Dear Dr. Utsumi,
You may recall I wrote to you some time ago about the work you are doing
within the area of ICT. As a result you placed me on your listserv. I have
been following the webpages and correspondence with interest.
I wanted to let you know that our organization, Academy for Educational
Development, is now building on its significant work with USAID (check our
website - www.aed.org. Go to our LearnLink project page) and engaging in an
initiative with multilateral and Japanese donors. We are moving in a number
of directions and are beginning to build a pool of non-American consultants
that could be mobilized quickly as projects come on line.
I am writing to you to find out if you would like to recommend any non-American consultants that would like to be part of this "rapid deployment
team." After this email, I have included the standard email that I have
sent to a number of people, mostly Americans that we know from past
experience. We are looking for ICT policy consultants and those with
experience in the hard and soft sides such as systems engineers, computer
systems specialists, interactive curriculum design, or distance education.

Standard Letter
AED is currently preparing a short list of consultants that can be deployed
rapidly on near-term to mid-term projects involving Information and
Communication Technologies (ICT). If you are interested in being included on
this roster please let me know the following:
1. Over the next year to two years, approximately when would you be available
(I understand this is fluid and subject to future commitments)?
2. What is the longest assignment you would be willing to accept (in months
and weeks)?
3. An electronic version of your current CV.
4. Two referees who are able to comment on your specific expertise and its
possible relation to ICT (include AED staff if possible).
5. What is your current monthly billing rate?
6. If you have approved billing rates for any of the following agencies, what
are those rates - World Bank, Asian Development Bank, JICA, Interamerican
Development Bank?
AED will need proof of billing rate either by providing a pay stub or a copy
of a page from a contract that shows either a daily or monthly rate. Please
fax this to me at 1 202 884 8491.
You are probably wondering about the nature of the work. It is likely that
much of the near-term activities will involve assessment of institutional
capacity and technical capacity to establish some aspect of ICT for use in
education - formal and non formal - or related to some other sector such as
health. AED will be working with other firms to field assessment or sector
review teams. At this stage we are preparing for fast turnaround proposals
that might come about as early as September. Later, we may be asked to
implement recommendations. AED wants to make sure we are prepared to respond
quickly.
I do hope you are interested and will provide the necessary information.
>From time to time I will contact you when the need arises. In the meantime,
if you are interested and AED selects you, your CV will be set aside for
possible use in future bids of this nature. This, however, does not
represent a guarantee of future consulting work with AED.
