I am sorry for my belated reply due to my trip to various
funding sources in Washington, DC last week for our Manaus/
Amazon/Brazil projects.
I am very glad to have met you at the conference in Sao Paulo,
Brazil in August of last year.
(2) I understand that the Grass Root Fund is for any kind of activities of
non-profit organizations.
As mentioned in my list distribution mentioned above, you can obtain
its application form at the Japan Embassy or Consulate.
(3) Your desire to support the poor and remote areas with higher education
may be in line with our Manaus/Amazon/Brazil project mentioned in the
list distribution. Pls also visit;

This is our grant application draft which is to be submitted to
the InfoDev of the World Bank.
(4) You may consider to implement a similar approach as CampusNet (see
ANNEX I of the application), which will connect 6 universities in
remote Amazon area via broadband digital satellite, and the Manaus
Community Development Network (MCDN) (see ANNEX IV of the
application), which will connect a dozen non-profit organizations in
the City of Manaus with the use of the broadband wireless Internet
units at about US$3,000/unit. This MCDN will later be emulated in the
cities of the main campus of the universities affiliated with the
CampusNet.

(5) Its ANNEX I describes the Multimedia Resource Centers (MRC) which may
also be similar to your desire of establishing support centers or
community library.
Brazilian government has already decided to provide most of necessary
funds for the construction of the MRCs. We are to raise funds from
the Japanese government for the telecommunication connections of the
CampusNet (via satellite) and of the MCDN (via wireless Internet
units) -- which total may be around US$10 million.
(6) Your university started with the use of a transponder on INTELSAT
(free of charge) under Project SHARE which was created by Joe Pelton
while he was at the INTELSAT. He is now one of the board members of
our GLOSAS/USA. According to him, you have now several million
students around the Mainland China.
I understand that they are receiving your distance education courses
through analog satellite. However, you may need to overhaul your
entire system to use broadband Internet as following the
recommendation made by the report on the Web-Based Education
Commission of the US Dept of Education.
In the US, analog satellite distance education is now less
than one third of the peak-time usage. Namely, the mere
replicating class-room type distance education is now
replaced with interactive web-based e-learning via
Internet.

This was made by David Byer -- I am sure that you met him
in Sao Paulo.
This report commends that the e-learning should be the center
piece of the US federal education policy.
Our Manaus/Amazon/Brazil projects go along with this
recommendation. Our CampusNet will use satellite as you
do, but in broadband digital satellite format instead of
analog.
(7) Once when you will have community development network with broadband
(10 Mbps) wireless Internet (as the MCDN), you may also follow the
suit of the City University of Hong Kong. They have about 500 laptops
to loan to students who can loam around the campus to access webs --
see the web site of For Che Mok below.
BTW, this is the same technology as my Apple/iBook/wireless
laptop which I am using now, i.e., with the protocol of 802.11b,
which may become much speeder at 60 Mbps with the protocol of
802.11a in the near future. With this speed, you can expect to
have smooth audio/video conferencings.
(8) One of the distance education courses you can expect to use such
broadband community network with laptop is the English as a Second
Language (ESL).
We are developing for this direction with David Levy who once had a
very successful everyday English course via radio around Mainland
China with almost 5 million students -- see our proposal at;

We also plan to use web-based e-learning for pronunciation which is
developed by Steven Donahue who claims that it is better and effective
than the one with face-to-face class-room approach.
(9) We would be very delighted to work with you, should you be interested
in following the suit of our Amazon/Brazil project.
BTW, Roger Boston has already been invited 5 or 6 times to
Mainland China (including Beijing last May) to demonstrate his
affordable and accessible e-learning via Internet -- see his web

I have noticed this Fund will go to Primary and Secondary education mainly.
Is it possible to support the poor and remote areas with higher education,
