          My wife and I greatly appreciated to receive many responses from
          you, too.  Thank you very much, indeed.

(2)  My sincere congratulations to your new, exciting job!!  I am sure that
     you will enjoy with it and strive for it.

(3)  I thank you again for your kind introduction to Dr. Taro Nakayama in
     the spring of 1998, after he visited you at the WHO.  He has a medical
     doctor background, former Minister of Foreign Affairs, and the
     chairman of policy of the Liberal Democratic Party of the Japanese
     parliament.

     At that time, I mentioned to him that many of Overseas Development
     Assistant (ODA) fund projects of the Japanese government were ill-reputed (i), except only one of human genom project for which the
     Japanese government donated the first $1 billion, then the second $1
     billion by the British and the third by the US to have accomplished
     such a tremendous success.

          (i)  for example, I recently visited the UN Ambassador of a
          small island in the Pacific.  He told me that a Japanese ODA
          project constructed wireless analog telecom network on the
          island.  Since there was no privacy measures configured in the
          network, everybody of the island soon learned the privacies of
          other families, and hence they abandoned the use of the network
          soon after its inauguration!!  "What a waist!!," he exclaimed.

     I then proposed our Global Service Trust Fund (GSTF)(TM) (ii) to
     improve the image of Japan.  He immediately and open-handedly welcome
     it and assured to raise necessary fund (iii), and proposed to have an
     independent entity to handle it in a neutral city, such as Geneva,
     Switzerland (iv).

          (ii) for which Peter Knight is now striving -- see some of its

          (iii)     which was culminated to the US$15 billion pledge made by
          the Japanese government during the Okinawa Summit in July, 2000,
          to close the digital divide in developing countries.  UNESCO in
          Bangkok, Asia Development Bank in Manila, UNDP in New York have
          already got their share out of this fund.

          (iv) as discussing this project later, this has been changed to
          Washington, D.C. with Dr. Nakayama's approval.

     Therefore, I really appreciated your initial encouragement and help
     given to this GSTF project in 1997.

(4)  Although Dr. Nakayama was out of country trip, I and Prof. Yamasawa
     visited his office and left a copy of our Manaus/Amazon/Brazil project
     (v) to his secretary when I was in Tokyo last August.  She assured
     that he would be very interested in telemedicine part of this project
     (vi).

          (vi) as mentioned in the InfoDev application, we conducted a
          telemedicine demonstration in Manaus, Amazon, as connecting with
          the University of Michigan -- by the kind help of Prof. Bashshur
          (your friend) and his colleague.  The echocardiogram of a real
          patient was sent to a specialist doctor in Michigan.  He was
          very pleased to have the patient since he was looking for such a
          special disease of the patient as receiving two large research
          funds from the US National Institute of Health (NIH).  Doctors
          at the both sides discussed intensively how to diagnose and
          treat the patient.

(5)  As mentioned in those materials, we are working both on e-learning and
     e-healthcare/telemedicine.  This is because we believe that each of
     them alone cannot be economically sustainable for the use of broadband
     Internet.

     As you see in ANNEX IV of the InfoDev proposal, we will also take care
     of the "last-mile" issue to reach individual users with the community
     development networks in the cities of main campus of the affiliated
     universities of the CampusNet.  This network connects non-profit
     organizations with broadband (10 Mbps) wireless Internet units, which
     will include hospitals, clinics, and blood centers, etc.

     Here, I wonder if you can help us on the privacy issue with those
     digital networks, lest we should repeat the failure at the Pacific
     island with the Japanese ODA funds mentioned above.

     Pls browse through the above materials and inform me of the 
     availability of your expertise.  We plan to submit a comprehensive
     document to the Japanese government to fund the CampusNet.  If
     possible, we would like to include some proposal on the privacy issue,
     especially aiming on e-healthcare.

I wish to take the opportunity and confirm that I have left WHO to take a
senior position, as of October 2001, with a Geneva-based, Swiss Internet
company that specialises in the security of transactions over computerised
networks.  I direct their support and services to countries and large
corporations for the establishment and implementation of technical electronic
strategies for the secure uses of Intranets and the Internet in eCommerce,
eGovernment and eHealth including TeleMedicine.  It is a fascinating area
that is growing by the day.
