(1)  Many thanks for your msg (ATTACHMENT I).

     I understand your situation.

(2)  Pls visit a cultural attache at the Japanese Embassy in your country;

     (a)  to obtain a grant application form for the Grass Root Fund,
          which provides up to $100,000 (though it varies depending on the
          country),

     (b)  to find out Japanese officer sent from the Japan International
          Cooperation Agency (JICA), who can provide you with a small fund
          from their Community Empowerment Program.

     Pls let me know the results of your contacts with them in detail
     (i.e., their names, snail mail address, phone/fax, email, etc.).

(3)  During my stay in Tokyo, I checked with the officers of the Japan
     Ministry of Foreign Affairs (MOFA) that your Turkey is eligible to
     receive those Japanese funds.

          As mentioned in my previous list distributions, I initiated for
          the MOFA and the JICA to handle $15 billion (5 years) which was
          pledged by former Prime Minister, Mr. Mori, during the Okinawa
          Summit last year to close the digital divide in developing
          countries.  See

(4)  Suggested procedural steps may be;

     (a)  Obtain seed money from them,
     (b)  Invite Tapio and me for our facts-finding trips to your
          Istanbul,
     (c)  Organize your workshop with funds from the InfoDev of the World
          Bank, which may lead to building a large infrastructure for
          Global University System/Turkey,

               as our colleagues in Manaus, Amazon, Brazil is now trying
               to do, -- almost $12 million is to be asked to the
               Japanese Official Development Assistant (ODA) fund for
               their building a CampusNet and Manaus Community Network, 
               -- after the workshop next year with the fund from the
               InfoDev -- see

     Namely, follow the suit of our colleagues in Manaus in the middle of
     rain forest jungle.

We are exremely sorry for being delay to respond you.
As you follow throug international media, Turkey has a deep economic crisis
since the beginnig of last February.
Most of the projects were canceled or postponed because of heavy devaluation
(150%) and financial crisis.
Our group has done the same. We had to postpone the e-Learning projects. This
is very sad situation for our group unfortunetely. Although Turkey needs
urgent action for e-Learning area but under the existing financial conditions
we can not allocate any budget for establishing GUS here in Turkey.
According to the experts economic situation will be better next year.   I
will contact you and Prof Tapio Varis as soon as we overcome the existing
diffulties.
Pease excuse us if we gave you any trouble unwillingly.
If there is any further information you require from Turkey, please let me
know and once again I thank you for your valuable interest.
