(1)  Many thanks for your msgs (ATTACHMENT I and II).

(2)  Referring to your inquiry in ATTACHMENT II, I think that your Poland
     and the countries in the Central and Eastern European as well as
     Central Asian and Caucasus regions are eligible to receive Japanese
     funds, according to the lists (in Japanese) I received from the
     Japanese Ministry of Foreign Affairs, while I was in Tokyo last month.

(3)  Pls follow the procedures I mentioned in Item (2) of my previous list
     distribution "Fund raising for GUS/Turkey" which can be retrieved at
     http://www.friends-partners.org/pipermail/gu-l/2001q3/000049.html

(4)  However, our experiences in the past many years tell that, since the
     web based distance education requires Global Broadband Internet (GBI),
     we have been advocating it along with our Global University System
     (GUS) project.  Pls see its summary paper in

(5)  In order to have GBI, we need to have huge sum of money.  For this, we
     encourage our colleagues to form a coalition in their locality so that
     its use can be cost effective.  For the formation of this coalition,
     we encourage them to firstly hold workshops in their locality.

          This is because we believe that any serious project or business
          can be performed only after we build trust among ourselves, and
          which can be made only by face-to-face mtgs.

(7)  The latter, CampusNet and Manaus Community Development Project, is the
     results of two workshops in the past several years.  This project will
     ask about US$12 million (tentative) to the Japanese government, after
     conducting another workshop with the fund from the InfoDev of the
     World Bank.

          We have already received favorable responses from the officers
          of the Japanese government for this project.

(8)  Therefore, if you would like to go along with the directions of our
     GUS project, I would suggest you the following steps;

     (a)  You and your colleagues in the Central and Eastern European as
          well as Central Asian and Caucasus regions firstly try to get
          Japanese funds mentioned above.

     (b)  Invite me for my fact finding.

     (c)  Hold workshops.

     (d)  Come up comprehensive feasibility study and market survey
          document.

     (e)  Submit it to the appropriate governmental agencies of your
          and/or their own country.

     (f)  This will then go to Japan Embassy in their countries which will
          then be passed on to their Tokyo office.

     I can then follow up each steps of the above.  We would be very happy
     to jointly raise this funds.

Is the list of countries eligible to receive Japanese funds available  -we
are now starting a programme for the training in Web based distance learning
technology for Central and Easter European as well as Central Asian and
Caucasus countries - and I wonder whether this might be supported by Japanese
funding.
