     It is succinct, yet very interesting.  However, those e-learning
     activities may now need to be upgraded with broadband Internet.

     BTW, a fellow of the World Bank in Washington, D.C. called me
     yesterday on his research paper on e-learning in Eastern Europe.  He
     said to me that one of technical universities in Istanbul is now
     setting up broadband Internet network.

     If you give me the URL of your web site in your next msg, I will
     inform it to him.

(4)  Thank you very much for your cordial invitation to have a mtg with
     your colleagues in Istanbul.

     I am very much inclined to accept your invitation with the following
     condition;

     (a)  if there is a possibility to form a GUS/Turkey,

     (b)  if all of travel expenses are to be covered, since I receive
          many similar invitations.

(5)  My possible dates may be in early half of September.

(6)  After my fact-finding visit, you may plan to have a workshop as
     similar to our workshops in Tampere, Manaus and Manila, etc..  At
     which time, you may invite Tapio Varis from Finland so that you may
     enhance your tie with them.

          You may recall him at the e-learning conference of the European
          Commission in Luxembourg last January.  Incidentally, he is now
          a member of European Union's PROMETEUS Steering Committee so
          that he often goes to EC's mtg -- you may meet him next time
          there.

     Should it be possible to combine two trips to Istanbul and India, you

          Remember?  Sharing is the main spirit of our GUS.

     I would also be greatly delighted and obliged to you, should you two
     can cover travel cost of my wife's accompanying me.

(2)  When I receive invitation from overseas, the inviters usually cover
     the followings;

     (a)  round-trip airticket (economy-class) which reservation number is
          notified to me for my picking it up at the specified airline
          office in New York,

               Sometimes, they also cover my wife's travel expenses,
               since I am old and prefer her company in a case of my
               trouble (*).  This is, in a sense, their remuneration.

                    (*)  David Johnson, one of our GLOSAS board
                    members got a heart attach at a parking lot nearby
                    UNESCO/Paris about a year ago, and was saved by a
                    passerby French.

     (b)  round-trip transportations between my home and airport in New
          York which is about US$50 to 75,

     (c)  transportations (including airport tax) and accommodations
          (hotel and food) during my stay in their city.

Dear Prof Tak Utsumi,

I am receiving your very valuable e-mails regularly since September 2000.
Your worldwide effort is very exiting and important.

In Turkey, there are e few e-learning projects under consideration. Last two
years universities and private companies are cooperating on distance
education projects in Turkey.

My company named "ARA Research Inc." is focused on developing distance and e-learning projects in Turkey together with the universities and other related
groups. Related groups means: ISPs, Mobile and wire networks, Media, call
centers, TV channels, Digital Platforms.

In Turkey there are more than 12 million students. 150 thousand students are
studying in abroad: major in the USA, minor in EU countries. Country
population is 70 million. More than half of the population is under 25 years
old. There is a great need in the society for distance teaching and e-learning. Turkish ministry of education believes that distance learning is a
must for the country.

Around 4 million Turkish citizenship lives in EU contries (3 million in
Germany). Distance teaching is not a new issue in Turkey. Open University has
700 thousand students which started distance teaching 25 years ago. This Open
University (OU) has TV broadcasting programs since 1975 all over Turkey. OU
has not it's own broadcasting capacity. They use state owned TV channel
without live. Open University is producing its own programs and contents.

We have formed a joint company with the Open University to develop distance
learning project in Turkey and if needed in Central Asian Republics (CIS
countries) and Germany.

Ara Research Inc. is cooperating with the most serious distance learning
group. This group has enough satellite capacity for distance learning. The
group has also one of the biggest GSM, ISP and call center in Turkey. I am
also chairman of Turkish-Finnish Business council. I follow closely the
developments of distance teaching sector in Finland. I also follow EU-IST
programs and participating all the meetings organized by EU Comission.

Prof Utsumi,
We have a lot to do on distance learning in Turkey. As you are aware,
distance teaching needs a lot of effort, a lot of budget and a lot of
contacts and dialogue.

In order to be more productive and constructive we would like to meet you in
Istanbul in the near future. We know that this meeting will give us a new
impetus. We have many topics to discuss with you. Your world-wide experience
is very valuable for Turkey.

If you let us know your program, we will come back to you. And we will
propose you an agenda for the meeting to be held on in Istanbul. Thank you in
advance for your interest and kind attention.
