(1) It has been some time since our last correspondence. I hope you are
well and fine.
I thank you again for your assistance to our highly successful
workshop/conference on "Emerging Global Electronic Distance Learning
(EGEDL 99)" <http://www.uta.fi/EGEDL/> held at the University of
Tampere, Finland in August of 1999 with the fund of your InfoDev.
As you know through its final report submitted to you, the event
brought together about 60 decision-makers and leaders in e-learning
and telemedicine from 14 underserved countries who discussed practical
solutions for the implementation of affordable global e-learning
across national boundaries. They brainstormed and the workshop
recommended the formation of the following three interrelated
organizations:
(a) Global University System (GUS),
(b) Global Broadband Internet (GBI),
(c) Global Service Trust Fund (GSTF) (TM).

The group also formulated specific pilot projects focused on major
regions of the world to reduce the growing digital divide between
information-rich and information-poor populations, as realizing
"education and healthcare for all," at anywhere, anytime and at any
pace.
(2) Our Brazilian colleague, Prof. Alex Rivas, attended our Tampere event
with the InfoDev fund we provided to him.
He then conducted a successful workshop and demonstration on distance
learning and telemedicine in May of 2000 in Manaus, Amazon, Brazil --

Incidentally, this event in Manaus was the second after the
first one he also successfully conducted in the fall of 1998
which demonstration spanned from Tokyo to Houston, and to
Ukraine.
(3) Those two events in Manaus enabled him to form a coalition,
(CampusNet) of 6 Federal Universities in Amazon area in Brazil and a
coalition (Manaus Community Development Network) of about a half dozen
non-profit organizations in Manaus to connect each other by broadband
digital satellite for the former and by broadband wireless Internet
units for the latter. Their primary objectives are to promote e-
learning and e-healthcare.
We are now formalizing our GUS, as applying UNESCO for a member
of UNESCO/UNITWIN Networking Program -- see Section III of our

We are inviting Prof. Rivas to become a counterpart
GUS/UNESCO/UNITWIN Chair.
(4) Prof. Rivas then came up his first draft of his grant application to
your InfoDev which can be retrieved at

He plans to conduct his third workshop in order to conduct the
feasibility study and market survey for the sustainable deployment of
the CampusNet and Manaus Community Development Network.

(5) The resultant comprehensive documents (with rough cost estimate at
around US$15 million) will be submitted to appropriate Brazilian
governmental agencies which will be forwarded to the Japanese Embassy
in Brazilia and then to the Japanese government in Tokyo for their
funding.
I have already given the hard copy of the InfoDev application
draft to them, e.g., Japanese Ministry of Foreign Affairs (MOFA)
and the Japan International Cooperation Agency (JICA) and
received their favorable responses.
BTW, I worked to have the Japanese government pledge $15
billion to close the digital divide in developing
countries (3 years), during the Okinawa Summit in July
2000. UNESCO in Bangkok and the Asia Development Bank
have already received out of this pledged fund, -- 170
million yen in fiscal 2001 -- about US$1.5 million for the
former and 1,270 million yen -- about US$10 million for
the latter. (The UNDP might have also received US$5
million, though not confirmed in August of this year yet.)
(6) Prof Rivas is scheduled to come to Washington, D.C. area on November
28th.
