Not to defend NASA's indefensible renomenclature policy, but if one refers back to the source of this tempest, one will see that it was an ESA press release.
Just saying.

Perhaps NASA planners can only start counting from 1 and it is them who get confused at having to start in the 30s, etc!
Just don't try any funny-metric counting, though.

perhaps the Russians could start calling STS-1 the first ISS assembly flight and so on... just to avoid confusion...

will they ever stop calling it Progress 44? Its' PROGRESS M-12M!!!
there is no such thing as a "Progress 44"!!!
Strictly it is mission 44P in the ISS schedule.
Only according to NASA.
And NASA always referred to "Expedition NN crew on STS-XYZ" (i.e. they
didn't rename THEIR OWN launchers, ONLY ones they don't own).
Similarly, they always gave both names (e.g. ATK-X, on <scientist or
author name>) for European resupply missions.
They've never (IMO) justified this rude practice directed at the
Russians, resorting to such dissembling as "well, that's what we call
them to avoid confusion, since that's what we call them" and "the
Russians don't seem to mind". I notice that the Russians always use
the names THEY'VE chosen, not the NASA substitutes.
