That is my impression until mission decisions  programs are developed and
the new launch infrastructure will take much longer to build regardless of
the funding as that is like building the N1 facility all over again
1962-1971 in reality based on imagery or the better part of two five year
plans alone. I just think Baikonur would be more responsible economically
