(1) Many thanks for your msgs (ATTACHMENT I to IV).
(2) Due to the difficulty of available date for Mr. Beridze of UNESCO
(ATTACHMENT V), Tapio and Marco agreed to postpone our visit to him
from June 20th to some date in July or August.
(3) However, we (Tapio, Marco and me) will visit Dr. Federico Mayor,
former Director-General of UNESCO, in Madrid, Spain on June 22nd.
(4) We are very delighted to hear of your enthusiastic interest of
becoming a member of our Global University System (GUS) (ATTACHMENT
II).
(5) I am very honored to receive your generous invitation to visit your
Milano, Italy.
I would respectfully inquire if you can kindly provide hotel
accommodation in Milano and a round trip airfare from/to Madrid,
Spain.
I can be in Milano prior to my visit to Madrid, i.e., on June 18 to 19
in Milano, and leaving Milano to arrive Madrid by the evening of June
20th.
(6) When our GUS will become a member of the UNITWIN program of the
UNESCO, your consortium could also be the counterpart of our
membership.
We will ask similar counterpart membership to our colleagues in
the Philippines, Brazil, Ukraine, Estonia, Barcelona, Japan, and
many other regions around the world, as their workshops will be
materialized.
Pls visit the web site Mr. Beridze indicates in ATTACHMENT V so that
we can discuss about it during our brainstorming session in Milano.

thank you for sending so many interesting news.
They gave me the idea to call a small group of professors from the two
State Universities of Milano, the University of Pavia and the University of
Insubria in order to work out a proposal for a consortium for distance
education and telemedicine. The idea is to share courses and expertise
between the four universities and try to do something to help other
universities, most probably in the Balkans.
The current meetings are very preliminary, but I am confident that we will
reach an agreement.
I will keep you posted because I guess that, after the consortium is made,
we will ask to join the GUS.
The second thing is that I changed my e-mail address, because my brand new
University of Insubria is now totally independent from Milano. Can you please

Dear Professor Utsumi:
A few months ago I told you that I was trying to establish a consortium
between a few Universities of northern Lombardy, in order to foster
teledidactics and telemedicine, and to join the GUS.
In the maintime a grass-roots committee met several times, debating the
issue. The committeee was composed by representatives of the Information
Sciences Depts of the Universities of Milano http://www.unimi.it, Milano-Bicocca http://www.unimib.it, and of Insubria http://www.uninsubria.it. The
meetings were sponsored by the pro-Rettore of the University of Milano-Bicocca Professor Guido Martinotti, a sociologist.
To make a long story short, the committee--which is informally in complete
agreement with the Rectors of the three Universities--is now asking
a) to become a full fledged committee
b) to start a feasibility study for
- a broadband connection
- distribution of web based courseware
c) to join the GUS as soon as possible
At this point we have a problem that you may help solving. The three
universities can join the GUS in a short time, whenever they do this
separately, or in a much longer time as a consortium. The latter solution
takes time because the decision must be proposed and approved separately by
at least one Faculty, the Academic Senate, and the Administrative Board:
three approvals for each one of the three Universities. In Italy, according
to bureaucratic algebra, 3x3>>9.
Joining separately the GUS would be much easier.
Then how to proceed? The MOU proposed by the Ukranian friends and you
apparently remained a preliminary document. Should we start from that,
anyhow?
What are your suggestions on both issues?
Please let me have your opinion as soon as it is possible for you. Now that
things are rolling smoothly I would like to keep them on the move.
Some more information for the sake of completeness.
The above mentioned grass-roots committee has rather strong roots, as it
included Professor Lanzarone (delegated by the Rector uf the University of
Insubria for matters regarding technology), Professor Bisiani (Chair of the
Information Sciences Dept. of Milano-Bicocca), Professor Marini (delegated by
the Chair of the Information Sciences Dept. of the University of Milano, and
very close to Professor Degli Antoni, whom you already know. For what I am
concerned, I am a member of the Administrative Board of the University of
Insubria.
Why only the three mentioned Universities, to begin the enterprise? Just
because the three universities are closely related and have similar
priorities. Bicocca and Insubria stemmed some three years ago from the
Universities of Milano and Pavia. It is quite possible that Pavia will join
the group shortly.
I am well aware of the existence of Consorzio Nettuno
http://nettuno.stm.it, already working in the field. The University of
Milano-Bicocca already belongs to that consortium. We have to work out the
correct relationships between our enterprise and Consorzio Nettuno. The aims
are somewhat different, but there may be a convergence.
When there will be an official beginning, then we will reach all the
relevant contacts, at both the National and European levels. Actually there
will be more than one official beginning. One will be the consortium between
the three universities. The other(s) will be joining the GUS.

