     You had a visit by Dr. Taro Nakayama, former Japanese Minister of
     Foreign Affairs and a medical doctor, on August 15, 1997.

     By your kind introduction to him, I visited him in Tokyo in the spring
     of 1998 and presented him our first draft of Global Service Trust Fund
     (GSTF) which you also kindly worked together.

     At that time, I told him that;

     (a)  many of Japanese Official Development Assistance (ODA) projects
          were not well reputed, except the one of human genome, for which
          Japanese government firstly donated $1 billion, the British
          government the second $1 billion, the US the third 1 billion and
          others $2 billion.

     (b)  Japanese government needs to uplift the image of Japan as
          following the precedence of the human genome with similar amount
          of funds for the information technology field to close the
          digital divide in developing countries.

     He immediately indicated his willingness to work on this.

     The UNESCO office in Bangkok, and the Asia Development Bank have
     already received 170 million yen (about US$1.5 million) and 1,270
     million yen (about US$10 million), respectively, in fiscal 2001 from
     this fund -- according to the URL in ATTACHMENT I, the UNDP also
     received $5 million.

          My wholehearted congratulations!!

     Therefore, I sincerely express my deepest gratitude for your
     initiation to have the Japanese government's $15 billion (5 years)
     pledge to close the digital divide in developing countries, as
     described in the URL in ATTACHMENT I.

(4)  Thank you very much for your time when Joe Pelton, Peter Knight and I
     visited you in the morning of 7/30th.

     We were very happy to hear of your favorable response to Alex Rivas'
     CampusNet project (which is to connect 6 universities in Amazon via
     digital satellite) and a community development project (which is to
     connect 6 to 8 non-profit organizations in the City of
     Manaus/Amazon/Brazil via broadband wireless spread spectrum unit) --
     including translation project of annexes Alex wrote in Portuguese.

     As described to you, this project (which current cost estimate is $12
     million) is to ask funds from the Japanese $15 billion ODA described
     in the URL in ATTACHMENT I.

          Although I gave you a hard copy, its preliminary proposal to the
          InfoDev of the World Bank is available at;

     When we succeed to receive a grant for the workshop in Manaus from the
     InfoDev of the World Bank, we will produce a comprehensive document

(6)  Pls visit the URL in ATTACHMENT I which mentions J-NET which I pointed
     out to you for your possible use.

          During my stay in Taipei, I will also find out the conditions of
          utilizing ST-1 satellite's Ku band transponder for experimental
          purpose, which covers many Asian countries.

(7)  Pls let me know the names of cities in Asian countries to which you
     would like to extend your Clean Air Distance Education program.

     When I will visit Mr. Kawamura and Mr. Chikaraishi on the way back
     from my trip to Taipei, I will ask them the names of universities to
     which the J-NET has been extended.

(8)  For your program, you may be able to utilize followings effectively in
     the combined mode;

     (a)  Workshop with beer-party -- as mentioned to you,
     (b)  DVD or CD, which will be interfaced with a web so that you can
          save bandwidth,
     (c)  Web learning platform,
     (d)  Synchronous audio-conference and asynchronous computer
          -conferencings,
     (e)  Occasional synchronous videoconferencing via ISDN or Internet,
     (f)  E-book,
     (g)  Laptop/notebook and broadband wireless, if available.

(9)  I will also explore the possible involvement of Japan National
     Environment Institute with its president who is my brother-in-law.

          I just visited your program at the URL indicated with your
          address.  I will show it to him.

(10) Anyway, after I come back around the end of August, we may need to
     have a mtg to brainstorm our strategy how to develop your program
     further -- hopefully before your trip to Bangkok in September, and
     also hopefully after Vicky's coming back from her vacation to Hawaii.

(11) It was our great pleasure to have met with you when Joe, Peter and I
     visited you on behalf of Bruno, in the afternoon of 7/30th.

     We briefly described our intention of submitting grant applications
     for the following two projects, to your InfoDev in the near future;

(12) We need to have English version of the annexes which describe those
     projects in your Amazon and Manaus area as soon as possible.

(13) When I will visit Mr. Chikaraishi of JICA in Tokyo, I would like to
     mention of your approach to JICA in Brazilia.  Pls send me the name
     and full address of the person you talked with.

(14) I will also solicit supports from Japanese industries -- for this
     purpose, I need the names of Japanese companies in Manaus.

Dear Peter:

(15) When I met Mr. Kawamura on 5/10th (see above), he told me that some
     portion of the $15 billion can be transferred to our GSTF, if we get
     endorsements from international agencies, e.g., UNESCO, WHO, ITU, ILO,
     UNDP, etc.

(16) To get the endorsement, we need to have complete document which
     include the conditionalities mentioned in our draft proposal to the
     InfoDev -- see the URL mentioned above.

(17) Therefore, it is now urgent necessity to submit our grant application
     to the InfoDev in order to construct those conditionalities with
     several workshops.

Dear Joe:

(18) I fully agree that it would be a very good idea to have an
     inauguration conference of the GSTF in Canada next year -- in
     conjunction with the G8 Summit.

(19) This will initiate "multilateral" approach to close the digital divide
     which is the initial intention I mentioned to Dr. Taro Nakayama in the
     spring of 1998.

(20) In the spring of 1999, I also met Mr. Fujita, then the Director
     -General of JICA.  He also very much welcomed the multi-lateral
     approach, since it would correct many abusive use of Japanese ODA
     funds (valuable Japanese tax-payers' money), with transparency and
     accountability, rather than conventional Japanese bilateral approach.

(21) When I met you in Montreal in November of 1999, I mentioned of this
     GSTF project.

(22) At that time, you kindly tried to arrange my mtg with Jim Hamilton,
     but he was in another conference.

     Anyway, we would greatly appreciate it if you can kindly work with Jim
     on this project of having the inauguration conference of GSTF in
     Canada next year.

Dear Jim: I met today with Dr. Tak Utsumi of Columbia University who is the
VP for Technology and Information of the Global University System, Peter
Knight, head of his consulting firm in this area in Brazil and the U.S. and
former senior World Bank official and several people at InfoDev at the World
Bank and the InterAmerican Development Bank.

It was agreed after these meetings to see if there might be a way for the
Clarke Institute, the World Bank, the IADB, Intelsat, the WorldSpace
Foundation and other foundations and government agencies in Europe, Japan,
etc. to work with the Canadian Government to convene a high level
international meeting to explore the possible agenda for the future and the
possible implementation of the Global Service Trust Fund (GSTF) for Tele-
Education and Tele-Health services.

Dr. Utsumi, Peter knight and I would like to discuss this with you (and
others at CRC who might wish to participate) about the feasibility of this
idea. We believe that we could provide support from these other groups if you
agreed that this GSTF initiative, as outlined in the materials I have
previously sent to you, could form the basis of an international discussion.

Please let me know just as soon as possible if there is a time and telephone
number that we could call you to discuss. Part of the urgency is that Tak
Utsumi is going to visit Japan shortly and would like to talk to people at
JICA, the MPT and CRL (particularly Dr. Takashi Iida) about their ideas on
this subject and their willingness to support such an initiative.
