh to exploring ways in which these destructive conflict cycles can=
be replaced by more positive processes. <BR>
<BR>
International Alert is committed to the peaceful transformation of violent =
conflict. We believe that there are many methods for resolving conflict with=
justice, and that it is always worth trying to imagine processes that do no=
t rely on the use of violence or force. While we recognise the rights of peo=
ples and groups to defend themselves, and to protest or struggle against soc=
ial injustice and political violence in ways which make sense to themselves,=
we want to believe that fundamental structural change is most effectively a=
nd efficiently pursued through peaceful means. <BR>
<BR>
In the current situation, as of mid-November 2001, the US and its allies ar=
e engaged in military and humanitarian crisis response. Some of their object=
ives will be met, but new problems are emerging. There are definite limitati=
ons to military solutions. It is not too late, in fact it is imperative, tha=
t we begin thinking about ways in which the international community can deve=
lop more integrated and holistic responses which combine humanitarian, polit=
ical, and long term peacebuilding approaches. Short and medium term strategi=
es should be conflict sensitive and aimed at long term structural change and=
positive peace. <BR>
<BR>
Long term solutions will require that many actors be incorporated in their =
design and implementation. To this end International Alert promotes dialogue=
, including sometimes difficult conversations within and between diverse com=
munities and societies. These are critical to the construction of long term =
coalitions for sustainable peace. This peace rests on the pillars of securit=
y and justice. It is not dependent on coercion or the threat of violence but=
rather the transformation of dysfunctional social relationships. These dial=
ogues often require expert facilitation and take place at many different soc=
ial levels. They should usually be conducted in metaphorical 'safe spaces' w=
here people can take risks to understand and respect one another. In thinkin=
g about the future of Afghanistan, for example, NGOs and others can design c=
onversational processes which will supplement official level discussions abo=
ut ways of building trust and working relationships between the diverse ethn=
ic, political and military factions. <BR>
<BR>
An assumption central to all of our work is that parties to conflicts must =
always be central to their resolution. It is necessary, therefore, to find r=
epresentatives of all parties, factions, constituencies, peoples, communitie=
s, cultures, political groups, states, and recognise and promote their parti=
cipation in dialogue, analysis, problem solving, confidence building, and al=
l other forms of peacebuilding. Sometimes, the use of violence, or a disincl=
ination to participate in dialogue is another way of signalling need. It is =
imperative, therefore, that those who participate in dialogue processes take=
the time to understand the deeper motivations of those who choose to commun=
icate through violence. <BR>
<BR>
International Alert is committed to analysis which examines the root causes=
of conflicts, and to structural changes which address both the symptoms and=
origins of violence. This approach is fundamental to understanding and addr=
essing the manifestations of the current global crisis. In this vein, issues=
of identity, security, recognition, religion, and socio-economic, psycho-so=
cial, and historical frameworks all need to be examined, analysed, and emplo=
yed. It is not enough to do independent conflict analysis. It is critical fo=
r the parties to conflict to engage in their own analysis at every level of =
community and society. This is one of the aims of our dialogue processes.<BR=

The calamitous events of 2001 have been humbling for all of us. They illust=
rate how much we have to learn about solving problems and building peace. At=
International Alert, we remain committed to a deepening of our own learning=
, in collaboration with those in conflict. Through this collaboration with o=
thers we work to achieve human security where there is insecurity; peace wit=
h justice, and the inclusion of all peoples in those social processes which =
