(2) I took the liberty of admitting you into our list so that you will be
kept updated with our daily progress.
(3) The World Bank's (WB) and Asian Development Bank's (ADB) Clean Air
Initiative for Cities of Asia is very interesting -- our GLObal System
Analysis and Simulation (GLOSAS) project was started with my idea on
Globally Collaborating Environmental Peace Gaming see my book
draft/Chapter 5 at

To this end, I have been considering to have a series of e-learning
courses on global environmental issues.
(4) I do not know anyone doing "distance learning course on Urban Air
Quality Management in partnerships with regional and local
institutions."
However, you may contact Dean Sutphin of Cornell.
The "partnerships with regional and local institutions" is the way we
are developing with our Global University System (GUS) project.
Therefore, we would be very happy if we can be of any help to your
project.
(5) As mentioned over the phone, along this WB/ADB's project, you may be
interested in the Man And Biosphere (MAB) project of UNESCO. See

This project proposal was prepared by David A. Johnson and John D.
Peine.
David, John, Peter Knight (former employee of the World Bank and who
initiated the World Bank Institute) and I will visit Turner Foundation
in Atlanta, GA on 7/25th to raise funds for this project (and also for
our Global Service Trust Fund (GSTF)).
(6) Dr. Goshi is a former Dean of Engineering of the University of Tokyo
and my younger brother-in-law. He recently gave a lecture to Emperor,
and he and his wife (my sister) had a honor to have a luncheon with
Emperor and Empress after his lecture. Emperor sent him his questions
via fax so that he seems a very good student eager to learn new
things.
You may ask him the possibility of;
(a) joining in the WB/ADB's project,
(b) having global e-learning which will be originating from Japan.
(7) On this Japanese participation, you may ask Mr. Chikaraishi's support,
since his JICA's J-NET is to provide digital satellite linkage (2
Mbps) to many of Asian countries free of charge.
(8) However, my concerns are;
(a) Japanese professors do not provide English courses,
(b) they do not have capabilities of constructing web-based teaching
materials.
Most of e-learnings in Japan (and many of Asian countries, except Hong
Kong Open University) are the videoconferencing type of replicating
classroom lectures via analog (or digital) satellite broadcasting,
thus prohibiting outreach learners who cannot come to view them via
satellite dish antenna at specified time synchronously.
On the other hand, most of those developing Asian countries do not
have enough bandwidth on their Internet access, e.g., only 56 Kbps
leased line to a school with several thousands students, thus severely
congesting lines even for accessing simple web sites. This is a
critical hindrance to the web-based education -- which is to be the
major national education policy of the US according to the final
report of the US Web-based Education Commission for the US Congress --

(9) On the other hand, you may explore the use of WorldSpace satellite
(albeit one-way broadcasting of digital signal) free of charge -- see

(b) Possible use of WorldSpace satellite for Continuing Medical
Education (CME)

I appreciate the time you took with me this morning when I called. As a
follow-up, I would just like to say a few more things.
The Clean Air Initiative for Cities of Asia was launched by the World Bank
and Asian Development Bank at the Febraury 2001 workshop "Fighting Urban Air
Pollution: From Plan to Action," held in Bangkok. The initiative's website,
www.worldbank.org/cleanair promotes communication, information, knowledge
sharing and dissemination of best practices in air quality management.
Please visit the web site for more information.
The initiative also involves a series of technical exchanges and workshops as
well as a distance learning course on Urban Air Quality Management in
partnerships with regional and local institutions. The lead unit at the
World Bank for the Distance Learning is the World Bank Institute's
Environment and Natural Resources Division (WBIEN).
I am in the process of researching distance learning networks in Asia, both
local and regional who can potentially partner with the Bank in delivering
these urban air quality management courses in the region. I will be
preparing a report for WBIEN detailing the networks currently operating in
the region and all the projects and initiatives of the global University
System, and others that we have talked about on the phone this morning. I
would also appreciate your providing me contact information for your brother-
in-law, Dr. Goshi (?) and can forward it to the task manager, Mr. Anthony
Bigio of WBIEN. I will go back and peruse your web ste as there seems to be
a lot there that I have not yet read.

I am the associate dean in the College of Agriculture and Life Sciences at
Cornell and director of the Global Seminar for the environment and
sustainable food systems. We are developing a network of universities world
wide along with community colleges, two year colleges in agriculture and
technology and magnet high schools. There are 29 active educational
institutions world wide.
I have also worked in the South Pacific and lead national initiative in
implementation of distance learning for the American Distance Education
Consortium ADEC, and have four presentation at ICDE in Germany this April.
We might wish to talk about the potential linkages.

I am happy to inform you that both I myself and Paul Lefrere were elected
yesterday in Stuttgart/Germany to be Vice Chairs for the SIG (Special
Interest Group) of Higher Education of the European Union PROMETEUS
organization (see www.prometeus.org). The goal is "building a common approach
to eLearning in Europe." See our Newsletter. I am also writing an article to
the new Prometeus Jorunal on international validitation and intellectual
property problems in eLearning and would welcome any assistance in that. The
Chair is prof. Alfredo Soeiro from Portugal who knows Tak well. Greetings
from prof. Erwin Wagner (Universitat Hildesheim, Germany), too, who knows Tak
and is a Member of the Steering Committee like myself.
My responsibility is to build links between Europe and the rest of the world
in which I think GUS and you will be valuable colleagues.
