(3) As you see, after Paul, Tapio and I attended the InfoDay conference of
European Commission (EC) in Luxembourg in January of 2001, Paul and
Tapio are now start working to initiate EXploiting Collaborative
Information Technologies for Economic Development (EXCITED)" for the
community development in Estonia and Barcelona (and later in Ukraine).
Mrs. Comay also attended the InfoDay conference.
(4) The EC is going to have a similar conference in the middle of June for
the next Request For Proposal (RFP) which deadline is October 15th.
Paul is now considering to hold a workshop for GUS/Europe at which
time we will brainstorm our strategy how to configure our grant
application for this RFP.
Paul initially planned to have it at the Sheffield Hallam
University in April, but it is now canceled (ATTACHMENT IV).

ETE was founded in May 2000, to fill a serious lack and to fulfill a vital
mission in the context of training, learning and education-oriented ICT
(Information Communication Technologies) products: to empower and to enhance
the personality development of ICT users.

Activities Current Initiatives:
ETE has launched large-scale initiatives with the CFE (The Center for
Futurism in Education at Ben Gurion University, Israel) and with Krilon
Information Systems, Ltd.
CFE ETE
1. National strategic plan for computing and ICT in education
Ministry of Education of Israel: Development of a conceptual
framework for the Israeli computerization program based on
guiding values of the use of ICT in education.
2. Municipal educational ICT plan: ETE was invited to develop a
master plan for implementing Life Long Learning (LLL) activities
for the educational system for the city of Kfar-Saba, Israel.
Upcoming Approved Projects in Collaboration with Larger European Consortia:
* Chat-Map: ETE is the initiator of the Chat-Map a tool for
online dialogue moderators and users, to provide them with means
to manage and create opportunities for learning.
The aim of the Chat-Map system is to assist moderators and users in
dealing with the chaotic conditions prevalent on the web. The project is
based on analysis of the semantics of behaviors exhibited in chats and their
presentation in a form that could permit real-time reaction and direction of
the process. In addition to assist real-time development of interactions, it
will be possible to use Chat-Map's tools to analyze interactions after the
fact, in order to explain behaviors and as a learning tool.
* EDCOMNET Project: ETE is the initiator of the EDCOMNET-Project, an
Information Society Technologies (IST) project funded by the European
Commission, and aimed at enhancing adult education.
EDCOMNET is a virtual learning community platform for adult citizens.
It will act as a portal stimulating the active learning of social skills. It
will empower the individual citizen to be a self-reliant part of society,
fostering creativity and autonomous opinion-forming and decision-making. The
EDCOMNET system will be a network-based information system. Local servers
will communicate through the Internet but will operate in the local language
and will be embedded in the regional cultural context. A novel multi-agent
infrastructure will be developed.
EDCOMNET will focus on 3 aspects of LLL: vocational training, family life,
and the functioning of the individual citizen in the communal society.
The contribution to the community's social objectives will be on 2 levels:
1 Dissemination of humanistic, democratic values in Europe.
2 Assisisting the integration of European citizens into society.
EDCOMNET did very well in the 3rd call for proposals in the 5th Framework
Program (FP5) ranked best proposal in Action Line III.2.2!
ETE is a leading partner in the identification of user needs and requirements
and in educational & social developments.
* NEMO-Project: This project is funded by the European Commission.
The objective of NEMO is to elaborate a deep study of non-formal and
life-long educational models for handicapped people that can be implemented
by means of the new Internet technologies and tools, and to implement and
test these models in real cases. The educational models will consist of the
identification of strategic objectives, educational phases and best-suited
web-based approaches at each phase, adequate for each target group. Different
phases with different web supported approaches will distinguish specific
models.
NEMO was ranked 3rd place in Action Line III.2.2.
ETE is a leading partner in the development of the NEMO-Web Platform and its
exploitation strategy.
* ITALES-Project: a School of Tomorrow project funded by the European
Commission.
ITALES will develop new tools that require active participation of
teachers in the specification and development process. Firstly, we will
develop new authoring tools that let teachers develop personalized learning
content. Secondly, we will develop new tools to let teachers plan and build
their own courses.
Finally, we will develop a web-based 3D virtual teaching and learning
environment containing all of these tools along with new collaborative tools
to promote the exchange of pedagogic content, ideas and other resources at
regional, national and trans-national levels. All of this, we believe, will
help foster a truly virtual community where motivation and social
communication will be major ingredients.
In the ITALES project, ETE:
* Is responsible for technological evaluation and testing of all
the tools and content in "laboratory" contexts;
* Will carry out another evaluation study: Intercultural
Comparative Evaluation.
ETE initiates educational technological projects involving German-Israeli
collaboration. These projects are supervised by the German Ministry of
Education and Science and by the Israeli Ministry of Science:
* Smart-Parent project: is dedicated to the empowerment of parents
within the formal education process and aimed at establishing a
genuine partnership between schoolchildren, parents and teachers. The
project is school-, home-, and community-oriented. ETE is the leading
methodological partner for the development of new technologies,
multimedia tools and Smart Agents.
* Smart-Counsellor project: ETE is the initiator of this project under
the framework of Improving Human Potential (IHP) supervised by the
European Commission.
Krilon Information Systems Ltd.-ETE
1. Interactive learning environments to support LLL: Developing ICT
tools in the context of social processes, for existing IT
networks in several cities in Israel: Ariel, Netanya, Petach
Tikva.
2. A new approach to absorption of ICT by pre-school students
Development of an Internet-based platform for early childhood
learning. Developing and activating pedagogical approaches in
light of Autonomy Oriented Education theory (AOE), for the city
of Ariel, Israel.

