     transcript of my 5 minutes greeting speech (ATTACHMENT I) at the
     Global Peace Assembly which will be held in Taipei, Taiwan from 8/12th
     to 8/19th, by the initiative of Ms. Annette Lu, Vice President of the
     Republic of China.

     email.

                       ATTACHMENT I

Ladies, Gentlemen, Honorable Delegates and Distinguished Guests:

     We are very fortunate now to live at the beginning of new millennium. 
Our task and mission are to set a goal and destiny of our humanity, as
similar to the resolutions on a New Year's Day.

     As the generation who experienced a series of terrible wars in the
past millennium, it is a natural consequence to set it for the "Love of World
and Wish for Peace."

     Although there are milliards ways to attain it, education in broad
sense is the most profound basic, fostering trust with mutual understanding
among people around the world for global citizenship of the global village.

     We, global citizens, have to protect our fragile environment in thin
and limited biosphere of our globe.  We also have to cherish traditions and
cultures our ancestors built in the past millenniums.

     The essence of education is to transfer or inherit knowledge and
wisdom, particularly to next generation.  This transfer nowadays has to be
made in light of a rapid globalization of every facet of our society.
To accomplish them for co-existence and co-prosperity is a formidable job. 
However, we are now lucky to have a new telecommunication media, Internet,
out of the Cold War era, which can span the globe with instantaneously
lightning speed.  Communication and dialogue among people of the world are
essential for "Global Peace."

     The dawn of the 21st century came with a digital revolution and
economic globalization with a New Economy.  We are moving towards a global
knowledge society where information skills and competence become the driving
forces of social and economic development. The global e-learning and e-healthcare are fundamental needs for human survival.  They must be affordable
and accessible, enabling educational institutions to achieve "education and
healthcare for all" at anytime, anywhere and at any pace.  The Internet will
be the main telecommunication media of tomorrow.

     Sharing of valuable telecommunication media for Internet use enabled
drastic cost reduction.  The spirit of this sharing can be extended to e-learning and e-healthcare, and then most importantly, sharing of joy.  This
spirit will then transform our society for egalitarian and participatory
democracy with altruistic voluntary public service, thus fulfilling global
citizens' desire of self-realization and attainment of objectives.

     People of Taiwan now stand at a very unique position at this moment of
our history, geographically and culturally, as the meeting point of Eastern
and Western cultures.  You cherish and preserve Chinese ancient tradition and
culture, and yet, have already accomplished to acquire a new high technology
of producing personal computers and others (    ).

     I believe, therefore, that you can create a New Culture of Peace, as
the Renaissance of the Knowledge Age in the 21st century.  This creation may
be done as unifying the two cultures of East and West synergistically, and
also the culture of spirituality with most advanced science and technology. 
You can lead the world for everlasting peace and love.  This will move a
mountain (  ) and realize a borderless, harmonious and peaceful Global
Village.
