(2) It was certainly our (my wife and me) great pleasure to have met with
you at the WCA 2001 conference in Taipei last month.
The infection on my eye lid was completely healed -- thanks for your
concern.

taken during our Tampere event.
At this time of today, it does not work, and I requested Roger
Boston (who is now traveling to Beijing) to fix it ASAP. Pls
try to visit it some days later again.
(4) We do not have biological children, but have many, many non-biological,
brain child around the world who inherit and promote the
global e-learning which concept I initiated almost a quarter century
ago.
During my trip to the Philippines last April, I received over a half
dozen brain-daughters" and their souvenirs. My wife was really
surprised and greatly appreciated!! (See more about my trip report to
the Philippines later.)

up at the Taipei airport when I will be there next time.
(6) During our stay in Tokyo, David Levy told me that, though the original
plan to visit Taipei on May 7 and 8 was not materialized, David Payne
plans to visit Beijing and Taipei in the last week of June, with the
team of Tele-University at the University of Quebec in Montreal.
David Levy hopes that his and our English as a Second Language (ESL)
program will be included -- subsequently and hopefully, David Levy and
me to be included in the team.

(7) David Payne's initiative may be combined with our American and
Japanese colleagues' educational services to be extended to Taiwan.
For example, during my stay in Tokyo, I presented the ESL program to
the people of the Japan Foundation/Japanese-Language Institute, as
proposing a joint development since the delivery system would be same.
Such Japanese as a Second Language (JSL) program may also be of strong
interest to your Taiwanese.
During my stay in Tokyo, I also learned a massive movements/projects
of the Japanese government to assist developing countries with
Information Technologies (IT), e.g., offering of two-way, broadband (2
Mbps) satellite Internet lines to many Asian countries free of charge
-- which is a part of J-NET project and which is similar scheme as our
Global Service Trust Fund (GSTF) project.
Dr. Wang also offered one satellite transponder (Ku band) which
covers mainland China, Taiwan, the Philippines and many other
Eastern Asian countries for experimental purpose. Incidentally,
some of its transponders are now being used for analog e-learning
from Taiwan to mainland China!!
Incidentally, David Payne and Larry Gell told me during your
conference that your Vice President Hsiu-lien Annette Lu (who is a
graduate of the University of Illinois, Urbana-Champaign) indicated
them her strong interest in such a joint approach.

(8) I would then strongly suggest that you start considering to form a
coalition of universities, secondary schools, hospitals, local
governmental agencies, etc., (i.e., non-profit organizations) in
Taipei area firstly, and then later in other localities which are to
be interconnected with broadband Internet.
They could be said Global University System (GUS)/Taiwan/Taipei, etc.

to the International Youth Conference on 4-6th, November, 2001 at
Tigertops, Chitwan, Nepal.
(10) I visited your web site with great interest, and am very much inclined
to accept your invitation with the following condition;
(a) if there is a possibility to form a GUS/Nepal,
Though not sure yet, Nepal may be able to have a 2 Mbps
broadband satellite Internet linkage from Japan free of
charge as mentioned above.
(b) if all of travel expenses are to be covered, since I receive
many similar invitations.
(11) I look forward to receiving your response soon, and wish you a very
good luck for your successful conference.

(14) Our ESL program will be the combined use of the followings;
(a) G3 broadband wireless Internet,
(b) Laptop/notebook -- ACER has one which can be equivalent or
better than SONY's,
(c) Web teaching of pronunciation with scientific audio analyzer,
(d) Electronic Text-Book -- see for a sample at

(e) DVD for including cultural background which will be
interconnected to a web so that only large multimedia files will
be accessed from the DVD to save the transmission time and cost.

This approach is to individualize e-learning at anywhere, anytime and
at any pace.

I am so touched to hear from you again and very happy that you do love my

How have you been lately?
I am missing Hisae since she is so graceful and warm to everyone. Please do
give my best wishes for her!
I am aslo hopeful to see you again anywhere in the world someday! I think it
must be a sunny day!
Now, I am doing my research on daily time and taking care my baby "bibi" at
night, who has been 6 months old!
Attached is my baby's photo. somebody said that he is alike his father! What
do you think?
I am very surprised that Dr.Utsumi was so circumspect and sincere to write
down every thing who experienced in WCA2001 and the inner feelings to share
with us. Actually it was also an unforgetable experience for me since those
people attending that conference were all so nice and peaceful in mind.
It do bring me a lot of energy to improve my life and happiness to think
about life.
Thank you so much! I think I'd have learned a lot from you.
After WCA2001, a peace declaration just published in WCA2001 has been
delievered to UN on April 13 and begin a peace declaration assignment
activities in the world.
we have done many peace declaration assignment activities in Taiwan, aslo in
my campus, national taiwan univ.
I am very glad that this peace declaration through the discussion in WCA in 5
days arouse many people's attention and agree to sign.
I hope that through this activity, people in the world can get toghether and
do things good for world peace .
