(1) It was my great pleasure to have talked with you over the phone a few
minutes ago.
(2) We have been working with Alex Rivas in Manaus, Amazon, Brazil for
some years after he graduated from the University of Tennessee in
Knoxville (UTK), as having workshops/conferences and videoconferencing
and telemedicine demonstrations -- the former ranged from Tokyo to
Ukraine and the latter connected with the University of Michigan for
diagnosis of a real patient with echocardiograph.
(3) Alex recently came up his comprehensive feasibility study of
connecting his university with several other universities in Brazilian
Amazon areas with satellite Internet -- pls see its outline in
ATTACHMENT I of "[gu-l] Trip to Madrid, Spain from 6/24th to 6/26th"
which can be retrieved at

Its attached file "Annex_4a.PICT copy" also shows the diagram how to
connect six non-profit organizations within Manaus with the use of
spread spectrum broadband (10 Mbps) wireless Internet unit.
The former project is titled "CampusNet" and his equipment cost
estimate is about US$12 million. The latter may be within US$30,000
TO 50,000.
(4) Alex and we plan to have a workshop in Manaus (probably in next March
when David Johnson will be in Brazil for his other project), to make
his feasibility study more complete with evaluation of other options.
For example, when we met Dr. Federico Mayor, former Director-General
of UNESCO, in Madrid, Spain on 6/26th, he mentioned that
70% of HISPASAT, a Spain's satellite, is not used. This may be
used to connect those universities in Amazon area with the use
of an uplinking facilities at your Cornell University.
As mentioned in the list distribution of the above, the workshop will
focus on;
(a) To refine and complete the study and estimation after analyzing
several other options,
(b) To configure strategy of fund raising,
(c) To produce action plan of deploying the CampusNet,
(d) To plan technical support and administrative structure, and
(e) To plan the development of multimedia contents, etc.
The comprehensive feasibility study and market survey will then be
submitted to the Japanese government's fund through appropriate
Brazilian governmental agencies.
(5) As mentioned over the phone, this Manaus project will be a model to
other member universities of UNAMAZ which is a consortium of 77
universities in 8 Amazonian countries, -- which was introduced to us
by Marco Antonio Diaz, former Director of Higher Education of UNESCO
(who is a Brazilian and a lawyer).
Therefore, the success of this workshop is a vital necessity for us.
(6) After we met together at the ICDE/ABED conferences in Sao Paulo last
August, we met again at Chemists Club in Manhattan last January. I
was very delighted to hear of your enthusiastic interest in our
projects.
I would then respectfully inquire if you can help us to raise funds
for travel expenses of Americans and some overseas personnel
(educators and professionals, etc.), as submitting a travel grant
application from your university to the National Science Foundation
(NSF)/International Program Division.
Incidentally, we received the funds from them for our
workshop/conference at the University of Tampere, Finland in
August, 1999, by the kind help of Montana State University.

We can work with you as utilizing most of the materials out of
those previous applications.
(7) Should this be successful with your participation, you may have an
opportunity of extending your "Global Seminar: Environment and
Sustainable Food Systems" program, not only to member universities of
CampusNet, but also to UNAMAZ universities, and also other countries
of our GUS.
Subsequently, you may also be asked to be a counterpart of our
UNESCO/UNITWIN Networking program for which affiliation Tapio Varis is
now working -- see the list distribution mentioned above.
(8) David Johnson and I would be very happy if we can meet and discuss
together the above matters more in details at Chemists Club at 40 West
45th Street in Manhattan (Tel: 212-626-9222) during the period of July
27th to 31st David will soon let me know which date is convenient