The Centre for Futurism in Education at Ben-Gurion University of the Negev
was established by the Israeli Ministry of Education and the Ben-Gurion
University in order to advance and foster paradigmatic changes in the Israeli
Education System.
Guiding the Centre's activities is the understanding that:
1. Current educational paradigms cannot provide answers to the
challenges posed by the recent rapid transition to a
post-industrial (or post-modern) information society and that
serious answers and o these challenges require the readiness to
try out radically new educational paradigms.
2. The new suggested educational paradigms; processes, models and
curricula should be based on macro-strategic thinking. Such
thinking should rely on one hand on the understanding of the
implications of the post-industrial information revolutions for
education and on the other hand on a coherent, operational set
of humanistic values.
Activities:
Since its establishment the Centre has focused on the following levels of
activity:
1. The development of models of futuristic schools, educational
systems and curricula and their implementation;
2. The development of future-oriented school leadership teams;
3. Service Unit for ICT in education;
4. Research in the above areas;
5. Publication of articles, position papers, books on different
aspects of futurism in education;
6. Organization of workshops and conferences on different aspects
of futurism in education.
The Centre is involved in a number of European projects including, INVITE and
TODAY STORIRS.
The Centre's Team headed by Dr Aharon Aviram, a Philosopher of Education and
an Expert in Futurism in Education.
The Centre is interdisciplinary in its operational conception. The Centre's
nuclear team comprises some 20 people: graduate and doctoral students, and
post-doctoral faculty in a variety of disciplines: Education, Philosophy,
Psychology, Sociology, Computer Science, Artificial Intelligence, Pedagogical