please forgive me for answering so late to your last mail. I was in San
Diego up to the end of the month, and it was difficult for me to proceed with
the organization of an extension of your trip to Milano.
The other members of the committee are delighted to have the opportunity
to meet you. Unfortunately I still do not have the answer about who is going
to fund your trip.
I understand that you will be in Paris on June 20. It would be great to
have you in Milano on Monday June 18, so that you can go to Paris in the late
afternoon by TGV, or during the night on a sleeping car. In my mind this is
the most convenient and relaxing way to go to Paris. But from where are you
coming to Milano?
Please, let me know your whereabouts and your needs in those days, so
that I can arrange the best for you. I am confident that I will have the
money that I need, but nobody knows. In any case I will go ahead with the
orhanization.

we are ready to meet you for a brainstorming when you are coming to
Paris next June, as you suggested in your last mail.
I understand that you have a meeting in Paris on Wednesday June 20 and a
second one in Madrid on Friday June 22, but I do not know when you are coming
to Europe, and where.
If you arrive in Paris to be there on June 20, I suggest that you
anticipate your arrival on Sunday 17. You will receive the Paris-Milano
roundtrip ticket at your office in New York or find an electronic ticket at
the Charles De Gaulle airport.
After sleeping in Milano, we could meet on Monday 18, and let you go to
Paris either in the same evening or the day after, as you prefer.
Otherwise we can make a different arrangement, depending on when you
plan to be here. We only need to take a decision as soon as possible,
beacuse in this period it is very difficult to find an hotel room.
For what the agenda is concerned, I would suggest:
1. an overview of the situation in the partecipating universities
2. an overview of the ongoing activities in the GUS realm
3. a brainstorming about how the three Universities could join forces with
the GUS, and what they can do
4. any other subject you would like to discuss.
I am eager to have a fruitful meeting with you, and I wait for your
answer.

As requested by Mr Seddoh, I am writing to you to indicate my availability in
regard to the proposed technical meeting on June 20 at UNESCO.
Let me, first of all, thank you for your readiness to meet me in order to
discuss the details of GUS proposed project within the framework of the
UNITWIN/UNESCO Chairs Programme. It will be, certainly, a pleasure and honor
for me to meet with such distinguished and reknowned personalities as Mr
Tapio Vares and yourself. However, the date proposed for a meeting is quite a
problem for me, due to my absence on annual leave (18-30 June 2001). Would it
be possible to arrange for a different date? I will be ready to meet you on
14 or 15 June (immediately after the closure of the UNESCO's Executive Board
session) or at any date through July or August. I should appreciate receiving
your reaction soonest.
>From your correspondence with Mr Seddoh I understand that you have already
done some 'home work' in regard to the UNITWIN Programme (Draft Agreement).
I have also read with great interest your first draft proposal to become a
member of UNITWIN Program of UNESCO dated March 24, 2001. I understand that
you intend, after you are back to NYC on 5/19 to work on the refinement of
the narrative.
May I advise you, when you will be doing this work, to follow, as closely as
possible, the format of the document entitled "Guidelines for the Submission
of Project Proposals" under the UNITWIN/UNESCO Chairs Programme. You will
easily find this document on UNESCO's UNITWIN website (just click on the
internet address that appears after my electronic signature). In reality,
this document constitutes first step in the procedure to apply for UNITWIN
membership. There is one important point I have to bring to your attention:
the project proposal is submitted to the Director-General of UNESCO by the
relevant covering letter from the Executive Head of the concerned University
(in case of GUS, I suppose, it will be Mr Tapio Vares). It has also to be
accompanied by the support letter from the National Commission of UNESCO of
Member-State of host institution (in case of GUS, I believe, it should be
Finland). When received by UNESCO the project proposal is evaluated by
relevant UNESCO services and Sectors. When the above evaluation is positive,
UNESCO (our Section) prepares the draft Agreement. When finalized, it is,
first, signed by the Director-General of UNESCO followed by other parties.
The Chair is considered as an established one, only after all parties have
apposed their signatures. Once the UNESCO Chair is established we invite the
counter-partner university to nominate the Chairholder (Ref. Article 3 of the
Agreement). Upon his/her nomination, the Chairholder submits to UNESCO the
work plan on activities to be run by the Chair. UNESCO designates the service
and, possibly, the person in the UNESCO secretariat in charge of monitoring
and evaluating Chair's activities. All the above is done through
correspondence. I thought, it might be useful for you to know the usual
procedure, however, it is possible that Mr Seddoh has already introduced it
to you. In the latter case, I apologise for misusing your time.
