(2)  As Mr. Kobayashi says, the Grass Root fund program in Brazil was
     started from 1999.  This might be the reason why the Japanese
     Consulate General in Manaus could not say anything about it when my
     wife and I visited him -- at the occasion when you kindly invited us
     for your workshop in 1998.

(3)  Pls obtain its application form and translate it into English so that
     I can help your composing it -- as I did for your grant application
     for the InfoDev of the World Bank.

          I visited the web site (Japanese version) he indicated and could
          not find the application form.  You may be able to find it in
          Portuguese version.

               This was made for Pakistan with Shahab in 1999, but some
               of terminologies may be usable.

(4)  Mr. Chikaraishi of JICA told me last August that the JICA also has a
     similar program, i.e., Community Empowerment Program.

          He recently told me that the evaluation of the application for
          the Grass Root fund is much quicker than JICA's program, since
          the decision of the Grass Root fund is made locally.

(5)  Pls visit Japan Embassy (or Consulate, and also JICA, if necessary)
     nearby your location and follow the similar procedures for your
     projects.

Dear Mr. Utsumi,

Thank you for your e-mail message. I am sorry for my late response to your
requests, due to the fact that the Embassy of Japan was closed on the 15th of
November. This time, I would like to give you some informations about the
Japanese Grass Root fund in Brazil.

In Brazil, the Japanese Grass Root fund was introduced in 1999 and has been
carried out by the Japanese Embassy and the 7 Japanese Cosulate in Brazil
since then. Each diplomatic mission has an specific district of jurisdiction.

Therefore, the Japanese Consulate in Manaus would be the responsible for the
analysis of the project that you have informed on your e-mail message.

When a project is chosen by the Japanese Grass Root fund, the total amount
granted is basically up to 10,000,000 yen per project. Any nonprofiting 
organization, like a local public entity, a municipal goverment, a State
goverment, a NGO, a medical institution, etc., can apply to the Japanese
Embassy or the Japanese Consulate (considered the districts of jurisdiction)
for the grant of the Japanese Grass Root fund.

You need to fill in the prescribed application form and submit it, acompanied
with photos of the prject site, three written estimates and a report of your
organization, to the Japanese Consulate in Manaus.

After submitting the above-mentioned form and the acompanying documents, the
Japanese Consulate in Manaus will examine whether your project will be
adopted or not. If your project is adopted, a Grant Contract will be
concluded between your organization and the Japanese Consulate. You can get
the application form (in Portuguese) from the homepage of the Japanese
Embassy in Brasil. The adress is "www.japao.org.br".

I will directly inform Dr. Alexandre Rivas about the above-mentioned
information, how to get the application form and the person in chage, address
and telephone number of the Japanese Consulate in Manaus. If you need those
or further informations, please feel free to contact me anytime.

When you apply to the fund, make sure that the part can be distinguished from

This is the newest version 6 of our InfoDev grant application with English
translations of annexes   I gave you its first draft copy without the
translation at my visit to your office last August.

ANNEX-IV shows the list of Japanese companies in Manaus which Prof. Rivas
received from Japanese Consulate in Manaus.  As said in the application, one
of benefits out of our project is to connect a Japanese school in Manaus with
their counterpart in Japan so that they can easily converse each other.  BTW,
people of major Japanese companies, e.g. Matsushita, etc. in Tokyo
appreciated to hear of this plan since they have their large plants in
Manaus.

(3) Although we will request the major portion of the workshop funds to the
InfoDev of the World Bank and the US National Science Foundation, etc., we
further need additional funds (e.g., for coordination, travel expenses to
visit other locations of CampusNet universities for site survey, etc.).

(4) We would then be very delighted if you can kindly inform me the name and
address (tel/fax, email, etc.) of the person at the Japan Embassy in Brazilia
who is handling the Grass Root fund so that Prof. Rivas will contact him/her
on how to apply for it.
