Basically, she calls the complainers thieves who have been
mismanaging the GLONASS program and getting rich.

All of these messages are based on rough and half-ready translations.

But this could be over-reach on the part of anti-reform elements who
see their power failing in the face of Popovkin's much-needed reforms.

If so, it's a good sign that they're desperate.
