          the UN Headquarters in New York, NY, from 30 November to 1
          December 2000.

          I was sorry I could not attend it.  However, I believe that your
          conference was very successful.

(3)  The Tampere Hall where you will have your conference is just across
     the main entrance of the University of Tampere.

     In August of 1999, we had a highly successful workshop and conference
     on the  Emerging Global Electronic Distance Education (EGEDL/'99)" at
     the university and initiated the following three projects;

          1.   Global University System (GUS),
          2.   Global Broadband Internet (GBI),
          3.   Global Service Trust Fund (GSTF).

     Pls click  Current Reference Websites" at the top of the home page of
     our web site which URL is listed at the top of this msg to find out
     more about those projects.

     In this page, pls click  Proposal for Creating the GSTF (February 28,
     2001)."

(4)  Although this GSTF is primarily for global e-learning and tele-healthcare
     and tele-medicine of GUS with GBI, your emergency
     preparedness and relief fields may have overlapping interest with
     ours.

          For example, Mont Smith of Pacific Disaster Center and the
          people at the Center of Excellence in Disaster Management &
          Humanitarian Assistance in Hawaii indicated their interest in
          our projects (particularly on the availability of GBI around the
          Pacific Basin) when I visited them in the spring of 1999.

               Dear Robin:

          Another example is that we are now working to extend the e-learning
          program of the critical and emergency medical care
          service (which extensive experiences were accumulated by Nels
          Sanddal in vast area of Montana) to the Philippines.

          Another example:

          In the web listed in your msg I found your excellent paper
          ³Telecommunications in the Service of Humanitarian Assistance"
          which was appeared in the International Civil Defence Journal,
          Vol.XI - No.1 - April, 1998, p.p. 20-24, which said;

               On 17 January 1995, when the Japanese city of Kobe was
               devastated by an earthquake at 05:46 hours (local time),
               it took only 22 minutes until the first news flash
               appeared on 327,000 computer screens linked to the
               Reuters' network spanning 154 countries (2), within less
               than two hours millions of households on all continents
               had live pictures on the TV screen in their living room
               and 4 hours later the first search and rescue teams in
               Europe, thousands of miles away, mobilized their
               specialists (3)."

          My list distribution of April 8, 2000 said;

               It is well known fact in telemedicine that email was the
               first to report Kobe earthquake to the outside world a few
               years ago.  I felt very satisfied and honored when I
               received sincere thanks from a former Japanese House
               Representative when I mentioned of this, since I once
               worked to de-regulate the Japanese telecom policies for
               the use of email almost two decades ago.  He experienced
               the devastated quake by himself in the middle of Kobe."

(5)  The GSTF project has been adapted by Joe Pelton's Arthur C. Clark
     Institute for Telecommunication and Information (CITI) -- one of other
     three projects CITI adapted is to create a New Global Warning and
     Recovery Network - Project WARN - which initial participants are (a)
     Clarke Institute (CITI), (b) Volunteers in Technical Assistance
     (VITA), (c) UN International Children's Emergency Fund (UNICEF).

     VITA and UNICEF were listed in your November conference at the UN
     headquarters in Manhattan.

          Pls see the synopsis of the Project WARN in my list distribution
          ³[Arthur C.] Clark Day events on 2/7th" of February 28,2001 in
          the archives mentioned above.

(6)  On 2/12th, Peter Knight, Frank Method, Ben Haraguchi and I visited the
     people at Markle Foundation and the UNDP and received favorable
     response to the GSTF project -- previously we have received the same
     from European Commission, UNESCO, WHO, ITU, World Bank, INTELSAT,
     WorldSpace, etc.

          Those people at Markle and UNDP are now working on the Digital
          Opportunity Taskforce (DOT) project <http://www.dotforce.org/>
          and <http://www.markle.org/dotforce.html>, which is the follow-up of
          the pledge ($15 billion for 3 years to close the digital
          divide in developing countries) made by Japanese Prime Minister,
          Mr. Mori, during the Okinawa Summit last July.

          the UNDP or Jim Steinberg and/or Karen Lynch of Markle
          Foundation.

(7)  Should you be interested, you may ask Tapio Varis (professor of the
     University of Tampere) to give a brief talk on our GUS project -- he
     is now working with Paul Lefrere on the community development in
     Estonia, Barcelona and later in Ukraine, which grant application is to
     be submitted to the European Commission soon.

(8)  Since your November conference material mentioned of the use of
     broadband wireless, you may also contact Lauri Hirvonen of Nokia. 
     During our Tampere event in August of 1999, he kindly treated us with
     a dinner party and also a wonderful presentation of their R&D for G3
     mobil videophone at 34 Mbps which is to come in market in near future.

(9)  We would be very delighted if we can be of any help to your project
     and, in return, if you can provide our GSTF project with your support
     and endorsement.

     I wish you a very good luck to your Tampere conference -- I wish to
     attend it, but am sorry to say that our resources are very limited.
