Not if they want to reach orbit.

Other than the one Sven mentioned, I can't recall another manned launch in
this weather (but I can't be sure it hasn't happened).  I DO recall there was
a  Russian launch of an Indian satellite in similar conditions, and how
impressed everyone (myself included) was at the robustness of the Russian
launcher at that time.
