Yes it was observed at a great area, primarily near Urumchi
but also as well to the East as Jiuquan City.

Nobody gave exact times for the three events, namely
launch of a missile, launch of HQ-9 antimissile and the 
intercept. A couple of images I've seen were timestamped 
at 19:55 Beijing time (11:55 UTC).