Dr. Aharon Aviram
Dr. Aharon Aviram, philosopher of Education and Educational Futurist.
Senior Lecturer in the Department of Education and Head of the Centre
for Futurism in Education at Ben-Gurion University of the Negev,
Beer-Sheva, Israel. Dr. Aviram has been a principle researcher in
various innovative educational projects, including the "School as a
Communication Centre", "The Initiative Team", "New Humanistic
Curriculum - funded by the Israeli Ministry of Education and major
partner in "Toady Stories project" and Invite projects funded by DG:IS
of the EC.
Among Dr. Aviram's other professional activities, has been a member of
the editorial board of Megamot, Israeli Behavioural Sciences
Quarterly; a member of the editorial board of the Journal of
Educational Change edited by the Ontario Institute for Educational
Studies; chairperson of the consulting committee on ICT and Education
near the Israeli Ministry of Education; Editor of a series of books on
Futurism in Education.
Dr. Aviram's interests focus on the impact of ICT on education;
education in post-modern democratic society; higher-educational In the
post-modem era; Dr. Aviram has written numerous scientific papers and
articles published in collective volumes and scientific journals and
two books, currently being printed on the future of education and ICT
based education.
Prof. Phillip Ein-Dor
Phillip Ein-Dor is a Professor of information Systems in the faculty
of Management, Tel-Aviv University and Director of The Marcel & Annie
Adams Institute for Business Management Information Systems. He has a
long-standing interest in various fields of artificial intelligence,
beginning and has been active in the series of workshops on Artificial
Intelligence in Economics and Management (AIEM), chairing AIEM4 and
editing the proceedings.
He has just completed an invited book chapter entitled "Artificial
Intelligence: A Short History and The Next Forty Years". His research
in this field has included visual information processing, common sense
knowledge representation, natural language processing and natural
language query systems and the study fielded by the Ministry of
Science on "An intelligent system for routing information requests in
a network of heterogeneous information bases".
Dr. Uzi Melamed
Dr. Uzi Melamed got his Ph.D. degree in Science Instruction, Tel Aviv
University. He has worked in the field of education for the last 30
years, started as a teacher for Mathematics and Physics. Later became
a headmaster of a high school, and supervisor. In 1975 became a
manager of a Pedagogic Centre for Research and Development, in an ORT
network of more than 100 schools and colleges. Between the years
1983-1996, served as deputy director General and head of the pedagogic
department in the ORT educational network Between 1996-1999, manager
of the Israeli Centre for Science and Technology Instruction, at the
Weizmarn Institute of Science; Academic Manager of the Department for
Principals Training, School of Education, Tel Aviv University.
Naama Bar-On
Ms. Naama Bar-On, a psychologist (clinical and organizational) and an
expert in the introduction of ICT to education in light of
constructivist learning theories and Humanistic values evaluation. She
has also expertise in evaluation including evaluation based on
alternative methods. Ms. Bar-On heads evaluation teams (formative &
summative) evaluating technology in educational projects (for example:
"Media Plus" project of the Technion - Israel Institute of
technology).
She is in charge of developing ICT based constructivist instruction
programs at the Centre for Futurism in Education ("School as
Communication Centre"). She is also in charge of the dissemination of
multimedia in schools in Israel and responsible for evaluation in
reformatory educational projects in Israel. Ms. Bar-On, a-professional
experience includes membership of evaluation teams, "Mechish" project
for incorporating computer systems into 18 Israeli high schools,
teaching, organisational practicum, diagnostic services, consultation
and poll-taking for various sectors, coordinating a steering committee
of the Israel Ministry of Education for the computerisation of the
system of education and membership in the evaluation team for "Project
2000" (Demonstrating school project of computerisation).
Yael Bar Lev
Ms. Yael Bar Lev got her master degree form Tel-Aviv University in the
field of ICT based education. She was for two years fellow of the
School of Educational Leadership in Jerusalem. She worked for several
years in the MEDIA PLUS project of the Technion- Israel Institute of
Technology as responsible for the dissemination of Multimedia skills
in schools.
She is now the head of the Centre's team in the Today's Stories
European project.

As Tak or Tapio may have told you by now, the Sheffield workshop will not
happen. Sheffield was a bad choice of venue, because it has a range of
problems, not known to me until recently, including a labour dispute at the
university. The union of university staff is advertising to ask people to
cancel all events and not to use university facilities in Sheffield or
collaborate with staff at Sheffield. This is very unusual. Unfortunately we
have had very little notice about this.
The good news is that Tapio and I have been elected to an important committee
of the European Commission. I am hoping that we can work together to submit a
bid to the Commission for full funding for travel and other costs for a large
workshop as soon as possible - although in practice I guess that will mean in
September at the earliest. That does not prevent us asking the British
Council for support for invidual visits before then.
