(1)  Many thanks for your msg (ATTACHMENT I) in response to my previous
     list distribution "[gu-l] (12/15/01) Possible Tanzanian connection"

(2)  Your Inquiry #1:
     ================

     At this stage, the invitation from your university is sufficient.

(3)  Your Inquiry #2:
     ================

     My fact finding trip needs to be financed by your university or
     someone on your side.  This is because we receive many requests and we
     cannot finance them with our limited resources.

          For example, our Brazilian colleague invited me and my wife for
          his workshop in October, 1998, we then invited him to our
          Tampere event in Finland, and then he invited me and our
          colleagues to his second workshop in May, 2000.  Reciprocity is
          always the basis of friendship and trust to bring successful
          project.

     If you can find a fund for this, it will accelerate our joint project.

     If you cannot find a fund, you may firstly apply for the Grass Root
     Fund which I mentioned in my previous msg.  This process may take a
     half year or so, if everything goes well.

(4)  Your Inquiry #3:
     ================

     As similar to our Amazon/Brazil project, the comprehensive document of
     the feasibility study and market survey, etc., with multi-million
     dollar cost estimates will be submitted to the Japanese government
     with endorsement letters from your ministers of health, education and
     telecom -- through your ministry of foreign affairs which will then be
     passed on to the Japan Embassy in Tanzania, and then to the Japanese
     Ministry of Foreign Affairs in Tokyo, in order to obtain their "non
     -tied cultural aid."

          Therefore, I would like to meet with high officials of those
          ministries during  my visit, in addition to officials of various
          departments of your universities.

     As similar to Manaus Community Development Network project in Amazon,
     Brazil, we suggest that you form a coalition of non-profit
     organizations in your major cities to which the broadband Internet
     will be extended with the use of inexpensive (about US$3,000) spread
     spectrum broadband (10 Mbps) wireless units.

          I would then also like to meet officials of some of those
          organizations during my visit.

     The success of our project can be ensured if those people will
     participate (or, at least, be informed) from the very beginning of our
     project.

(5)  Your Inquiry #4:
     ================

     (a)  After my fact finding, we will conduct a workshop in your
          locality.  This is;

          1.   to form a coalition of universities, secondary and
               elementary schools, libraries, hospitals, local
               governments, and non-profit organizations, etc.;
          2.   to have American and European scholars present their
               current experiences on global e-learning and healthcare;
          3.   to discuss the way how to have global e-learning and
               healthcare with your currently available narrow band
               Internet;
          4.   to discuss how such e-learning and healthcare can be done
               better if you have broadband Internet;
          5.   to configure next steps of feasibility study and market
               survey, etc. to implement broadband Internet in your
               localities; and
          6.   to plan joint fund raising for their activities, etc.

          We will jointly work on the fund raising of this workshop  
          particularly from the InfoDev of the World Bank, and also travel
          grant from the US National Science Foundation for Americans'
          attendances (as similar to our Amazon project), etc..

               a.   Pls visit Item (4)-(a) in my previous list
                    distribution mentioned above.

                    This is our grant application to the InfoDev for
                    the workshop in Manaus, Amazon.

               b.   Pls visit "Travel Grant Application: Mini-Workshop
                    for Pilot Project of Global University System in
                    the Philippines for Tele-learning and Tele-Health/
                    Tele-Medicine" at

                    This is for the workshop in Manila, the Philippines
                    (thought it has been postponed now), and is to be
                    submitted to the US National Science Foundation
                    from Montana State University.

                    A similar one will be submitted from Cornell
                    University for our workshop in Manaus, Amazon next
                    summer.             

     (b)  During my stay, I would like to visit the Japan Embassy to
          introduce you to them and to get the grant application of Grass
          Root Fund.  I would also like to visit the Japan International
          Cooperation Agency (JICA) to get the application form of their
          Community Empowerment Program.

          We can jointly work on their formulations, as we are doing for
          our Amazon project.

     (c)  The comprehensive document with multimillion dollar cost
          estimates for your project (which will be submitted to the
          Japanese government in the future) will be made with the experts
          we will introduce to you.  They are in broad range of e-learning, 
          e-healthcare, infrastructure, multimedia, etc., etc.

Dear Dr Takeshi Utsumi

Please refer to your recent responce to us regarding the implimentation of
modern health care information system in Tanzania.

Thank you for your strong interest and your offer of help and cooperation to
our project. We are very grateful to you for accepting to collaborate with us
and admitting us into your list for daily  updates.

The department has accepted your fact finding trip but would like to get
clarification on the following issues.

Firstly, the department would like to know the type of invitation you would
prefer. Whether you would prefer to receive the University invitation or
government invitation (Ministry of Heath-Tanzania) or both.

Secondly, the department enquires about expenses of your trip. Whether you
will incur those expenses yourself or not. This is because we have not
secured any funds for this project yet.

Thirdly, We would like to know the key personnel you would like to meet in
our locality when you arrive. Whether you would like to meet with other
officials in the University and/or Government. Let us know so that we may
inform them.

Fourthly, the department would like to know the type of assistance you expect
to offer in this project (financial, conceptual ,etc). Also,we would like to
know what next after your fact finding trip in our locality (jus give us a
hint)

We promise to visit japan Embassy in Tanzania and do as you suggested.

We will not hesitate to ask you incase of any clarification concerning those
grant forms.
