(1) During my stay in Japan (from 8/20 to 9/1/01), I visited Japanese
Ministry of Foreign Affairs in Tokyo and had a mtg with Mr. Kawamura,
Ms. Matsuda and Mr. Yonetani.
I gave them a copy of our InfoDev grant application for the workshop
in Manaus next year which is about your CampusNet and Manaus Community
Development project -- and which application copy is now retrievable
at

BTW, this URL does include English version of Annex 3 now.
According to them, there are three categories of their financial
support (Official Development Assistance [ODA] fund), i.e., Grant Aid,
Yen Loan and Loan Aid.
Since your current, tentative cost estimate at US$12 million for the
projects is small, it would be handled with the grant aid category.
As looking the list of those grant aids they gave out last year,
there are many, many cases which amount are similar to this
magnitude for many developing countries.
Albeit in Japanese, you can retrieve the list at the URL
listed in Ms. Matsuda's address.
(2) I also visited JICA and had a mtg with Mr. Chikaraishi and Mr. Tawa.
I also gave them a copy of the InfoDev grant application.

The Brazilian Agency of Cooperation is to work on the large
project, e.g., your CampusNet.
JICA people suggested that you may contact;
Mr. Horoshi Matsutani, Head of JICA in Brazilia,
Mr. Takashi Ito, Deputy Head of JICA in Brazilia,
Mr. Haga at JICA in Belem who was sent from Mr. Chikaraishi's
office.
They suggested that you may contact those people about the Community
Empowerment Program which provide you with a small amount fund for on
-going activities.
Pls let me know the results of your contacts with them -- with their
full address (snail mail, phone/fax and email, etc.).
(3) I also met with Mr. Suyama who was my classmate at the Tokyo Institute
of Technology almost a half century ago. I gave him a copy of the
InfoDev application, and asked him to forward it to his brother who is
a former Consulate General at Belem and is now the Executive Director
of Brazilian Camber of Commerce in Tokyo.
(4) Many thanks for the lists of Japanese companies in Manaus (ATTACHMENT
II and III).
One of them is PANASONIC which is same as MATSUSHITA.
When I visited Mr. Ishimura and Mr. Shigematsu, they told me that 90%
of their products (electronic appliances) are marketed within Brazil
-- thus, their Manaus plant must be sizable.
When broadband Internet will be available to the Japanese school for
children of the employees of those Japanese companies in Manaus, they
would be able to freely and easily connect and converse with their
Japanese counterparts in Japan, via NetMeeting videoconferencing and
accessing webs in Japan, etc.
Therefore, pls start contacting the principals of the Japanese school
in Manaus and representatives of those Japanese companies to attend
our workshop in Manaus next year.
You may then ask their support to the workshop, too.
They may also join in our broadband Internet in the near future
to subsidize its trunk line cost, albeit only for the line to
Manaus, since there would not be many Japanese firms in other 5
cities in Amazon area.

How are your jobs of translating Annexes 1 and 2 of the InfoDev
application from Portuguese to English?

Have you divided the job among them? The job may be too large
for a single person.

1 - I have asked for the Janpanese companies in Manaus last Tuesday but had
get them yet.
The japanese consulate is going to send me an official letter. They do
not want to give me over the phone (they are very burocratic). The letter, as
informed by the consulte secretary, is ready since Tuesday but could not be
sent because the Consuler has hot signed it yet. I am calling them to get the
letter ASAP.
2 - At the Brazilian Agency of Cooperation the name of the person is:

Sorry for taking so long to let you about the Japanese companies stablished
in Manaus, but it was not my fault.
The Japanese consulate after had told me they already had the list called me
today and said they do not have.
The Free Zone Agency has not answred my fax and my call with the names of the
companies.
I got a list of ALL (Almost 600) industries in Manaus and tried to guess
which ones are Japanese or from Asia. Here the names:
